I love mostly everything on the menu. The ambiance is pretty normal bar area; small, but has machines. On the other side is kid friendly, more of the restaurant side. Honestly; not the best looking, but the looks have nothing to do with the amazing food! Service is pretty good; depends on what time of day and who. But on the other side they do karaoke too! This is a spot that I've been coming to for a very, very long time. My go to dishes are always the same. I order the hot pot bun bo hue, salt and pepper squid, fish sauce wings, bo tai chanh and the bo luc lac sometimes. Service is always just alright, but food always made up for it. Was in last week and the portion size has decreased significantly. They used smaller wings and smaller squid pieces. The beef in the luc lac were tiny and not much at all. What really irritated me was that he told us he didn't have enough plates for us when we asked when the food came out. We had a party of 12 and there was absolutely nobody in the restaurant area beside us. He said they only have 5 or 6 plates and that's all he gave us. I'm still in shock just thinking about that convo. I used to go 4-5 times a year but I'm not sure if I will go back anymore. read more

All we could think of is "pho".  Small parking lot with dim light -- saw broken glass on the ground Restaurant is connected to a small casino next door. Basically, waiting for someone to show up the whole time.  Menu on the TV screen. I am guessing the dish in the Red font is their specialty. i came here with a group of friends for dinner and drinks. this place is super spacious and has a casual lounge vibe to it. i heard they have karaoke as well, and i would definitely like the participate if i ever come back! i ordered the #3 which was a rice dish. the meat was tender and super juicy. the egg was fried to perfection and the pickled vegetables balanced out the flavors super well. i also tried my boyfriend's vermicelli noodles and it was a big hearty bowl of deliciousness. the drinks are "dangerous" if you know what i mean the service was super fast. our waiter was super kind and attentive. i really enjoyed my time here and cannot recommend this place enough! read more

What a hidden gem of delicious Vietnamese food! Came here after a delayed flight at 9pm and this is the first spot we hit up during our trip in Portland. It was nice and quiet on a Thursday night. The place is nothing fancy but it's clean. Tried the Diced Beef Stir-fried in Wine Sauce with Onion and Vegetables and the Deep-fried Chicken Wings with Fish Sauce, Garlic, and Chilies. After a long snowy adventure, decided to meet some friends here for a late dinner. I'm from California and continue to reside there so my opinion is going to be different than most residents in Portland. The food wasn't bad and I liked that it's open late. There is a bar area then you walk to the back where it's all tables. Apparently you can karaoke there too. For the food... Salt and pepper squid: 3/5 crispy, but could use more flavoring . Bun bo hue: 3/5 flavor is ok and satisfies your craving Wings: 4/5: the best thing there possibly because it's really flavorful Fried rice: 2/5 it was ok. Shaking beef: 3/5 portion was kinda small, but flavor wasn't too bad. Overall staff is nice and I give them respect for working hard. Definitely a go-to place if you got the munchies. read more

Utopia is always a good idea to continue a night out as they are one of the few that stay open late after bars have closed. I have even been on a week day for dinner and it was still a good idea! The 14. lẩu bún bò huế (spicy soup with beef and pork shanks) and 29. mực rang muối (pepper & salted squid) are a must at every visit! Only get the lẩu bún bò huế if there are multiple people that are willing to share because it's way too much for one person. Another notable dish is the 17. bò tái chanh (raw beef mixed with lemon juice), I have yet to see it served anywhere else. I've also had the 11. bò lúc lắc (diced beef stir-fried in wine sauce with onion & vegetables), 13. cánh gà chiên nước mắm (deep fried chicken wings with fish sauce, garlic & chilies), and 8. cơm chiên thập cẩm (house special fried rice) numerous times. I did not like the 20. bún riêu (ground crab meat rice noodle soup) but it's not a dish I usually like anyways so take my opinion here with a grain of salt. The back space with karaoke has been remodeled so it looks really nice! Seating has never been a problem for me as there are always plenty of tables open regardless of party size. read more

When you walk in, it seems like the place is pretty small with a bar, slot games, and high tables, but if you walk towards the back, you'll see a large & spacious karaoke area. We went to Utopia for the first time tonight. It was about 6PM. We liked everything we ordered, but especially the beef in wine, the pepper salted squid and the fried rice. The quality of the beef was very high--tender--and was cooked medium rare to perfection. Fairly large square chunks. We will definitely return and try more things. read more

This place was pretty lively and we were pretty entertained listening to people sing on top of their lungs. However, it was quite difficult to have a conversation with your own group without shouting a bit. We ordered a few items to share: salt and pepper squid, salad roll, fried rice and a beef dish; they were all pretty decent for late night food. A little on the salty side, given it is bar food afterall. Price was fair. Place was clean and food came at a decent speed. Small parking space, can fill up pretty quickly and you will end on the side street in the neighborhood area. They seem to take cash or card. One of my all time favorite spots, and some of the best Vietnamese food you can get in Portland The chefs and bartender work very hard. The food is always always delicious, and sometimes exceptional when you pull up at 1 am after a night out. Must haves are salt and pepper squid (best in the city, can't change my mind) and Vietnamese salad/slaw, gỏi tôm thịt. Karaoke is also a must have if you're at Utopia! The latter is a great dish to try if you've only had the basics of Vietnamese food. Their gỏi (salad) has so much depth. Fish sauce makes it incredibly flavorful and perfectly seasoned. It tastes fresh and fragrant from Vietnamese herbs, and the crunchy cabbage slaw base makes the entire dish is light and refreshing. It's all balanced with a little acidity from vinegar. The gỏi is served with poached shrimp (tôm) and Vietnamese style char siu pork (thịt). Gỏi tôm thịt is truly my favorite dish to share with people at Utopia. read more

