Worst experience I've ever had with a car rental company!!! Booked a BMW 3 series (or similar) for 11 days through Orbitz.com along with my plane ticket. After a 16+ hr trip I went to the Avis desk to pick up my car, I showed them the reservation and was informed that they didn't have any BMW 3 series or Audi available until the end of December so they were looking at comparables, there were no other ppl at the desk so I told myself easy-peasy! I was then asked for my passport and TWO credit cards. I was extremely surprised that they needed 2 CC's, this was the 3rd time I had booked a car in Madrid the past 3 months and I had never had to provide 2 credit cards, usually one is enough for the fee they need to authorize the funds since everything was prepaid. If you are like me and like to travel light, you won't bring all your cc's with you, after all who wants to have to replace 5 credit cards, redo all the Autopay etc in case your wallet gets stolen. This was a bit unsettling because usually when I travel I only carry 1 cc, 1 debit card as backup and cash. I think you get the picture from here, 1 cc worked, 1 was declined and the debit card also declined because I hadn't called the bank to informed them of my travels, main cc was good but they still needed another one for an additional $10 they had to authorize. No big deal I said, I'll just pay cash! NOPE!!! had to be a cc the rep said. At this point I start scrambling through my wallet, looking and praying that maybe somehow I brought another one with me. I texted my husband to send me a picture of one of the CC's I had left at home but the representative told me that, that was ILLEGAL in Spain. I told him that our business takes CC over the phone/fax/web every day and get processed through Merchant Center but he insisted that there is no such thing allowed in Spain, he suggested that I call the bank (the time in the US was 2 am) which I laughed at but did it anyway, left a vm but you know that wasn't going to help me then and there. So I start panicking, I'm tired and hungry and I just want to get my car and get to my destination so I can get some rest. I asked again why they had to have 2 CC's and was told that because of the value of the car I booked, I had to have 2. I asked if they had a lower value car that didn't require 2 CC's and the rep Javier said there was nothing available w/ automatic transmission. At this point he informed me that he had to take on the next customer, I looked back and there was already a line behind me, I checked the time and we'd been there for over an hour. Complete nightmare! He then proceeded with the next person in line (couple that I later found out was on the same flight as me, keep trading it gets interesting) After confirming with my husband that the 2nd cc was good to go, I signaled Javier that both CC should be good to go now but of course I had to wait for my turn again since it was someone else's turn now. Had to wait quite a bit, when all approved and FINALLY done, I went to the parking lot to await my car when I notice the couple that took my place in line (while I was going through my CC fiasco) was also there. After 10-15 of waiting, it was pretty obvious that we were all tired and unhappy with how long we've had to wait so we started to make smalltalk. I asked if they also had to have 2 credit cards authorized in order to get their rental and to my surprise they said NO!!! Whattttt??!!??! Now I'm extremely confused! The woman suggested that it may been due to my age? I said I was 34 and then she said she thought I looked younger but since she was 35, age wasn't it. We chatted for a while and finally their car showed up: an Audi sedan. Wait what? Didn't the rep tell me THERE WERE NO BMW or AUDI available until the end of December? I asked if that had automatic transmission and it did! As a matter of fact there was another Audi sitting in the parking lot that was also automatic but was informed it was not available - see pic I am stating to feel like I've been fooled and lied to and that angers me. How can a company tell me there are no BMW's or Audi's for a whole month but have no problem taking my money when I book and furthermore have an Audi available for the couple behind me and another one in the parking lot? Am I being discriminated against? The couple was on the same Dallas flight as me, close age 35 vs 34, rented similar cars .... yet I have to show I'm worth the value of the car I'm renting by providing 2 credit cards and they just received an Audi with only 1 cc authorization. Oh did I mention that they gave me a Volkswagen Passat and tried to convince me it's the same value as a BMW? I am not a car snob but Everyone knows the VW is the cheaper brother of BMW, same engine but just not quite the same. Did I just witness discrimination against me? US citizens get the Audi but US Permanent Residents get the Volkswagen? Am I the "cheaper brother"?

