Health hazard. Mold and severely corroded air unit; 27 years old. Property refuses to test for mold. Told that the corrosion is "dust." And that every unit they have at the entire place is in the same (deplorable) condition. Was told that they refuse to replace the hazardous air intake and would rather we terminate our lease and move out. They clearly could care less. Their only hope is no other tenant looks inside their air intake in their apartments. Property manager spent her time trying to downplay the health hazard and kept repeating that we can simply terminate our lease. Shameful. She should be embarrassed to admit that all the units have the same corroded 27 year old decomposing mold filled circulating air. Yet that was the excuse we were provided... "each unit has the same condition." She also is the only person I have encountered that can do a professional scientific mold test by not using a mold-testing kit, but merely glancing at it with a naked eye. How can you sleep at night? Truly. We have been in the unit for one week and I already have breathing problems. Do you really think that refunding a 'move-in fee' and us having to pay thousands to move again is a fair solution to a health-hazard that you refuse to address properly?

IF YOU LOVE ROACHES YOU WILL LOVE THIS PLACE. I've been a resident here since the end of March, and from day 1 I've been seeing roaches in my apartment. I waited over 4 months to write this review because I was being very patient with their pest control process. Unfortunately that patience hasn't gotten me anywhere. I've seen them in my bathroom, kitchen, laundry room, living room, and even my bedroom. I've seen the big kind, the baby roaches, I've seen them in all colors and sizes in my apartment. Some have gotten in my closet and in my clothes. There have been roaches climbing up and down my walls and it doesn't matter the time of the day. I've seen them in my bathtub, and even in my washing machine, on my ceiling!!!! One time I killed a roach in my kitchen, I was feeling disgusting after so like any sane person I went to go wash my hands. After washing my hands I reached for a paper towel and then flew another roach into my sink right after. Unbelievable! They continuously will send pest control to come to your apartment every 2 weeks but whatever they are doing to attempt to resolve the issue. The staff is very nice and will apologize all day long to you but they don't do anything to fix the issue. I've tried to get out of my lease multiple times but they say I would have to pay 2x my rent to leave early because they don't deem the roaches to be a big enough problem to get an early termination of your lease. If I would've known this place had so many roaches I would've never moved in so please take my advice and run far away from this place if you are thinking about moving in. It's literally disgusting and they don't care. They are clearly money hungry and refuse to do the right thing. I've seen a previous review saying they've charged a former resident $850 for pest control fees yet they've never even seen a roach in their apartment. That has me very concerned because I've seen soooo many roaches and they 100% know they are here so don't let them lie to you. I've seen another review from 4 days ago from someone who complained about seeing a huge roach in his shirt. The "owner" will reply and fake sympathize and apologize, then immediately go into defense mode. They said "Unfortunately, you did not bring these concerns to our attention while you resided with us." I find that response laughable because they haven't fixed my roach issue in over 4 months so it wouldn't have mattered if the resident reported the issue or not. And they act like they care but if they truly cared they wouldn't let people move into this place knowing about their HUGE cockroach issue, or they would simply let me leave without trying to overcharge me. This company might as well transition into a law firm the way they are constantly trying to defend themselves in the replies from the reviews (which I presume are all lies.) They will lie to you in your face and act surprised about cockroach issues when they know about them. A member of the Weinstein Property staff even personally told me about half of the complex is dealing with this! That same employee even told me management knew about roach issue prior to me moving in, but the employee didn't want to say too much because of the "Fair Housing Act." So if you decide to move into this apartment after reading this review just know you are choosing to live with roaches, please don't let them lie to you! I've had other huge issues like mold, no A/C or hot water when I first moved in, multiple leaks, and various other issues in my apartment as well so please don't think it's just roaches you have to worry about. The maintenance team is friendly, but personally I feel like they are in my apartment way too much because there seems to ALWAYS be a problem. Also there is no communication between the maintenance team because often they arrive to my apartment without even knowing what they are there to fix!

I just moved in and so far I love it here! Very friendly staff, quick maintenance Luxury looking apartment, nice new looking appliances Not crazy about the lockers for packages being outside and my daughters room is a little warm compared to the rest of the place, but I think some blackout curtains will help.

