It's not an actual lighthouse, it's a memorial lighthouse. In 1961, the Clayton Memorial Lighthouse was dedicated as a standing memorial for local Veterans who have served our nation in all wars. It replaced the original wooden structure built in 1942.
The engraving reads, "Erected by the Citizens of the Village of Clayton and dedicated to the memory of those who made the supreme sacrifice and all who served in defense of their country. May God grant them the Revered Dead eternal rest and us the living eternal vigilance. Memorial Day 1961"
The park also includes two cannon, one with a plaque "Relic of War. 1812-1815"
