I contacted Total Concept in the summer of 2023 to ask about help with mortgage payments and help with paying for the repainting of our century-old house, which has lead-based paint.
They dealt with the state Homeowner Assistance Fund (HAF) on my behalf. My application was approved, and the HAF paid three months of back mortgage payments. I was very pleased with the quality and timeliness of the assistance.
I was therefore quite dismayed to receive no assistance with the house painting. One e-mail message, in response to my inquiry three weeks after submitting the application, telling me that there was no word yet, was all I received.
Multiple requests for communication went unanswered until TEN MONTHS later, when the Housing Assistance Program Director responded to say that (a) the man I had been working with was no longer employed there, and (b) that I had been informed that the application had been rejected because there was no lead-based paint present. Upon my pointing out that I had received no such rejection, and that neither I nor anyone else had told them that the paint was not lead-based, I was invited to reapply.
I reapplied in July of 2024, hand-delivering the application package. I received one communication acknowledging the receipt of the packet and saying it had been assigned to a staffer for processing. As of October 2024, multiple attempts to contact Total Concept by e-mail or through their web site have gone unanswered, except for an automated e-mail message saying that the director of the Housing Assistance Program, with whom I had corresponded, was no longer employed there. There has been no other response of any kind to my application.
It is possible that the inefficiency and misplacement or mishandling of two applications in 15 months is due to a high staff turnover, but I have no way of knowing.
I would not recommend dealing with this office for any time-sensitive matters. If you apply, do not expect the courtesy of a reply. I will be looking into finding government help elsewhere, as I am unable to qualify for a home equity loan from a financial institution. read more