If I found a spot that sounded good, I checked apartmentratings.com, and often, I discovered cockroaches, paper thin walls, parking lot parties, safety issues, and a plethora of other horrors, hiding behind possible homes. At one point, I finally ended up sorting by ratings in apartmentratings.com, and that's how I found Three Willows. Last I checked, they still had a 100% rating, which I admit, made me a little suspicious. But I have to say that it has been pretty good. The complex is quiet at night, and I can hear my neighbors if they go up and down the stairs next to me, or when they close their front doors, oh, and I can hear TV coming through the wall a bit in the living room, but mostly, I don't know a darn thing about what's going on next door, and I trust the same is true for them. My home feels very peaceful and quiet. There have been maintenance issues here and there, but they are quickly dealt with--successfully! One of the apartment managers lives in the complex, and she takes no sass. Things run pretty darn well around there. I've had one spider cricket (or whatever they're called), and there have been a few other bugs. Mostly, I find them dead. When I first moved in, I bombed the place with Raid foggers. I don't do well with spiders. I've found a few here and there, but only one has been alive! And he didn't last long. Neighbors seem real nice, and there are cats in windows and dogs on leashes. It's a good place. I'm pretty happy here.

Once you move in you tend to stay until you buy your first house is what we were told and we can see why. Our townhouse is spacious with tons of cabinet and closet space. Who doesn't love storage space? If there's a problem, which rarely happens it gets fixed immediately by the maintenance workers. The management stays on top of everything and makes sure that you're satisfied. The development is very pet friendly and family oriented. We get a monthly newsletter and notices on our door about the occasional goings on in the development. In the past there has been a garage sale and lately there was free pizza courtesy of Comcast. For the most part the development is very peaceful. You can hear the occasional front door closing next door or the television on, but for the most part you don't hear your neighbors. You forget that you aren't living in a single family home sometimes.

Management has changed hands many times since I've lived here. Overall maintenance is pretty good. I had one incident where 6 men came for a minor leak by the sliding door, which was weird and unnecessary. They (all 6) couldn't figure out what was happening, but it turned out to be really high humidity in the apartment, which a good dehumidifier fixed. There's been a few times where kids have run around banging on doors in the middle of the night, and once where they tried to open my door. It creeped me out, especially since I was playing music so they knew I was home and intentionally tried to open the door slowly so as to sneak up on me. I really don't want to know what they were thinking, but because of this I got a ring, and I haven't had issues since. Other than these incidents, security is generally good. You have to have a fob to get in the building, and most people don't leave the door open so it stays pretty secure. I wish they had cameras in the buildings, and had better package handing. I've had a solid dozen packages stolen over a couple years because they don't monitor the package room at all. Overall, 4/5. Pretty safe, new apartments. Really expensive. Apartments are tinyyy. They have a pool now, as well as a gym.

Imagine our surprise when, after our lease was up, they CHARGED US over $100 for "carpet cleaning". The invoice said "high traffic area" cleaning. HIGH TRAFFIC? We literally never stayed in this apartment. Our water bill for the ENTIRE 6 months was $15! This apartment will add bogus charges on top of bogus charges. Stay away unless you want to throw away money.

Beware. The…read moreapartments looked nice when we moved in. The location is perfect. Now for the ugly. Many of Legends problems ( year after year) stem from improper water drainage. The flooding and standing water causes dangerous, health threatening mold on the walls and ceilings. The standing and flooding water caused constant insect problems year after year. On the good side the centipedes multiplied in abundance and would feast many of the other insects. Do not kill the centipedes. They are your best defense. One dog almost had to have it's leg amputated due to being bit by a brown recluse spider. Ledgens would bring in new managers occasionally always claiming things would be different with the new manager. They never were. We took pictures of the apartment when we left showing only reasonable wear on the apartment. The pictures show throughout the apartment and any damage to the carpet was due to mold and improper water drainage. This was due to Legend's constant irresponsibly and not caused by us.  Yet without proof, and a full month after we left Legends we were hit with a bill out of the clear blue sky for damage to the carpet. Caution. Legends send us this bill using the same bill pay service that they set up for us paying rent.  (Read the fine print.) This means if we do not pay the padded bill covering up their mismanagement, our absolutely perfect credit in every area including Legend's will be hurt.  The demo apartment they showed us was not the one we received. To have the same ceiling fans, the stove back drop and color paint as the show demo apartments was $700 + extra. Legend's kept this money and did not reimburse us for the cost for the upgrades or give us credit. I give Ledgens a 0 rating. There is more. A lot more. The first nice look of the apartments is only thin veneer covering many ugly problems. Buyer beware applies to Legend's.

