I wish I could say the same as all these people who have positive reviews. living here over a month now I have had nothing but excuses and been ignored for common and easy maintenance requests. In my situation, the property is 100% unsafe and nobody will return my call. One door hanging on one hinge and stove repair. They say they can't get parts for so they just let it go not offering a new oven. Just oh sorry we can't get the part. It's completely unacceptable. I've been completely ignored and even though they know they are responsible for these repairs that they said they I moved in. I'm an owner and have been utilizing Francis Taylor since 2019. Ed and Alison have been treating my property like their own and have high standards when it comes to vetting renters (Love this aspect). Can't speak for everyone else but I haven't had to worry about collecting rents, nor had to entertain my renters. I remember in recent years SoCal experienced some heavy rain storm and water leaked through my roof (damage from solar panels). All they needed was the name of the solar company that installed the solar panels. Alison took care of contacting them and scheduling the repairs. Horrible for service animal owners! As first time renters, we have been living for a year paying on time and improving the house we're in. Today Allyson and Freddie came to "check the fire alarms" but as they first walked in there attention was strictly on the dog for the first half of the inspection. We explained that he was a service animal and that he helps as an emotional support. When discussing my service dog with the management, I Was met with a demand for validation rather than other respectful inquiry under ADA guidelines service dogs do not require documentation or validation so this approach felt intrusive and dismissive. I would have appreciated More respectful and knowledgeable approach to the topic. read more

This business is... blah. We had been living at a location for 3 years prior to the owners utilizing FTPM. The owners lived on premise. There were known plumbing issues prior. The owners daughter would put flushable wipes down cast iron pipes. They were aware. It backed up into our place. We lived with them for 2 months while they remedied the backup and renovated. We had a friendship. So FTPM takes over and we are in contact with a woman named Alison (sp). 1. Owners said nothing would change however on our lease we were told we had to pay for a cleaning fee and suddenly lawn care. They also had multiple things wrong and when we told them this they were like don't worry it's standard and we said no you need to redo it. It also took over a month to receive our lease and directions on how to pay rent. 2. The owners of FTPM son came over and damaged the wires in the main house for internet so I lost 4 days of pay as I work remotely. No one said sorry. No one gave us a discount on rent. No one cared. 3. We had a backup shortly after the owners moved out. They called a "friend". Well the friend never came to our door, they went to the front door of the house so we were delayed with having a working bathroom because no one actually came. All it took was for FTPM to say "go through gate to the back tenants door." They couldn't even do that. 4. They told the main tenant that we don't have usage rights for the originally shared patio so we were not allowed to use it even though we DID. That was part of the arrangement with the landlord. 5. The main tenant NEVER took care of the lawn. They did it three times maybe in the year we were all living there. He also allowed his dog to poo in the yard and take a week or two to pick it up. 6. They sent us a certified letter that we had to vacate because the owners were selling. We would've never received it if it weren't for Us having informed delivery because we don't live in the front house. Mind you main tenant never received a letter. In fact he said he was given a new lease. 7. We had an issue with the toilet which we told the owner and the mgmt company about. Took 2.5 months for someone to come out. They called a plumber to come out, the plumber called the main tenant who never actually answered. The plumber still came. We had just had a baby and got home when we had an unacceptably loud knock at the door leading to the shared patio which you see in 4 above that we no longer were allowed to use so we blocked the door with a bookcase as it had no use to us. Baby woke up and no one cared. It took over a month for another plumber to fix the issue. 8. When we moved out we requested a move out tour. It was scheduled. No one pitched up. Why? Because they had sn appointment at the end of the week with the front tenant so they just completely disregarded my time. 9. When I complained about everything the woman Alison I was always in contact with told me "I'll have Ed call you". He was so blank in tone. He does not care AT ALL about his tenants. 10. WE paid for cleaning when we moved in and we paid for cleaning when we had to re-move in after the flood and renovations. We also had the cleaning taken off our lease as a charge from the security deposit. . We hate them so much that we didn't have the energy to even get our "general cleaning" fee back from our deposit which they took against our signed lease. The owners weren't the best landlords but they respected us and we knew what to expect as they were just regular people. We have owned, we have let out our own places, used management companies for them, and we have rented from companies and individuals in the past. This was by far the worst experience we've had and I would strongly encourage owners and tenants alike to look elsewhere for property management needs. read more

