This Avis location was on the third floor of the adjacent garage in Norfolk airport. The area looked little gloomy with their yellow warm lights and low ceiling under maintained garage area. They had a small agent booth available and there was drop box to return car keys. I came here to drop off the car. It was easy to follow the directions to the return area. An agent was present to direct the returning cars. Once I parked, she reminded me to leave the keys and turn off the ignition. She processed the return in few minutes and I got the final receipt in via email. I drove the car for 5 days for over 500 miles. Everything worked fine and had no issues with the car. 8/14/2026, 3:30pm - If we could give this 0 stars we would; we reserved our car here at this location via Costco Travel and was told to wait while they get a car available for us. 3 hours passed and we still were not called up, we were wondering where we were in this invisible queue as they continued to yell out people's names in a lobby full of other waiting customers. The staff was also rude when asked about it, all while more and more customers were lining up for their reservations. No explanation for this wait and overall bad communication. We will not be using this location, or Avis itself, to rent again. We ended up using Enterprise instead and they were able to get us out with a vehicle in about 20 minutes. read more

When I arrived there was no line but I noticed a lot of people standing around. I checked in at the counter around 11:30am. My rental reservation showed that I chose a car that was a crossover type in the picture - when I arrived to pick up my car they put me in a different car and kept saying "this car is in the same class of vehicles". I wasn't looking for an upgrade, just looking to rent the car in my reservation picture or one similar. In fact, the exact car was parked right next to the car they forced me to take. We originally signed up for a rental using a promotion to get a two class upgrade. The folks on the phone said the people at the counter had to do the upgrade, but getting to the counter, they said they don't do those upgrades at the counter. So despite signing up for an intermediate vehicle, we got a Chevy Trax, which rode rough, smelled horrible and had dried blood/food near the passenger visor on the roof. We returned the car the next day. Avis then charged me nearly $200 for the one day rental ($99 for the 1 day + miscellaneous fees). I have asked them to specify what these fees are multiple times but they won't do it and keep telling me the billing is correct. The daily rate should have been approx $57. Do not use this company, as their corporate folks are the ones telling me the billing is correct. read more

First and last time I rent with Avis. The car had two dents in the door and tire pressure in one tire said it was 32 while the rest were at 40. It was an EV car which supposedly was at full per agreement. It was at 12 so had to immediately go charge it. Called 1-800'number and they said go exchange at nearest location. I go to the nearest location which is a half hour away only to be told they had no cars. Then told I needed to drive another hour to go to the airport. I call the one 800 number again and I am told again to go back another hour to the airport or I can go have it towed. Then I get put into an automated system to get them to come get the car. Absolutely ridiculous for it to be that different of charges for a 1 day rental! Never again! Learn from my mistake and go elsewhere. I rented my daughter a car for nearly an entire week and it costed about that much through Enterprise. Really really disappointed! Also when they delivered the car to me, they upgraded my car. I had a very disappointing experience with the AVIS team. The clerk at the preferred pickup counter in the garage was intentionally rude, and the clerk inside the terminal was equally unfriendly. I arrived at the baggage claim counter at 6:33 a.m. for my scheduled pickup. The clerk rudely told me they were not open, then immediately turned on a vacuum and began cleaning while I stood there confused. When I explained my pickup time was 6:30, she repeated, "We are not open yet," without offering any clarification about when they would open. I assumed there might have been a system glitch allowing me to book before their opening time, but that was not the case, the employees simply did not want to assist a customer right at opening. Housekeeping was more important. Had they politely said they'd just opened and needed a few minutes, I would have gladly waited, probably would have offered to go get them coffee. Instead, they provided no information and showed clear irritation. They officially opened at 6:30 a.m., my pickup time was 6:30 a.m., and I was at the counter at 6:33 a.m. When the clerk finally decided to help me, she looked up my reservation and sent me back to the preferred counter, where I had originally gone but found no staff present. Upon returning, the clerk at the preferred counter slowly unloaded keys from her cart, ignoring me at first, then sarcastically telling me to "have a seat on the bench." I didn't need a seat; I needed a car and no attitude. When she finally decided to help, it took her 5 seconds to look at my ID and hand me the keys. WOW - All that attitude over 5 seconds! The