The no exchanges and refunds is stated upon purchase and there's signs in the store- keep in mind this is a small business, not a corporation or franchise like forever 21, Macy's, or another store that has a different type of insurance and therefore different type of return policy. The owner himself doesn't manufacture the shoes or the clothes, he buys wholesale just like everyone else. He's not responsible for the shoes falling apart. I would recommend reaching out to the manufacture who could possibly replace them for you or at minimum offer to repair them free of charge. JC Penney had lots of items for toddlers and infants. I purchased a Minnie Mouse stuffed toy and a really nice outfit, for the gift. I also purchased the pajamas for my grandkids.
