He said he was at a football game with one of his coworkers. I said to him if you don't want to do the work just tell me. He said. I'll give you an estimate. I said. If I accept your estimate would you do the work? He repeated I'll give you an estimate. I thought this was unprofessional for one to not receive an estimate in two weeks after he said he would email one. Then he wouldn't commit to the work.
