I was greeted by one of two gatekeepers who ordered me to produce my birth certificate. She announced that my certificate was lacking a seal. That's because the state issued photostats in that era and didn't affix a seal. She ignored the certificate number at the top of the page but conferred with the other gatekeeper who also ignored the certificate number. I was ordered to get a new birth certificate from New York City for the license renewal to go forward. I was later notified by AAA that birth certificates must display the certificate number for the document to be valid. The original birth certificate I presented clearly showed certificate numbers in the upper right hand corner of the document. Cost: $41.00 for a new birth certificate 50.00 license renewal (completed at another AAA location.) 15.00 for gas to and from Lowell Total $106.00 My recommendation is that people avoid the Lowell AAA RMV.
