If this were in NYC, I'd rate this a two. But given that it's in a city with few options for dim…read moresum / Hawaiian (or whatever this is labeled), Cloud Nine is... fine. The restaurant also serves French cuisine, and although the strange melange of cuisines is jarring at first -- it actually makes a certain amount of sense on the table. The "new style sashimi" wasn't so unlike the beef tartare. The scallops would feel equally at home in Hong Kong or Paris.
Drinks were ok, wine pours on the generous side. Our food (which ranged from the above-mentioned scallops, beef tartare, and sashimi to steak frites, crispy duck buns, and Vietnamese king crab rolls) was ok: attractively plated, but dumbed down / bland / gringo / inauthentic to our palates. Service was slightly better than ok. Being the barbaric Americans we are, we asked for ketchup for fries. They had none, but our wait person brought out some bearnaise sauce, which was a nice gesture.
