I stopped in after a long hike on a hot summer day. Let's be real-any ice cream tastes pretty good when you're hot and sweaty. The staff were following COVID protocol as were all of the patrons I observed. I ordered a single scoop of salty caramel truffle. As you can see from the picture, a single scoop was extremely generous. It was creamy and had a nice balance of sweet and salty. There are tables on a patio to sit and enjoy your treat. I was surprised Scoops had the shortest line for ice cream because it was pretty tasty even not considering the weather. Although they do have a variety of flavors beyond just chocolate and vanilla. And they have a specialty menu too, which we ordered from. We came in with a large group with 4 kids and 3 adults, and all found a sweet and tasty treat that was prepared in a very short time and were all VERY tasty! We found the outdoor seating to be perfect, and the umbrellas kept us dry during a short, passing rain storm. Definitely a great spot for some nice cold ice cream and milkshake options! Loved the flavor options! Very delicious ice cream. Pricey, but all the ice cream places in town are around the same price. The milkshake that my boyfriend got was a bit thinner than normal milkshakes, but he still loved it. Really banking on a captive audience here, I think. Only cake cones, no sprinkles, and a crooked soft serve. Those are minor complaints, but when you're slinging a basic product, the details are the only thing you've got. Also, the workers were using their cell phones between orders and then serving again without washing their hands. Considering cell phones are disgusting bacteria bombs, that's also kind of gross. And that they were using their phones instead of clearing the dirty tables, etc... again, pretty basic business model there and skipping the basics means MEH. read more

Nothing like eating mediocre ice cream ( with outrageous prices) among a weeks worth of trash with the crankiest threesome of workers ever! Not even worth one star. This was my first time trying ice cream here; this was about a month ago or so. The usual place I go to next door was closed, so this would have to do. The ice cream was decent, nothing special. It's not made in-store, it's underwhelming. (I was expecting to be able to order ice cream next door which is locally made at South Mountain Creamery.) The employee who put together my ice cream have me the wrong flavour at first. He made me another bowl full and let us have the mixed-up order for free. That was fairly nice of him to do. The main turn off was that the place was oddly chaotic.... For a small ice cream and food place, there was a lot going on. The owners, or possibly managers, were pacing back and forth between the entry door and the outside. He was a middle aged man who was on and off his cellphone, ignoring the few customer there were. He kept talk to a woman that was with him (maybe girlfriend? Another owner/manager? I have no idea) I do not recall the exact conversation he had on the phone and with the woman... But he was quite loud about it and it was not something that should have been broadcast for all to hear. There was another staff member coming inside and outside frequently, too. While the other employee or two staying inside. At one point another customer came up. He waited behind the possible owner/manager man. Only for the customer to ask, "Are you in line?" Then the man moved out of the way. The whole thing was just odd..... I hate leaving low-star reviews but sometimes it needs to be done. It was going to be one star for the over all mess of management but the fact the employee let us keep the mixed-up order was kind. Usually it is taken away and tossed. The owner/manger (who ever he is) needs to realize how unprofessional he acts. It's not always teenagers working in places that need to stay in check. read more

This place was weird. I'm not sure what kind of business plan they are going with here because it is confusing. You walk in to cheap candies, old coins and nick knacks on tables in the entry which are right in front of the order counter. They are an ice cream joint, but they don't have any ice cream displayed like most ice cream joints, they keep it in the back! I ordered the moose tracks in a cookie cone and was a little disappointed. There were lots of ice crystals in the ice cream and it wasn't super creamy, which means low fat content. That's great if you're trying to lose a few pounds...just something I wasn't expecting at an ice cream shop. The cookie cone was a novel idea, but not super tasty. Funny enough the guy at the register told me to was dry and hard when I ordered it. Looking back I wonder if he was trying to talk me out of it. I can't speak to their ice cream at all, but rather my wife and I ordered 2 hot dogs. We were hungry and wanted food before our hike, rather than ice cream. The sign says "All Angus Beef Hot Dogs" for 2.75. The "All Angus Beef" part has blue marker all over it. To me this appeared like highlighting. I could clearly still read it, and after all, if you aren't serving Angus Beef hot dogs then surely you could just print another piece of paper without those words on it. Well I am pretty sure now that what they are meaning to do is cross off the Angus beef part, because the hot dogs were the kind I usually refer to as pus-dogs. Just a mush pile of disgustingness. Neither of us could take more than a couple bites and into the trash they went. This ice cream shack is A-OK. The guy was very nice but was out of a lot of the items they had posted that we wanted. Gingerbread latte turned into gingerbread coffee. but it was good. Chocolate chip mint milkshake with coolwhip and sprinkles did not get sprinkles but I forgot why.. They need longer spoons for the cup sizes they gave. Also ordered vanilla ice cream with brownie toppings and didn't have brownies so we took peanut buttercup toppings instead. When we first approached this place, it wouldn't have been my first pick as it looked a bit run down. But they took credit cards and the other places didn't indicate if they did...so we ended up here. We were on the train track side and the place looked worse for the wear. I thought it was just on decline, but after a quick dash to the restroom at the train station I realized why on the walk back. A fire had gone through next door on July 23, and literally, it looked like the scoops had just missed on burning too. It looked like they were trying their best in the face of such destruction next door. Additionally they give a good discount to scouts, retired military and active duty military. The ice cream was decent. After a hot day, it hit the spot. It was a good lesson of not judging a book by its cover. You never know the story inside until you open it. read more

