As a resident of a condominium that is managed by Cities Management I wish to take this opportunity to recognize our Community Association Manager , Peggy Z. Peggy is responsive, knowledgeable, and exhibits a passionate understanding of residents' concerns as she applies the rules and regulations of the HOA. Within the past year there was a new resident who was receiving accusatory comments from residents, and then after receiving a formal advisory message from Peggy, the resident asked me what was going on, why was she being singled out. She had only recently moved in and she was so upset that she wanted to just pack up and move out. I talked to Peggy and asked her to have a conversation with the resident. Peggy did so in a compassionate yet rule-oriented manner. In fact within a few months' that resident ran for and was elected to the Board. On a second occasion within the past two months I personally was aided by Peggy after I filed a petition for waiver to the Board. I felt certain members of the Board were allowing the petition to fail, not on its merits, but because the deadline for a decision was looming and that would mean the petition would be allowed to die without being heard. I contacted Peggy for a ruling. She listened to my reasoning and realized immediately that the Board was indeed required to formally meet to hear the petition, or else risk facing liability. She was able to drill right down through the emotional rhetoric to the heart of the matter, requiring the Board to follow the rules of procedure. I'm not certain how many other properties for which Peggy has responsibility but it is reassuring and fortunate for us that Peggy is our Community Association Manager. read more

What an incredibly frustrating management company to deal with. They charge fees for their accounting errors and then charge you additional late fees because it takes them weeks/months to respond to an issue that could have been resolved with a quick phone call. Don't let their website fool you into using their services. If I had any say in changing our building's management company, Cities would be on the chopping block. read more

HAVING A PROPERTY MANAGER SHOULD MAKE THINGS EASIER. NOT DIFFICULT! Just to give you a feel for what it's like when you have issues that need to urgently be resolved. - No one answers call directly. Always goes to a voicemail system. Sometimes they return calls. They have never called me back on the same day. - They prefer you put urgent work items on to a "work order dashboard" which was never addressed to me in the same day either. - I put in a work order a week ago for an elevator communications alarm a week ago. It's still alarming. Supposedly a guy was to come a day ago, then got moved to tomorrow. Cities management has it marked as completed even thought it's not! And the workman has already moved the days once. By saying the work prder is complete, we can't follow up to let them know if there are other issues. OUR ELEVATOR COMMS ALARM WILL HAVE GONE OFF CONSTANTLY FOR 8 DAYS (If we are lucky enough cities management to get a guy to come this time) !!! - Their response to a Yelp comment will likely be faster. Which shows you their priorities. Resolving issues or damage control. And even their responses are to an info@ email address. - AND ITS A REVOLVING DOOR OF EMPLOYEES. We've had countless contacts leave. One being one of the most inept people I've ever encountered. - I can't emphasize how awful this experience has been. read more

Piss poor management style. It takes weeks to resolve a simple work order that should be complete within a couple of days. Emails and voicemail take days to be answered. I question whether there are actual staff on-site or do they all work remotely. read more

Horrible Experience with this HOA, since we moved in 5 years ago our fees have more than doubled yet I think they maybe plowed twice this winter?! We literally just gave up and started shoveling our own driveway!! On top of that we had an extra assessment done that I don't even remember voting on or getting paperwork on... no idea what was done because nothing ever was...then asked to pay an additional amount we couldn't afford on top of the increased HOA fee. So we paid what we could and the rest was sent to collections where they are now making us pay way more and pay other attorneys fees. All they care about is money, yet they do nothing...I still have no clue what the extra payment was for! Our association doesn't even have a pool or park..so why do our fees keep increasing. They couldn't even come remove bees that were in our siding and told us that's our responsibility!! Unreal. read more

