The penalty only applies to businesses (not residents) false alarms where no cause can be determined other than a faulty detectors, and can only be recommended after multiple alarms, not just a single circumstance. The penalty is to penalize ONLY lazy businesses (much like your own) who are too lazy to pay to get their fire system in proper working order and would rather waste their own tax payer dollars sending Emergency Responders to false alarms.
