I lived at Summit Chase for almost 3 1/2 years before moving out. I started there when Dina and Mary were in the office. They both were super friendly, helpful and professional. Residents even brought them treats and stopped by just to talk to them. Mary let me move in two weeks earlier than my lease due to some complications in my previous apartment free of charge. At this point in time I recommended Summit Chase to people I knew. I really enjoyed the view, the clean and renovated apartments, fairly priced rent, quiet neighborhood, plentiful parking, competent maintenance, gym/pool facilities, etc. Five stars.
Then, management changed.
Over the course of my time there management went severely downhill. Initially you were a person and were cared for, but after the newcomers you seemed to be just a paycheck and that was it. They aren't accommodating at all and won't do anything for you. One of the girls, Heather, is completely fake and you can see right through her. I even sent some family friends there to check out some apartments (not mentioning my opinion of Heather). When they returned they told me that they were very turned off by this woman Heather who seemed fake.
When I moved out I was hesitant to let them determine what they would give me back from my security deposit (they don't do a close out walk through with you). Three weeks before moving out I handed them a letter requesting a close out walk through with management to determine what would be taken out of my security deposit. They told me it would be no problem. A few days prior I called to verify and was told that the manager would be out of the office that day, but Heather could do the walk through and let me know what would be deducted. On the day of the walk through, Heather came to my apartment and did a walk through. She spent maybe 5 minutes at most looking around and as she was leaving she mentioned that she wasn't able to do a walk through to determine what would be deducted and the manager would have to come do it (this being my last day in the apartment and after I handed her the keys). I expressed to her that I obviously had been mislead about the situation, but she didn't care. There was nothing I could do at that point since I had essentially moved out. I was lucky I took photos and a video of the apartments condition prior to her visit.

Far but not too far away from things to do
Quiet area
Speedy maintenance
Nice apartments for a reasonable price
Scenic view
Cons:
Management not giving a damn about you or willing to work with you

Make sure to take pictures and a video of your apartment right before you move in and right after you move out for any damage/problems.
**** Legacy Bay in Binghamton is their sister facility. Be mindful of that.