I wrote a previous review, but forgot to add one very important thing. They are charging me a $150.00 solar fee on top of my electric and gas. I called the utility company, and they said this charge has nothing to do with them, and doesn't come from them. Sounds like money going to fund the addition of solar panels, and yet I was told that the money goes to the owner. If so, then it should be part of the rent, not misleading as they presented it as a legitimate extra fee. They also charged me $200.00 to add someone to my lease. They will make add'l money anyway they can, and care very little about the individual tenants. I then had to listen to a bullshit story that it takes so much administrative time to approve someone. That is total BS! There is no personal consideration in their business, and unfortunately like so many businesses these days, they really don't care...you are just a number and will take advantage anyway they can. If they manage a property you are thinking of renting...ask many questions and be clear if they give you the time to do so. I went to visit the apartment listed by this company at 355 Idaho Ave, Unit #1 today. I has scheduled a viewing through the website TennantTurner and was looking forward to what seemed like a great apartment based on the listing. I soon found out that the reality was not what the listing showed. The property manager who showed us the unit was extremely unprofessional. When I first walked up he did not greet me. I didn't even know that I was in the right place until I told him I was there for my showing and he begrudgingly asked my name. When I told him he just stared at me and then asked my last name without anything in front of him to verify who had visited. When I asked if I could look around he said yes and gave me no further information about the property. As my roommate was looking around the kitchen he glanced at a notebook that was sitting out. The property manager snatched it away and said "Is that yours? I mean come on, seriously?" as if scolding a child even though it was him who had left it out in the open. Overall he treated us extremely disrespectfully. It was clear that he judged us based on our age. He shook my fathers hand and not mine or my roommates, even though the appointment was under my name as the renter. I got his business card which lists the name as Troy Sala of Francis Taylor Property Management. You just lost renters who were willing to pay above asking price if needed because of this horrible employee. We will be taking our money elsewhere. The property itself was in poor condition. Closet doors were hanging crooked. The refrigerator shelves were stained with a sticky brown substance. The kitchen was also dark and extremely small. This could be fixed by simply painting them. The cheap acoustic dropped ceiling tiles were also stained brown in places. There is no dining room. The common area outside was littered with cigarette buds and the grass was patchy brown. Overall, the property looks like a motel that someone unsuccessfully tried to remodel into a longer term living situation. read more

If you are a tenant of a property owned by FTPM then I can only wish you luck. It may be different from the view point of the owners as they aren't dealing with things and that can be great for anyone, but from a tenants POV it is horrible. Your constantly having to go through a middle man to get things handled in your apartment and that basically adds up to things not getting done or the middle man saying that the owner is not planning on helping. I don't know about you, but I prefer more professional correspondence when it comes to something as important as where me and my children live. Do yourself a favor and rent from another company who values you as a human being not just a monthly pay check. read more

