This location was a terrible experience. I reserved a vehicle more than two months in advance, yet when I arrived on 6/6/26 at around 5:00 PM, the service I received was extremely disappointing. The two female employees working at the counter were rude, unprofessional, and completely lacking in customer service skills. If a company knows it has a high volume of rental customers, it should be properly staffed and prepared. Making customers wait and then treating them poorly is unacceptable, especially when reservations were made well in advance. Budget needs to do much better with customer service, staffing, and overall professionalism. read more

Terrible experience! Gave me a car with tire with low air. Apparently, you have to remember exactly what your price and car was that you reserved months before, because if not, they'll upgrade you, not tell you and charge you more. Called customer service and they said since I didn't notice at the time I took the car that I was agreeing to the upgrade. I would give this place 0 stars if I could. I made my reservation three weeks in advance and still ended up waiting over three hours just to get my rental car. I'm traveling on military orders, so every hour matters, and this delay completely threw off my travel plans. The customer service was the worst I've ever dealt with. There was little to no communication, no sense of urgency, and nobody seemed to care that customers with reservations had been waiting for hours. The most frustrating part is that this isn't even the first time this has happened to me at Budget. I've had multiple bad experiences here, and it seems like nothing has changed. If a reservation doesn't guarantee a vehicle in a reasonable amount of time, then what's the point of making one? I pushed the key fob button and no response from the car. Turns out key fob battery was dead. They did not have a new battery. Car was filthy outside it was okay inside. Beware of shady business practices at this particular office! Everything with the standard car rental seemed on point: checkout was about 15 minutes, car was there and relatively clean, and it worked just fine for 4 days while we visited a relative in the hospital. The problem started about a month later when we received a letter stating that we damaged a tire and they would be charging our credit card an extra $131. We called Budget and were told that no damage was noted at check in so we would not be charged. A week later a charge for $131 still showed up on our credit card and we're having to dispute it. We will be going elsewhere with our business even though Budget is sometimes the lowest cost option. Saving a little isn't worth the headache of dealing with a dishonest vendor. read more

My husband and I travel a lot. We have used budget for years, no issues even in Hawaii and Alaska, until we rented from the Norfolk Budget. When we got there customer was argueing about the car he had rented. We didn't hear their whole conversation but the customer said he was not paying the extra fee. Not thinking anything about it we went in and got our vehicle. Took pictures and video like we always do. Day we brought it back it was storming so bad that the electric was out and computer was down. Worker told us no worry everything is fine and will send us an email next day. Never got the email but did get charged on credit card a higher fee then what our agreement said. Called Costco because that's who we use and they said don't worry it will be taken care of. A few months later we rented a car in California through Costco and it was a Budget rental. When we checked in they tell my husband he is flagged that I have to drive and switch reservation to my name or we can't rent. She told us to call customer service and they would help us with the issue when we got back home.Returned the car a week later and no extra fees. After months of calling and leaving messages and emails to Budget customers service. no response. We have tried multiple numbers and no one answers or gets back. Then I went on Norfolk Budget Rental and saw they have a terrible rating. So please read their reviews before renting from them. My husband is still flagged. Check your car before you leave and refuse to accept if not properly cleaned. Traveling with small kids and got stuck with a 50k+ mile car, poorly cleaned and smelled of cigarette smoke. Front desk staff say their only alternative for substitution is a mini-van, not at all similar to what was rented. Very dismissive and offered no reasonable solution. Customer Service line is absolutely useless as well and send you to other locations in the area that have no inventory or would not accept this particular vehicle because "it's too old and cannot be rented again" and said it should have never been available in the first place. Again, double check what you're being offered before leaving the lot, you'll likely be stuck with it! read more

We regularly rent from budget so on a trip to Norfolk we didn't bother checking the reviews for this business. Big mistake. All the terrible reviews for this places are completely warranted. The business is understaffed so expect a long wait for your car reservation. It seems to be a smaller operation so inventory is limited as well. The car we got was fine but what really made us write this review was a charge for $125 for excessive sand. This excessive sand wasn't like we went to the beach and drug everything inside. This was just the amount of sand you'd expect if you walked on the sidewalk and then got in your car. We've received cars from budget in the past much dirtier than we returned our vehicle. The only thing we did not do is freshly detail it for them. Luckily we called customer service and after they reviewed the photos they agreed the excessive sand fee wasn't warranted and refunded it from our bill. Reading the reviews, this place routinely tacks on bogus fees to try and milk as much money out of you as possible. Save yourself a headache when in Norfolk and rent from someone else. read more

