Kelly is not licensed as a mold inspector and has some very odd ways of conducting an assessment. First off, just a visual inspection (when there were positive tests for stachybotrus in a wall cavity and recent air quality tests with continued levels of stachybotrus). My walls are all freshly painted, so what good is a visual inspection? She refused to do any air quality, tape test or swab testing to analyze, even though I showed her photos of black toxic mold on drywall and framing. Apparently she has x-ray vision that's better than actual lab testing lol. Then in the crawlspace which was "remediated" for mold by a non-IICRC firm which VA Law HB 1270 mandates mold remediation after 7/1/24 must be a certified firm, she wants to patch up what this invalid firm did and only recommends partial work? How does that work? Put a bandaid on it, literally. Yes, she actually recommends just patching holes in the barrier, among other things not to IICRC S520 standards. There's a serious standing water issue and she actually thinks it's something that can be dried out... huh? Until the next rainstorm saturates the crawlspace. The crawlspace is not graded properly (pockets where water collects) and water comes through concrete block from neighboring townhouse every rain. Absolutely absurd. Since her specialty is lead and asbestos, she should've recommended someone at Commonwealth with actual mold and experience (and familiar with the new law around remediation standards) perform the assessment (she didn't even know about HB 1270 when I mentioned it). She's got a very combative personality and was clearly hired to rubber stamp this as the owners are upset they spent so much money over 8-9 months trying to fix the issues (they should've hired a certified firm and could've avoided this). Now they want to take shortcuts again and this IH is okay with that, even though every other expert that's come out recommended starting from scratch, full encapsulation and waterproofing so the job is done right. Extremely disappointed especially since the owner Fred called me personally to discuss my concerns but I guess it was just lip service to appease me when he said he would make it right.