The ice cream hit the spot and their unique flavors were very good, but there were only 3 remaining options to choose from. It was the last day of Labor Day weekend and they were probably sold out after all the traffic. We were the only ones in line, so it wasn't ridiculously busy at the moment, but we were pushed out of the way by a staffer going back into the shop. (Their order window is also a half-door that serves as the staff entrance as well.) He mumbled something that I hope was "excuse me" but it was still really awkward. We were told at the counter that they didn't accept cards, but after we had paid we found out that they do take cards. (The person behind us paid with her card.) Perhaps the woman behind the counter misheard us when we asked? We couldn't hear her very well and she seemed to have trouble hearing us too. It was hot, so I appreciated the loud fan pointed directly at us, but the noise made it difficult to order effectively. I ordered a medium and got a small, which I didn't realize this until I glanced at my husband's medium and saw that it was much bigger. Again, probably a miscommunication. There is a mound of trash piled 6 feet high in the corner next to the window where you pick up your order. Not cool, guys. I don't care if it's 'mostly' cardboard boxes- you could at least break the boxes down before stacking them next to the area where your customers eat. Clean it up! Overall impression-- It is much too expensive considering the product, service, and atmosphere. I know it's a tourist location so prices will be high, but between the limited selection, confusion with ordering, and absolutely disgusting atmosphere, I'm not sure why they think it's okay to charge $6.00 for a couple small scoops of mediocre ice cream. We didn't make it through the rest of the town because it was late in the day, so maybe they're cheap compared to the other spots? Maybe they're the only ice cream shop? Who knows. If someone cleaned it up (paint is cheap, and judging by the price I bet they can afford it) and gave them all a lesson in customer service, I'd probably give them 4 stars. First off, if you are reading this review before going to Scoops, remember: walk down the stairs! The signage is deceptively confusing. (Down the stairs, people!). This is primarily an ice cream joint, then a pseudo retro candy shop (cigarette candy, anyone?), then basic burger joint. Oh, and a place to pick up a random knick knack or two (Do you have a burning desire to own a tavern puzzle, and you are visiting Harper's Ferry? You can buy one here, no worries.) Signage continues to be confusing inside. Do you order at the counter? Sit down? Oh, there's an outdoor area? I just want ice cream, how do I order it??? Fear not, just stand near the knick knacks and candy, and you can order and pay there. You can the sit at the indoor tables and be served. (No idea about the outdoor tables. Figure it out and report back here, 'k?). Ice cream is good; no idea of the brand, where it is made, etc., but it's something cold to eat on a hot day. We splurged on the M&M cones, which were stale. Mind you, this did not stop us from eating them, but they were not fresh. Service was friendly, albeit slow...but we just enjoyed the air conditioning. Portions are huge, so know that a single scoop will probably satisfy you. If it doesn't, you may want to reconsider your ice cream habit. To note: $2 for a 24 oz water. If you are in need of hydration, this is the place to buy your bottled water. read more