Horrible!!!!!!! This is the worst property management company we've ever had!! With all of the rain we've had this spring and summer, we wanted to let the PMC know that the sprinklers in our association were still running twice a week. It was a nicely worded email requesting the sprinklers be put on pause or that the rain sensors be fixed because of the waste of water and overwatering. Two email responses from Michael Mattson at Cities Management were rude, condescending, and disrespectful. I have never dealt with such outright passive-aggressive behavior in my life. The lack of professionalism from this company, especially Michael, is unheard of! He "considered the case closed" unless we attached video proof of the sprinklers running. We provided video proof of the sprinklers running. Guess what? No response. We have received an email/letter indicating that, due to 'costs,' they are making us mow the berm (previously outsourced and the responsibility of the PMC) and capping the sprinklers on the homeowner's side of the berm. Way to be professional and deal with homeowners directly by actually responding to the email that contained video proof, as a business should. Instead, it is a way to be passive-aggressive and 'stick it' to the homeowners. I am now telling everyone I know NOT to deal with this company! read more

Terrible service. Don't even deserve one star. They're responsible for external services, however they deflect any responsibility. There is a defect/hole around some piping on the siding that has allowed for a massive yellow jacket/hornets nest to expand right within the siding. Their only response is it is the homeowner's responsibility when they are liable and accountable for all exterior issues. The siding must be removed in order to eradicate the hornets. That is an HOA responsibility. However, they lack timely followup and follow-through. They excel at deflection. read more

This is the worst property management company I've ever had!! I became very sick (needed surgeries & had a long recovery )& missed 1 payment. After a few very bad months, Cities Management had charged me almost $100 a month in what they call legal fees. And, their legal fees keep growing. They refuse to settle the account & keep charging me these "legal fees" every month!!! I am now going to TV stations, politicians, & a lawyer. I will tell everyone I know NOT to deal with this company! read more

I am very unhappy with the service I have received from Cities Management. I purchased a condominium and closed on 4/29/2025 and they still have not got me in their system. I talked to a female at the company and she assured me she would take care of things. Today is 6/6/2025 and things are not taken care of. I sent them information that was requested and have not received a reply. I made phone calls and emails and still nothing. I don't know of anything else I can do. A friend of mine said they had Cities Management for a short time and fired them because of poor service and multiple complaints. I now see why. Where does one go for Help??? read more

Community Manager for Cities Management doesn't know the parts of a professional business letter. Received letters from both the Community Manager and Attorney Greenstein with a signature line of "Your Board of Directors". Neither letter indicated "Enclosures or Attachments" in the proper section. However, the Community Manager did list three enclosures in the body of the letter, in fact there were four. The enclosure that was omitted from the list or was added to the letter by mistake....is the Common Interest Community No. 813 which also listed an Exhibit #A that was also not included. If you're going to be a ghostwriter for a Board of Directors, your writing skills should be flawless and contain a clear message to the reader. Also, you need to thoroughly read the material contained in the letter. You're writing skills are a depiction of the Board. It's surprising Attorney Greenstein did not include the missing enclosure either. Receiving two letters on the same subject can be confusing for an older community. There was not a postage paid envelopes included, plus the ballot did not provide the mailing address of the receiver. You had to look threw papers for find the mailing address. Since the ghostwriter is representing the Board of Directors, may be they need to obtain pre-approval before mailing out such information. My suggestion to Cities Management is to have training on writing skills, how to improve your customer relations and cutting cost for HOA's. read more

Do nothing other than bill. Not a property management company should be classified as a billing company. Terrible customer service and communication. Unrealistic fines with inaccurate information or notices.

