They were plenty full on the first two floors, but I saw there were floors above that were empty (the women's restroom was on the 3rd floor). The service was good, though our server had more limited English than other places I've been. They had Wi-Fi too. The food was good, not perfect (see my photos for details). Come here if you're in the area (it's about a 30-minute walk from the Grand Bazaar), but maybe don't go completely out of your way.