Of course, we don't want historic Harper's Ferry mucked up with street parking anyway. So, that's cool. Next star is lost because I thought the ice cream would have been made from locally sourced cream. I was told that was not the case. So, overall, I give three stars. Great tasting ice cream. However out of the four people who ordered, one order was wrong, and the other took almost 15 minutes to get after repeatedly retelling them what was originally ordered and watching a dozen other people get ice cream first. :( read more

I had just walked 3/4 mile into town with my dogs. They were hot and panting and our first mission in town was to procure some water. I started uphill and asked a young woman about water for the dogs. She said "right here!" and led me into scoops, saying they are dog friendly. It was air conditioned and and both of my dogs each got their own water dish. I decided to stay. Had the burger and the espresso shake. Thanks guys! It was just what we needed. read more

Best place in Harpers Ferry for ice cream, so yummy, and the steak burger which is steamed and is so tender it melts in your mouth, soooo good , outdoor seating, a beautiful area to visit. One of the reason you wait for the burgers are that they are cooked as you order them, and it makes them so good. I am not generally a meat eater but everytime I go here it is what I get. I have not found the service to be lacking, but they can get busy and you have to wait your turn, but the food to me is worth the wait !! I also think the staff are both courteous and helpful as far as information about the Park and anything they can help you with. read more

With two other ice cream joints in town I am surprised how rude the heavier set man was (I assume the owner). It was busy due to it being the Memorial Day weekend but he should of been happy raking in all that $. We order four ice cream cones and the kids took a minute to decide the lady at the register was impatient and rolling her eyes. At the next window they were out of napkins and people were fighting to get the allotted one per person they were handing out. After we got the ice cream one was incorrect. My husband went back to get it fixed and the man slammed the window in his face. Good thing the lady helped us get it corrected. The lady seemed embarrassed by the mans actions. Just got three hot chocolates that were so hot, we all burned our mouths. Hot like just below boiling hot. When I complained to the man that these were dangerously hot, he only offered that they came out of the machine that hot and he had no control over it. When I suggested that he fill the cup less full with the hot part and add milk or cool water, he was not interested. He offered no apology, no money back. All he could say was I can give you some ice. I'm not a hot-headed complainer, but this was ridiculous. Take some responsibility for what you serve, apologize, and consider how to prevent it from happening again. read more

It had been above 90 degrees throughout my camping trip and on the last day, I decided to go on a four-hour hike around Harpers Ferry. What got me through it was the thought of ice cream when I returned to town. I made my way to Scoops, ordered a scoop of mint chocolate chip ice cream on a cone. I could already taste it, and already felt 10 degrees cooler. I paid then changed my mind. What's better than ice cream? Ice cream with root beer! Could you make it a root beer float? I asked. I handed over another dollar, got my root beer float and walked up the steep street back to my car, sipping cold root beer for a while before going in for the ice cream. When I finally did, I was disgusted by what I tasted. Not mint chocolate chip ice cream but that nasty white artificial "ice cream" you find in the cheapest ice cream sandwiches. I'm guessing it was just horrible vanilla soft serve ice cream. I had two more tastes, finished the root beer and threw it out. Painfully slow service, overpriced instant cocoa and incorrect tourist info... So we walk into this cute little candy/gift shop/cafe and order 1 plain hot chocolate to go, before catching the last shuttle bus to our parking lot. The man behind the counter was very friendly, said it would be a few minutes (he was not the one making drinks). We sat in the cafe for a while; then starting to feel restless and like the reasonable wait time has passed, we got up to browse the shop and perhaps remind the fellow that we were still waiting. Mind you, the place is quiet besides us and the family already seated in the cafe. Couple minutes later, the guy calls someone to check on our order and tells them to "get on the steamer". My husband mentions that we're going to catch the last 5:45pm bus and the guy assures us the last bus is at 6:45pm, that it always has been. Well, OK, but that doesn't make me feel better about all this waiting. A few minutes later, a girl emerges with the other customers' orders (2 drinks). The guy says ours is coming up next. Few minutes later, same girl emerges and sets our cup on the counter. No eye contact, no smile, no thank you, no "sorry I took so unbelievably long, I was texting my bff..." I think to myself, this better be the best homemade hot chocolate that sullen girl has ever crafted! No such luck--tasted like instant cocoa, which is fine at home, but not for $4.50 and 15 minutes wait time. The clincher? Bus driver confirms the 5:45 bus is indeed the last shuttle bus to the parking lot. read more