Eighteen of those years were spent in Building 4, on the second floor, overlooking the swimming pool, and three in Building 8, on the first floor. We are happy to be in our house. But we thoroughly enjoyed the apartments, the amenities and the staff. The office staff was always friendly. The maintenance staff was always professional and responsive when we had a problem -- and those were few. We initially chose Building 4 because of its proximity to the pool. We loved hearing the water burbling in the conversation pool year round, and the children playing there in the winter. During COVID, the pool kept me sane while I was working from home for more than two years. No, I wasn't in the pool. But having it in view and within hearing when I could have the windows open lightened an otherwise dark time. The move to Building 8 took us to a different experience altogether. That building, in a far corner of the complex, is so quiet that it feels like a different neighborhood. We're glad we found this complex back in 2004. We'll have pleasant memories of the office staff, maintenance staff and neighbors for years to come. Thank you!

The location is convenient to Short Pump, West Broad Street, and I-64, but the surround trees help it to feel secluded and not directly off a busy road. It is a safe area, though of course crime can happen anywhere. Neighborhood Amenities: The neighborhood is well maintained and attractive, and features and large pool, tennis courts, a clubhouse/leasing office, and a small fitness center. I love the pool and surrounding deck. During the summer I sat there almost every day after work to read a book since the apartments don't have patios. There are plenty of sun chairs and a few tables with umbrellas to sit, relax, and enjoy nice weather. Two guests are allowed per lease holder. The tennis courts look a bit run down, but rarely a week goes by that I don't see someone taking advantage of them. Similarly, the fitness room is small, just a few machines and some weights, but functional. It's cleaned often, but the enclosed space can still get a bit smelly. The clubhouse accepts package delivery and has a locked storage room so that you don't have to worry about parcels being left outside your door (although some delivery companies still do this anyway). You receive an automated email when something arrives for you, and a follow up reminder every three days until you pick it up. Paper mail is delivered to locked mailboxes next to the clubhouse. Staff & Maintenance: The staff in the leasing office is courteous and professional. They answer emails promptly during business hours, and will work with you if you have questions or concerns. Every few months they throw a community event such as a free pizza party. But of course, always be sure to read all the fine print when it comes to your lease and billing. On move in day I was given an apartment inventory sheet which the leasing agent instructed me to sign to indicate that I had received it. When I pointed out that the document actually stated that a signature would indicate I had checked the apartment and saw no damage or needed repairs, she was genuinely confused, and I'm sure her training had explained otherwise. Trust the staff, not the national corporation. The maintenance staff, Mike and Chris, are awesome. They are very friendly and always smile and wave if they are passing. I've had very few, and all minor, issues that have needed maintenance in two years. Heat, AC, water, and appliances all have worked from day one. Despite living on the first floor, which is most prone outside critters making their way inside, I've had zero issues with bugs, maybe one lone, lost silverfish or spider every few months . All of the apartments are sprayed for pests on a regular basis, and you can request it more often if needed. When I moved in and noticed a few things not in order, like a faucet not fully attached and a stubborn toilet, everything was fixed immediately. Similarly, every time since then I've submitted a request online they respond and fix the issue within 24 hours. Apartments: Overall I really liked my little apartment and was able to make it my own. Despite the apartments buildings being older renovations and regular maintenance keep things up to date and in working order. My unit was renovated immediately before I moved in. There was some paint spatter on the carpet and general wear and tear on the cabinets and walls, but everything was fine. The carpet, however, I doubt was actually new. I vacuum about twice a week and do not wear shoes indoors or own pets, and I still get a significant amount of grit and dust out of it every single time. The new bath and shower liner also wasn't fitted properly, so water gets in the seams and can mold if you don't clean it often. The apartments are mid-sized for Richmond. My one bedroom is around 650 square feet, and the two bedroom apartments are identical layouts but with two bedrooms, so only slightly larger. I had plenty of space for my belongings and decor. Like any apartment, the walls are thin, but nothing excessive in terms of neighbor noise. Pricing: This is my largest gripe and main reason for moving. Again, blame the national company, not the workers at the complex. The price you are quoted is without mandatory add-ons (cable whether you want it or not, water, trash, pests) and fees and before other utilities, and it will climb astronomically every time your lease is up for renewal, whether that's in 12 months or 1. I was even told the price hike for renewal was a "first offer," so it's up to you to negotiate. Upon move in my base rent was $750/mo, but closer to $850 after their utilities and fees, not including Internet or electricity. After one year it was raised almost $200/mo, and even after negotiating the total came out to just under $1000. They wanted to do a similar rise after the second year, which simply wasn't sustainable for me, so I found another apartment closer to the city for much less.