Zero stars if I could, I was traveling on government orders, first my reservation was for 430pm, no cars were available at all, the lady working was beyond rude, I called customer service which told me they would make it right when I turned it in, finally received a car a few minutes before 9pm almost 4.5 hrs late! Then they just had my rental agreement printed out at 811, with me not initiating or signing anything, and not knowing there was no toll sticker or box on it which I found out when I was trying to close out my orders, and told by them, multiple customer service agents and managers plus the toll people who said it would be 2-8 weeks to get them. Customer service manager supposedly wrote everything down and submitted it to the district manager of budget in VA. Who is have still not heard from! I travel a lot for the government and will let our travel department know do not use budget at all!!! read more

I just rented a car for a week from ORF, and I'm not sure why there are so many negative reviews. I arrived last Friday, and check-in was extremely efficient. Francine, who assisted me, was very friendly and quick. I even received a complimentary upgrade! The car was clean, and the entire process took barely 10 minutes, even with a wait behind another customer at the counter. Last year, I also rented from Budget for a long weekend, and I didn't have any issues then either. I would definitely rent with Budget again. read more

I reserved a car and paid for it. I got into ORF airport, went straight to the car rental area (before getting my bags). There was a line of people for Budget and many people sitting around waiting. It appeared to be a cluster @#$%. When I got up to the counter at 12:45 I was told they did not have any cars available and would call my name when the did. She did not have any ETA or approximate wait time. Had I not prepaid I would have went to one of the many other rental car company options that I saw customers get to counter, get their keys and go about business. I WILL NEVER PREPAY AGAIN. So I waited......and waited......and waited along with many other customer. I inquired abou picking up at a different location and was told I could but they close at 1:00. Then at 2:00 the service counter lady was now off work and our waiting list was transferred to the Avis counter. Really!!! I cant even make this up. All this nightmare and I did not even get a upgrade. When I finally received a key and wen to the lot to get a car - it was full of cars!! How can this be? Reserved a van twice from the Virginia Beach/Rosemount location. Once in June and once in July. Both times, I received a call at 7 am stating the vehicle was not available. On July 17, after receiving the phone call again, I cancelled the reservation so that I could secure a vehicle elsewhere. Only July 19, I was charged a no show fee!!!!!! How could I no show for a vehicle that wasn't even there????? I called the branch and was given a nonexistent corporate address. I've been calling customer service for over a month to no avail. Nearly every review here is consistent and also correct - Budget and Avis rentals at Norfolk airport are a nightmare. Avoid avoid avoid - I'm so mad at myself for not checking earlier. Staff covers both Avis and Budget counters, sometimes abandoning one without warning or anything indicating no service other than a small sign. Easily 50+ people waiting, many of whom have been here 2+ hours. Essentially you wait in line only to be told to have a seat and you'll be called shortly. That becomes hours, and there's no type of heads up where you are in line, what the wait may be, etc. This of course causes everyone waiting - at some point - to confusedly wander up to any counter with a person to inquire. Many try to cancel because they've been there so long. This causes more backup and delays. Staff aren't overtly rude, but they aren't remotely helpful or capable of doing anything that clears the queue or provides clarity. I don't think there is any fixing it either so I hope you are reading these reviews before you book instead of like me, reading horrified while you realize that best case scenario you have at least another hour+ ahead of you. read more

I give it a "terrible!" I'm a Budget Fast Break member, so I went right to the very long line in the parking garage. There were two attendants there. One was working with the Fast Break members. He was struggling. The dot matrix printer wasn't working. The line was long and the lady next to him want helping much. Meanwhile, the lady next to the main attendant was helping those who came with paperwork from inside. All she had to do was hand out keys. At that point I had to wonder what the point of Fast Break is. The class of car I had reserved wasn't available, so they put me in the next class up. Great! Except when I went to adjust the side view mirror (pointing directly down) it didn't work. If it was close, I would have made it work. Not close. So back to the line. The poor attendant was at his wits end at this point (not because of me). He got me another car, but didn't tell me where it was. Not wanting to overwhelm the poor guy, I just went on a walkabout to find it. It took a while. I found it. Couldn't leave fast enough. Frustrating after flying all day. I don't get a choice in the companies I get to use for business. When I travel for pleasure, though, I won't chose Budget. read more

Rental car companies are always supposed to stay open until the last flight lands and instead Budget closed and left me stranded with no car.