I came here a couple weeks ago for a late night meal around 1AM, and sat in the back where some people were singing karaoke. The space is actually pretty large, with a good amount of tables. The service was pretty speedy, but the reason for the 3 stars was the food. This may be a good spot for people to come to drink and eat after a long night out, but even after a long night and a few drinks, the food was something very less than impressive. We ordered the Bo Luc Lac, calamari, and fried rice. The portions were large and we were able to share amongst three people, but after just a few bites, I couldn't eat much more. The fried rice was so sweet, but lacked flavor. The Luc Lac wasn't bad, but it took a while to finish chewing each bite. The meat was tough, but the onions and sauce on the side was pretty good. Lastly, the calamari was so friend and crunchy, that it didn't seem that there was any squid inside. I had come one time before probably three years ago and had the BBH, and it was pretty good. I wish I had ordered that again, because soup is always a good choice for a late night snack. I would give Utopia another chance, but will not be ordering the same things as this night. read more

The place reminded me of the coffee bars in Westminster, CA that were notorious gang hangouts (I got a rush from that sort of thing back in the day.) I came for the heralded Bo Luc Lac and it was middle of the road. It didn't come with the traditional side of lime and white pepper dipping sauce. And no rice either; they didn't even ask. The best version of this awesome dish is still at Blue Fin Bar & Grill on NE Sandy. On the table were two different jars of hot sauce with spoons, both were very good. Watch out, they have only a few seats and in the main room and if you go at night, sometimes there is very loud karaoke in the other room. Aside from that though, the food was great! I've also tried their steak bites, bun rieu, and rice porridge, all of which are really good! The steak bites are super tender and juicy and the rice porridge is so flavorful. The portions are large too. I can't think of anything negative about their food that I tried so far! I've tried their Fried Rice, their Bun Bo Hue and Steak Bites and I keep coming back for more. There's seriously nights where my boyfriend and I find ourselves craving the food served in Utopia. Their fish sauce wings here are delicious! I always come here after a late night of festivities. What sucks is that their kitchen closes at 2. So if you want wings, you got to leave your friends at the club and eat these alone.. or you can bring them with you too. Their BBH is decent, I've had better but this is the only place you can get it late at night. They've recently remodeled their karaoke room and it looks way nicer than before. Just as a warning, you may go deaf coming out of this room after sitting there for 30 mins. Their service is sometimes quick and maybe too quick when they close you out. They'll give you the check, and stand there until you pay, and then take your check right off your table after you sign it. There are always wanderers who come to the door at night and knock, if you open it you get yelled at by the employees, but if you don't open it, the employees will open it and give you the "why didn't you open it" look. Upon first glance, Utopia looks like another seedy establishment along 82nd Ave, an area in NE Portland where shady joints are a dime a dozen. Open late at night with a deep purple awning and a neon marquee, Utopia undeniably has a strip club feel to it, at least to those who aren't in the know. But for those who are, I'll reiterate what's been noted: it's a diner. A Vietnamese one. Oh and it has karaoke too. Like many others who have surely passed on this place, I had to be coaxed into coming here by a friend who has been here more times than not. The inside of the place is just as divey as any other Portland bar, aided by the mini TV from 1985 and the slot machines that have been pulled on by one too many drunkards down on their luck. In a city where driving is essential, the last thing I'm here for is the alcohol. I'm all about the food. And the food is strangely (for me) Vietnamese. Portland's growing Vietnamese population is spreading across the city and from the divey spots to the gourmet establishments, Utopia happens to be one of the only places are open late into the night. The menu is a split between Asian and American, one that notes diner food (burgers, sandwiches, fries, etc.) presumably meant for the non-Viet craving patrons, and a traditional Vietnamese menu combined with a Chinese American junk food selection (An addition likely spawned to accommodate those intimidated with authentic stuff). I am happy to report most of my Vietnamese selections are stellar and certainly quality picks for late night food. My first time here I had sampled the bo luc lac (Vietnamese marinated beef cubes), a Chino-American platter (WOOF), and a nice crispy fish chip appetizer. The bo luc lac was tasty, the beef was tender and the sauce wasn't overbearing. Recent standouts includes a stealthy bun bo hue (spicy central Viet noodle soup) and a very solid suon nuong (pork chop). Prices were about the same as any other Vietnamese joint in the area and the service was quick with virtually everything. The "free" karaoke room in the back, is admittedly a place I've yet to venture. The countless clouds of cigarette smoke I've endured while heading to the bathroom were enough for me to look the other way and the badly sung oldies songs / Viet songs would suggest their song selection is at best 1988 and earlier.
