Love cats? Go here[1]! Don't go out of your way to travel there, but for sure incorporate it as part of a Philly walking tour.
I read about this park on a dating app[2] a long time ago: It's the tiniest park ever, basically just a single lot. There are many potted plants present - presumably tended by neighbors. Across the street from the park you'll see bowls of food and water for neighborhood cats.
On my most recent visit, I saw only one cat, who enthusiastically greeted me and gave me a private tour of the park. They led me to a Little Free Library there, and inside were cat treats (and free books, as you usually find inside these libraries, take a look, leave a book).
