We had mixed emotions about visiting this on our private tour of RDJ, mainly because there's nothing to see except for empty stands. Buses, taxis and private cars kept coming and going though.
It's a non-vehicular street lined with grandstands on either side and oddly a man-made waterway running down the middle. In order to make money during the off-peak season, vendors were selling photos by having you dressed up in carnival wear. So not our thing and really un-hygenic. One shop in particular was showing a video of the actual carnival which was interesting to see. The visual grandeur of the costumes, floats and crowds helped aid your imagination while we gazed at the deserted facilities.