That means a high Euro deductible and no real personal theft coverage. A GPS and putting Gayle on as the second driver were also extra. I declined all the extras, although in hindsight I would have changed my mind on the GPS. Also extra (of course) was gasoline and various Toll Roads/Tunnels that popped up here and there during our journeys. Europcar rented us a VW Golf, which had plenty of personal and luggage room, had good pep and acceleration, scored good gas mileage, and made driving a stick enjoyable again. The only time I was concerned about traffic was in the commercial areas of Andorra, although Gayle was sure that I was going to drive the car off the road in on narrow section above Pal in the Mountains. Our biggest complaint over the entire trip was that the CD Player didn't work. We brought music to pass the time (including our favourite - The Crazy Heart Soundtrack). Short of that, we occasionally listened to trashy Euro-Pop, got on each others nerves more when trying to navigate, but otherwise enjoyed each others company and conversation. We picked up the car at Atocha Station in Madrid. The Rental Desk is upstairs and it took awhile to figure out how to find where the car was on the level below and farther back. The folks here were cordial, but not particularly helpful in getting us on our way. Yet once we got in and the guy moved the vehicle that was blocking us, we were pleasantly surprised to discover how easy it was to get out of Town. I also appreciated the thorough pre-inspection they did, which identified every scratch and dent on this car. I figured from the description, that anything short of significant fender bender would go unnoticed when we returned the car. Luckily, we returned the car in better shape than we found it.

We ended up paying twice as much and got a car that had 100 liters less cargo space than the one I reserved! And the car itself was atrocious. The list of dings and scratches had 46 items on it. 46!!! There was no way to verify all of them without delaying our trip for an hour. The result was that we got charged for damage that was almost certainly already there--a ding that caused a small piece to break off when all we did was close the tailgate! Ridiculous! The whole experience felt like Rent-a-Wreck. Never again will I deal with this company. NEVER.

Afterwards I was notified by a Hertz email that I could pay the ticket online for a reduced fee, but only within 72 hours after being notified. I tried to pay the fine online twice but was blocked both times. I called Hertz. It gave me a Hertz email address to contact to address the problem. I emailed it twice, but the emails were bounced as undeliverable. I told Hertz, but it could not explain why the address didn't work, even though it was a Hertz address. After several emails to Hertz customer service, to which I attached all the relevant documentation, e.g., the ticket, the car rental receipt, screenshots of the blocking of my payment, Hertz told me to email the same address again that I already knew and could prove did not work, without explaining why or what purpose that would serve. The 72 hours expired and I still have not paid the ticket because I have not been able to get around this technical problem, which by all indications is Hertz's responsibility. I was just informed by email that the ticket would be forwarded to an unknown "agency sanction issuer", presumably in Spain, that would then send me a notice to pay the fine, presumably (this is not clear yet) at the higher rate, which would require me to pay approximately 40 additional Euros. So, it looks like I will be mulcted for gratuitous money I should not have to pay, the illegitimacy of which I will most likely, in reality, be unable to resist unless I want a black mark on my driving record that shouldn't be there, or unless I can figure out with massively more expenditure of time and effort what legal procedure, if any, may exist to vindicate my right to pay at the promised lesser rate - and then go through that procedure (How many more emails? How many more fees for miscellaneous items and filings? How many more procedural irregularities and idiosyncrasies?). Even if it turns out that I only have to pay the fine at the lesser rate (this is highly unlikely), this review is still not premature: my time and energy has already been dearly wasted simply trying to communicate with someone who could handle the most basic troubleshooting. It is beyond inexplicable how and why Hertz could not figure this out, and how and why it would continue to give me a dysfunctional email address, after being informed that the address doesn't work, without a viable alternative. These are the little experiences of corporate and administrative tyranny that accumulate piecemeal and eventually, in conjunction with other larger injustices, result in the kind of society-wide rage that is destabilizing the whole world.

At the counter, I was given a different agreement with about 40% higher fees than what I pre-paid. It included all kinds of apparently made-up fees (airport, service, etc.) Things got even worst when I returned the car, full-tank and 1/2 hr early. I was asked to leave it and get my receipt via email, which is common returning a car in the US, so that's what I did. My receipt never came, but my credit card was charged an additional $120. Budget/US who I called informed me the charge was for returning the car 1hr late with not full tank. I then got an email from Budget/Madrid, asking for a gas-station receipt and for my Boarding Pass - guess what: I had kept both, and send copies. 2 months later, no response/refund from Madrid. To be fair to Budget/US, they finally stepped in and refunded the charges. Bottom line: stay away from this dishonest outfit in Madrid, and keep your gas receipts and Boarding Passes.