I recently moved to Rancho Bernardo and have Francis Taylor Property Management as my manager. Ed has been absolutely wonderful to work with, as has Jessica (his assistant). They have been very prompt in responding and solving any problems. I am so impressed by how quickly they do everything for me and how thorough they are. I recently had a flood in the new house. I called Ed and he came over within 30 minutes and stayed for over 3 hours to help move furniture out of my place. It was the evening and he stayed for late hours. As the other flood control workers said that night, "Ed got your back!" Ed is currently in the process of getting an insurance settlement so that I can be reimbursed for my trouble. So here ARE A FEW my experiences with this company........ I was asked by a close (ELDERLY) family member to help with her rental property because she felt as if she was being taken advantage of..... I will keep the rant to a minimum and just list my experiences.... --FTPM offered the current tenant the insurance money from a repair that was NOT for the tenant and did so with out even speaking to the homeowner first -- convinced homeowner that it was in best interest to give said money to the tenants so they didn't move out...guess what...2 weeks later ...they moved out --got new tenants to take their place, but NEVER once got approval from homeowner on the new tenants and NEVER asked if current rate offered was acceptable...(after further research the 5 bedroom home on 3 acres was way under-priced..less than $2700....and this home is very nice with views) -- kitchen sink faucet broke and FTPM called in a plumber who tried to charge 3x the amount for kitchen sink faucet that was of a lesser value...the bill was also all inclusive with no break down for parts and labor..... when FTPM was asked about a breakdown and/or quote, we were told that "this is how we normally do business and we just pay what is charged " --after asking numerous times for a breakdown of invoice and also why the plumber was replacing a premium brand kitchen faucet with a very cheap faucet but still charging premium prices...i was told that if i didn't like it I could go and buy a new faucet myself and they would only charge the labor!!!! WTF??? -- tenants were also responsible for up keep of the property...specifically listed in the lease....FTPM decided that they were not...even though it was stated in the lease...Homeowner ended up spending over $3000 in getting the property back to the original condition prior to them moving in...Over $500 just in replacing dead plants -- gave the tenants back their deposit money with-out deducting any repair costs....instead charged the homeowner -- when I professionally and cordially questioned these issues , FTPM called me asshole...hung up the phone on me and said "I was fired"... not sure how someone who is getting paid by the property management group can fire me.... --so after "i was fired"...i acquired a new property management group.... it took FTPM almost 3 months to transfer security deposit from current tenants and additionally took an extra 2 weeks to pay homeowner rent money... Which is strange because the tenant confirmed paying rent 2 weeks early because they were out of town These are just a few issues that i experienced with these people..... I have several more stories but I promised myself I wouldn't RANT on and on.... I would NEVER recommend this company or the owners.....I would NOT RENT or BUY from them because of the SHADY experiences that I dealt with..... I also consulted with a real estate attorney just to make sure it wasn't me who was wrong or off base.....All of my concerns and complaints were confirmed. Unfortunately, trying to collect any wrong doings in the state of CA is costly and usually lawyers get most of the money....... One giant headache. Properly managers are so behind on paperwork, won't fix damages, maintenance is impossible to get ahold of. We lived there for a year and a half. There were wires sticking out of our wall when we moved in that they promised to fix and never did, floors were falling apart bugs they wouldn't exterminate, plumbing issues they tried to blame on the other renters, the foundation of the entire apartment building was out of code. And they raise the rent, without fixing any problems. So where is all that money going?! The longer we lived there the worse it got. Most places will at least put a bandaid on problems, they just don't care enough to do even that. We had a flood in our apartment, we couldn't get ahold of maintenance at all. The problem got worse, mold formed on the walls and our entire family got sick. We finally got tired of it all informed them we were moving out. But surprise surprise they evicted us anyways! We're still dealing with the side effects from that house over a month later and now can't rent any other place because of the eviction. It's all about money with them. Don't get me started with Alison. She's a terrible property manager, enters properties without consent and takes things from you. You can't get ahold of her when you need her but she'll call and text you twenty times a day if she needs something from you. She's rude and unprofessional. Don't go through Francis Taylor and if you value your health, and don't rent the apartments on Hillside Terrace. They are nothing but a headache. No wonder they have so many lawsuits filed against them. They are lucky we are too sick and have too many medical bills because of them to. If you live in one of their units currently and this sounds familiar, beware. And if you're thinking of renting a unit from them, run while you can. One giant headache after another. read more

We rented a place from Francis Taylor Property Management for two years. At first, it was an amazing property management company. From my experience, Ed and Jessica always communicated very well with tenants, and they really seemed like a company that cares about their clients. They were strict with certain policies, but all polices seemed fair. Like I said, you really felt like they cared. They even made an effort to get the community to get to know each other and host community events. We would even see them around and always felt welcome to have conversations with them. We were happy. The second year renting with them was not as great. We were sad to see Jessica, one of the property managers go. Since then, things went downhill. They instantly raised rent right away. It inadvertently caused all the elderly who were living in that complex to leave because they can no longer afford rent. They were replaced with younger, louder, messier tenants. I would hear people screaming in the complex. Some one bedroom apartments has what felt like 4 people living in them (which was definitely a fire hazard). The water bill got more expensive. I think it was because they weren't completely charging for the children that lived in the complex too. They divide the building water bill, and each apartment pays the same amount per person living there. No matter how much you use, it felt like you were paying more per month because it wasn't individually metered. All the landscaping around the area died because the property management didn't water the plants. I would sweep around the area as often as I can because I wanted my apartment to feel like home. However, there was always trash in the common areas. The new tenants would leave stuff like trash bags, bicycles, and even a couch in the common area. I gave up trying to clean because I realized it wasn't my job to clean it. It was the job of the property management. I was so unhappy. They raised the rent for everyone, but in return we were getting and even more poorly management apartment. It felt like no one cared the the once beautiful building anymore. I just moved and these guys are the property managers in charge of my new rental. We had just filed a bankruptcy and found out we had to move and when we started looking, a lot of people ignored our references and employment history and immediately shot us down over our BK. Not these guys! Ed took the time to go through every part of our application and gave us a fair chance. In addition, Jessica, his assistant is just awesome. I needed to move in quickly and therefore they were not able to go through the unit for repairs 100% prior to us moving in, instead, doing them in these last couple of weeks since we moved in. I have texted Jessica several times a week touching base on things and she always responds quickly and has made sure everything is being completed as promised. She was rude and yelled at us for being late. When in fact she gave us the wrong appointment time. She half a** apologized for her mistake.
