We have filed a formal complaint to have B wise Contractors 2012 Ltd and Rick Lacasse and Peter Urkow (which may also be known as Bwise Contractors 2012 Ltd., which may also be known as B Wise Contractors, which may also be known as BWise Contractors) formally investigated for what we allege is breach of contract and unethical business practices related to prepayment licensing.
We feel that Bwise avoided written forms of communication as a way of using verbal communication to their advantage and the consumer's disadvantage. When we had felt the content of a verbal conversation may have been in breach of our contract terms on the part of Bwise, we requested the related information in writing. However, those requests were not responded to. We feel that our contract had been constructed based on percentages for pre-payment to leave us, the consumer, at a disadvantage. We feel that Bwise abused their prepayment license, in combination with percentages to deceive and mislead the homeowners about when the prepayment goods and services would be delivered.
We feel that Bwise did not allow for adequate time for us, the consumer, to consult independently and with Bwise to understand and prepare for any of the additional financial demands that Bwise was trying to impose as a post signing contract term. We feel that when Bwise began dividing communication between both homeowners and then asking each homeowner to impose new contract terms to the other homeowner it was not only unprofessional, but unethical as well.
Due to Bwise' abandoning our job site when and how they had, we are currently in a state of homelessness. Our home was left unsecure, unsupervised and without utilities. Further to that, Bwise had left open access points on all existing house walls for rodents and weather elements to compromise. Bwise had also neglected to remove the rotten wood around the entire bottom perimeter of the house, which we had been advised repeatedly would be replaced with new lumber pre and post contract. The rotten wood was one of the key elements in electing to agree to the house lift, as we were advised would be the only process that would allow access and replacement of the rotten wood.
We feel that Bwise used their knowledge about our pre-approval through their lender to assess if we had access to additional loan funds for the purpose of imposing unsubstantiated payment increases. We feel that Bwise delayed our project intentionally in September 2020 and October 2020 with the intent of abandoning our project with a certain profit margin acquired from prepayment. We feel that Bwise attempted to pressure us into deceiving one of the lenders in September 2020 and October 2020 to access the completion loan amount (at approximately 30% project completion).
We had also observed damaged property and large amounts of construction refuse left on the property directly after Bwise vacated our property. We will be working with the required entities about these matters as well.
Renovation project details: Convert bungalow with crawl space to raised bungalow with full basement and add small 3-season mudroom addition. Contract amount $126,257.25 (includes GST) ***Bwise had requested and received advances to the amount of $86,015.81 (approximately 64% of the contract maximum) and abandoned our job site (at approximately 30% completion).
Bwise advised that all of the required permits were pulled; we talked to the city and found out that to be inaccurate.
We requested the prepayment funds related to the undelivered goods and services to be returned; Bwise did not oblige.

Basement level: Approximately 50% new insulation missing, no vapor barrier, incomplete water line prep, incomplete sewer line prep, no roughed plumbing for bathroom or laundry room, no poured post pads, no concrete slab (basement floor), uninstalled windows, no updated duct work from furnace, no stairs between upper level and lower level, no reconnected utilities, none of the appliances were returned to the basement and connected. read more