vehicle I received, a full-size SUV, was dirty, smelled of smoke, had the check oil light on, shook at speeds over 50 mph, and had old windshield wipers that left a smudge right at eye level. This was a frustrating rental from the beginning. Despite having a confirmed reservation, there were no cars available when I arrived, and I wasn't given a vehicle until two hours after my reservation. The staff didn't seem particularly concerned and provided little in the way of updates or solutions during the wait. On top of that, I was hit with a fuel service charge even though I returned the car with a full tank, simply because I didn't have a receipt. The tank was full, so there was nothing to "service." I was recently on vacation in Tampa, Florida (May 26 - June 8th). I rented a vehicle from Avis in Newport News, Virginia for 2 weeks. The cost of the rental was $865. Unfortunately, I had an accident on May 31st, not vehicle related, that prevented me from safely operating a vehicle I contacted Avis customer to determine if I can drop the vehicle off early at Tampa International Airport. I was informed I would not be liable for the unused week, however, the fee maybe higher due initial rates quoted were based on weekly rental. I agreed, dropped the vehicle of at the Airport with the Avis attendant on June 1st. While getting out of the vehicle, I asked the attendant where was the closest wheel chair and the location for the area to call an Uber. The attendant stated the wheelchair was inside the airport and I would have a long way to go to get to the Uber pick up zone. On crutches, I got out of the vehicle. The attendant, which was now working on the vehicle that pulled in behind me, stated, I can drop you off downstairs and you can call an Uber from there. The attendant drove me to the Transportation Shuttle area near the rental car garage(in the rental car I dropped off) and dropped me off where I called an Uber to take me back where I was residing. The issue I have been having with Avis is that they are requesting a paperwork from the return of the vehicle. I never went into to the airport and do not have documentation that the vehicle was returned on June 1st. I did call them on June 2nd, and was told it would take 24 to 48 hours for the system to process the return. I ended up flying out on June 6th. Avis adjusted my rental agreement from May 26 to June 6th, resulting in a bill of $1933. I have been in contact with Avis since June 10th and continued to get the run around. I have provided them a gas receipt and a copy of the Uber receipt. They are asking for a rental return receipt and I do not have that. read more

After renting cars from Avis for over 15 years at the airport I'm overdue to weigh in. My most recent was before Thanksgiving and it was one of my better experiences. Overall it's very hit or miss. The pre & post COVID of the operation seems somewhat similar. What's different, not enough staff when busy. What has changed is availability of cars and pricing. However this is everyone. What's the same, decent counter service and receptive customer service if a problem occurs. I once had a car breakdown on the road in a rural area. They had a replacement within an hour and half. The cleanliness of cars has been mixed. Typically mileage mixed as well with newer to over 25k. Condition has been good. Avis is never my first choice, but I do not avoid them either. Just typical they are pricey. Find them on the lower level by baggage claim with great signage. 2.5 seems right, rounding up with last experience better. read more

What Avis did to me over the past two days wasn't just bad service -- it was dishonest, careless, and emotionally devastating. I am a disabled veteran, and because of their incompetence, lies, and refusal to do the right thing, I missed the funeral of one of my closest friends. Here's exactly what happened: I made a reservation for October 1st at 2:00 PM at the airport location. Before I even arrived, Avis had already charged my card for the full amount of the reservation . So when I got there, I was completely blindsided when they suddenly told me I needed to present a credit card to get the car. The only reason I was blindsided is because they had already taken my money -- they were happy to charge me first, but had no problem giving me it back especially after the full amount was already charged and enough on the card for a deposit. Then, the staff told me they can't help and to call the reservation line where they told me another location had another car waiting for me and that they would change my reservation for me . I did not cancel anything -- they changed it themselves and promised I'd be taken care of. Trusting them, I spent money on Uber rides to get to the second location. When I arrived, I found out it was a blatant lie -- there was no car waiting for me, they were actually completely out of cars and this is not even 20 min after getting off the phone with the reservation line. And no one cared. Instead of helping or taking responsibility, they shrugged it off and told me to come back the next morning with my debit card with 300 dollars deposit , assuring me that if I showed up at 8:00 AM, when the store is supposed to open, my car would be ready and waiting. So, I did exactly what they told me. I showed up at 8:00 AM sharp the next