I had a small leak on my roof. I contacted CM and they sent someone out to fix it in Feb or March. It was fixed. In April they said I had to pay for it. I called and the woman I talked to said she was going to check into it because they were sending me delinquent notices. She stopped the delinquent notices for a time. She never got back to me so I figured it was just a mistake. then the notices started comin again. I was pretty confused, especially when I was sent a certified letter. I was never told that I would have to pay for the repair. I was never given an estimate, written or oral. I never signed anything accepting the repair. If I would had known I had to pay for it I would have gotten other estimates. They have now sent a collection agency after me. The HOA replaced all our roofs about 3 years ago. We never had an assessment of our new roofs, however our HOA fees went up significantly. I am annoyed this company never answers their calls. I had called their emergency line because of a fallen tree about ready to fall onto my neighbors roof. They never answered the call until 3 days later. They did end up taking care of the tree without incident. I would never suggest this company. I will write them up on the BBB and contact the AG. read more

This is one of the worst property management companies. All the reviews are true and accurate as I have experienced most of this and I have only owned my place for less than 6 months. Emails/Calls take 1+ week to return and require follow ups Murder happened at the property and there was little to no communication on next steps Fire happened in the building and it was left unsecured for days - packages/bikes/etc got stolen You want to believe that a company will at the very minimum try to make a place relatively safe to live but this company could not care less. Zero Stars and I'm surprised they haven't been sued yet. read more

I've sold and moved out of the townhouse complex managed by these people in Eagan, but still feel the need to write a review because I hate this company that much. They have the worst customer service. They're rude, unavailable, and unhelpful. Unless you hired them to manage your property, they're going to be an a-hole to you. I've called to ask questions about their website and payment options to make changes to how my association dues were paid. There's never a person that answers the phone with a "smile," you immediately know the person either hates their job or hates you for calling. They treated me like a criminal, like I was trying to get away with not paying dues. Christ, I was trying to change my bank account for auto-withdrawals because my current account was compromised. Once I needed my password reset to log into their website for info I needed to sell my townhouse. The woman on the phone argued with me that my email address was wrong. I used my work email address which ended with @gkmail. Yes, there's a k, it's not a gmail address. She said I was spelling it wrong even after I explained it was my work email. This went on for several minutes. She'd been taking a tone with me the whole time, but then she got really aggravated, and asked if I knew what gmail was and understood I was spelling it incorrectly. Turns out once she finally reset my password I got in fine with my gkmail address. Idiot. I could go on and on, I lived there for 6 years. I loved my house, but one of the happiest moments was realizing I'd never have to deal with this incompetent bunch again. If you're looking to buy or rent property managed by these people I'd think again. It may seem like something you could deal with. However, they treat you like shit since you're not the one that hired them, you're just the tenant. Even just needing to contact them once or twice a year will frustrate and infuriate you. Run away. read more

I owned a townhouse at cliff lake townhomes for 20 years. I sold my townhouse in may 2021. I was just going to forget about the horrible treatment I endured while living there, but can no longer keep silent. I was emotionally abused by this company the whole time. They were rude, disrespectful, and tortured me the whole time. Kate Wallin is the nastiest person I've ever met in my life, and I'm in my 60's. I loved my townhouse, but am so relieved to not have to deal with that company anymore. My neighbors all feel the same as I do, but too afraid to say anything because she will make your life a living hell. The last straw was when I came home from work, and they had sucked all my beautiful perennials out of my property without giving me any notice. They said they emailed me, but it was an email that I hadn't used for twenty years. The landscaping company that sucked up my plants were there when I got, I couldn't believe what I saw, some of those beautiful plants were my grandmas, that had been in our family for years. The landscaping company went to Kate, and said they did not want to pull these plants, they're too nice, Kate Wallin said " Yank them" Im still having nightmares about this. I have lived here for 21 years and wanting to stay in my home as I am 81 years old. I have had many problems here such as three floods and no support from cities management. A neighbor had no drain spouts on her home and when it rained the water would run down the hill and onto my patio and into my unit. I have had water problems coming through a bedroom wall in my downstairs. A representative from the association was here and said that this was the associations problem, but so far have not fixed. This last year each homeowner has been assessed 35,000 for new siding and at least 17,000 for new decks. You either pay up front the 35,000 or a lien is placed on your property and high monthly payments with a 20.00 service fee per month and 6% interest. This is not feasible for many homeowners and has caused a lot of stress. I am also one who was laid off due to covid, so this has brought double stress to me. I had to take down my awning which was approved 5 years ago so the siding could go up and now they are telling me I cannot put it back up. It does not involve the siding at all. I would not recommend investing in this townhome (Mill Creek townhomes) to anyone. The HOA have no concerns for the people that live in them, especially the elderly. It is not about helping the homeowner. It is about the HOA making money. I speak for many that live here. read more

