If a candidate is expected to complete requirements and be prepared to start a job, the staffing company should provide clear and timely communication in return. I was expected to somehow obtain steel-toe boots on extremely short notice in order to be prepared. To me, it seems like they switch the job I was suppose to start with someone else.