morning, expecting my confirmed reservation to finally be honored. But when I got there, the location wasn't even open yet. I had to stand outside and wait for someone to finally show up. When they did, I was told -- yet again -- that there were no cars available, the only option they gave me was wait until someone drops off a car. I waited, still holding onto hope that someone would make this right. After all that waiting and a vehicle finally showed, during check out and running my card AGAIN for a reservation they finally told me I couldn't rent a car at all because I didn't pass a credit check -- a credit check that was never mentioned to me at any point during this entire ordeal. I brought everything that I was told required. By that point, Avis was holding hundreds of dollars of my money, and when I asked for my funds back so I could try to book a last-minute flight or another rental elsewhere, they flat-out refused. I was told I'd have to wait 5-7 business days to get MY OWN MONEY back. I didn't have enough left in my account to make a third reservation or buy a plane ticket. I was stranded. Because of their lies, lack of communication, refusal to return my money, and total mismanagement, I missed my best friend's funeral. That is something I will never get back. Two full days wasted. Hundreds of dollars tied up. Multiple Uber trips paid out of pocket. Hours spent waiting, being misled, and emotionally crushed. If I book with my preferred number I still have to call to customer service to get it linked. If I don't it doesn't show up in the app and I'm unable to use the preferred booth. Even more surprising is if it's not linked even though they can see you in the system at the counter, they can't link you. So after waiting two hours to get a car, I still have to call customer service to get the rental linked so I can get my points. What is the point of being a preferred member and using Avis? There were folks already waiting over 3 hours, and I waited over an hour and a half which crossed into the next day by the time I got a car. When I got my car, no confirmation of rates or the like hit I looked at the paperwork - they were charging me over double the confirmed reservation! The agent said there was nothing they could do, it was the rate and to call the 800 number. I did the next morning and a "case ID" has been assigned, but no resolution by the time the car was returned. The rep that time told me it was a higher rate because the car was picked up a day after the reserved pickup date; remember, though, this was their delay in assigning a car! My wife and I were taking a vacation to the Outer Banks. The nearest airport is in Norfolk, VA. We needed a car to get to our destination, and picked Avis as I thought they were a top-of-the-line company. At least they have been around forever. Boy was I wrong. We arrived on time to pick up our car. The agent apologized and said they were backlogged trying to clean cars for all the customers that day. As Saturday is one of the busy days for rental homes to change hands at the beach, this sounded reasonable, and there were several parties waiting for cars at that point. After waiting for about 45 minutes and seeing other waiting people get called to the rental desk, I politely asked the agent if he had any idea when we might get a car. He said he thought it would be about another 20 minutes, reiterated the problem with cleaning cars quickly enough to keep up and said that we would get a car even if it was more vehicle than we had reserved. Finally we were called to the desk and handed keys to a Toyota Corolla, the class of vehicle we had signed up for. When we got out to the lot, we saw many vehicles of various kinds that seemed ready to go. Why were we made to wait 90 minutes past our reservation time when there were so many vehicles? In my experience, most companies would try to get you on your way quickly even if it meant a free upgrade. As we drove the car, we discovered that: - The gas gauge was stuck on full. So how were we to know we wouldn't run out? Maybe the previous renter had thought, "Great it looks full so we won't buy any gas." - The car had not been cleaned. Apparently the agent was lying through his teeth. - There was no fluid in the windshield washer. - There was a noise and vibration around 35 mph. This car was in need of attention. - I called Avis before we were to return and expressed my concern that we might run out of gas, as we had no way to know how much was in the tank. I was on hold for an hour while the agent tried to find some way to get me some help. I believe she tried her best to do that, but to no avail. The Outer Banks is a hugely popular summer vacation destination, and I'm sure Avis rents many vehicles to vacationers there. Nevertheless, they apparently had no relationship with anyone in that part of the world who could help. Eventually, I tried filling up the tank by squeezing the handle on the gas pump lightly so that it would not shut off. If I tried to set the pump to go off by itself when full, it would click off immediately. I spilled a bit of gas that way, but at least I knew the tank was full. This was easily the worst car rental experience I have ever had, both in terms of customer service and in terms of the condition of the vehicle I was given. No more Avis for me! read more