Our 200+ member HOA hired Cities Mgt based upon a number of representations and promises, few of which were actually carried out. Within just months, Cities let dozens of HOA members get behind in their fee payments; Cities frequently didn't answer phone calls; they didn't do the monthly inspections that were required in their contract; they paid the property taxes twice; and the list goes on. I would not recommend them. When our HOA confronted them with their deficiencies, they quit, in advance of their contract expiration date, leaving the HOA hanging. I would give these people ZERO stars if it were possible. They advertise "24 business hour" response time to email or phone inquiries. Translated, this means 3 DAYS!!! I have never encountered a service business that takes 3 days to returns calls and/or emails. In addition, they decided that closing shop for the weekend starting at noon on Fridays is a good idea for their employees. Maybe this will improve since Cities Management was purchased by a larger, and hopefully more responsible, company. However, the jury is still out. I just put in an email request 2.5 days ago and have not heard back. There are a number of good property management companies that put their customers first, so I see no reason to use Cities Management, now Associa. read more

I will give a one star because 0 was not an option. I have several town homes under the management of Cities. They failed to mail dues increase notices to my correct address as they are apparently incompetent to record information forwarded to them. We paid them to take care of our property every month. They hire services that charges extra directly from our accounts without any notice. They hired light bulb service who charge owners $20 per bulb. I talked to the layer and he said this is wrong. This is owners area to take care but association can replace too for the cost that owner will pay which is $1 or less. They don't control this service and don't want to take any responsibilities. Sounds like punishing owner. Also charge extra for fan cleaning. Where are monthly payments GO if they charge extra? They treat owners accounts like a FREE BANK money, take it if needed. read more

Horrible association. They upped the association without telling us until the month after it was due. So when they received my payment for that month, they charged me $10 for a insufficient payment transaction and then another $15 for a late fee. All because they raised our rate by $5 which they never informed me of. By the time they did inform me of the increase, I already sent my payment for the second month, so they racked up $50 for erroneous charges before they even notified me. Then I call them, no one will talk to me so I had to leave 3 messages, in which no one ever called me back. Very shady and unethical property management company. read more

This company deserves zero stars. We have worked with them a few years now, and the property manager has twice tattled to my parents (we rent from them) when he did not determine my concerns were valid. He told them he does not have to respond to people who do not respect him and he accused me of name calling. I did not. I told him to do his job, but I did not call him any names. He would not give me board contact information but agreed to be the intermediary, and then got upset with me and has been ignoring my request for over a week. When something needs doing, we take it into our own hands (like removing propane tanks that could have exploded in our recent basement fire). He did not at all acknowledge the murder and the response to the fire was very much lacking. I still have so many questions. A few of us have hired lawyers but we should not have to do that. Never use this company. They are unprofessional and refuse to address safety concerns (murder, fire, etc). It's too much. I would move if I could but it is not an option at this time. read more

Like most reviews, my advice is to stay away from this company. When we first contracted with them, they were great. Then everything changed. I don't know if this was due to the sale to Associa but service continued to go downhill. It was money misspent and we are moving on. We had five property manager's - two good and three bad. They really don't seem to care. We started looking and each company we interviewed had updated systems and services while Cities seemed to do nothing. Have you heard the saying, "if you don't keep your feet moving, you are falling behind"? They fell behind. A few words to the wise, be careful about 'preferred vendors' and kickbacks - or should I say commissions? Also ask companies who they hire, what they look for, and how they train people. Even though we were very unhappy, we went through a thorough and deliberate process of interviews when we decided to leave. read more
