I will say this was for a renewal and all situations are different but everyone outside with no appointments went through the same wait till they got in.

I made an appointment for 9am. Got there at 8:07am and was out by 8:21am! Even took a vision test all within 14 minutes. Make an appointment although there weals no one in line to get in at 8:06am!