Now I owe 150 dollars that if I don't pay will get added to my credit. So glad I'm only loosing 150 instead of living here and being totally unsatisfied. I saw reviews about how people had to move in and still clean because the apartment was filthy. Money hungry but won't invest in the property. Keep the Oh, you can call us because I did and it got me nowhere, so thanks for nothing but stealing 150. Mad I have to leave this star just to post this.

OVERALL: I enjoy living at Legacy and don't have any major complaints that would cause me to leave…read moreat this time. APARTMENT: I really like the layout of my apartment and it's fairly spacious for a one-bedroom. Overall my apartment was very clean when moving in, but I was told that my carpets were cleaned and wound up cleaning them myself when I moved in (if they cleaned them after the previous tenant, they didn't do so again after showing the apartment). There were no major issues upon moving in, but some noticeable signs of wear and tear that I made sure to note on the condition form I returned to the office. I toured a couple of available spaces and noticed the layout can vary a bit from apartment to apartment. FACILITIES/AMENITIES: The grounds are maintained well at Legacy. I like the landscaping they do, but there are some areas where stormwater runoff is apparent, and I wish that they would plant some rain gardens or select some plants that would help combat this issue around the complex. There are two pools that look very nice as well as a tennis court that is lit at nighttime. The gym is a bit small, but has basic cardio equipment, one weight machine, and some dumbbells. PARKING: One of the biggest downfalls of this apartment complex. It can be VERY difficult to find parking. Each apartment comes with one reserved parking space. Obviously many apartments have multiple tenants with cars, which means they rely on visitor spaces throughout the complex making it nearly impossible for actual guests to find parking. It's made it very frustrating at times to try and have guests come over in the evenings. MAINTENANCE: I've read various reviews that say they experienced terrible issues while living at Legacy, but that hasn't been the case in my experience. My biggest problem to date was a leak from my upstairs' neighbors pipes that soaked my carpet. Maintenance took care of the issue quickly while I was at work. They dried the carpet with fans (although it was frustrating that I had to leave them running racking up my own electric bill) and then cut out and replaced the padding beneath the carpet to prevent any mold from growing. All of my requests have been dealt with within 1-2 business days and are handled while I'm at work so I have had little interaction with the maintenance workers themselves. STAFF: Overall the staff is friendly and have been helpful, although one or two people that work in the office don't seem as friendly as the rest of the crew. I was looking to move to the area from out-of-state on short notice and it was such a relief that they were willing to work with me to find an apartment I could move to with less than a week's notice. LOCATION: This is a great area. Since it's right off of 64, you're a short drive to downtown or Short Pump, the highway is easily accessible, and there are numerous stores within a few miles on Parham or Broad St. Easy to get to Walmart, Target, Lowes, grocery stores, Costco, banks, etc. SAFETY: Overall Legacy is quiet and safe with many families with young children. There are people that drive too fast through the parking lots and I've heard of people stealing things left in unlocked cars, so as long as you lock your car, you'll be fine. COST: I feel as if the price I currently pay for rent is fair, especially after touring numerous apartments when moving to Richmond and learning what the cost is like in this area relative to quality/space.

And also to charge a monthly fee of $31 per their website to dispose of garbage and the compactor is overwhelmed due to the amount of trash which leaves the residents no other choice but to pile up mounds of trash outside of the receptacle until someone comes to clean it all up, unsightly and unsanitary! And this is the second time I've seen this (the initial time was after the holidays which was understandable but not acceptable). And yep management is aware because this particular compactor sits right across from the welcome center!!! I am offended and I don't even live here so I can imagine what the residents feel!!!
