10 days still no refund

It started with my order from a restaurant that took 3 hours to get to my door, mind you this was from midnight til 3.26 am when my food arrived. I was in contact with the store and they were rude etc etc , I asked for a refund and was told I'd get that from Foodora.
Contacted foodora a couple hours later (in the afternoon) it says they'll reply in 24 hours, 48 hours later and no reply I open the chat. The girl Alexandra promised full refund within 1-3 days. Now you see, that was 10 days ago. So I contacted them AGAIN , after 24 hours no response I open the chat again, this woman Wilma is rude and takes her sweet time looking at the errand saying there had been some error but my money will be in my bank in 3 days (again).
I want to talk to someone, and I tell her as much. I'd wish to speak to someone who can explain why this is happening, instead of that she offers me a 50kr discount on my next order.
I calmly explain that I won't use this service ever again and I understand it's not her fault but I want to speak with someone who can just explain to me why and how this even happened. And she just left the chat, so I can't answer or contact them anymore :)
Normally I am not this type of person and I know there isn't much to choose from delivery-Wise in Sweden but please choose whatever services available BUT this one.
