The apartment is in poor condition and it looks nothing like the model in terms of quality. My first impression is PRG Real Estate Management does not invest their earnings to improve living standards/conditions. It's 2021 and the washer/dryer appears to be from the 70s/80s. The model and model photo washer/dryer wasn't old, which in my opinion is misleading. We are ok with the white kitchen appliances but making the change to stainless steel should be a priority. The refrigerator could be bigger and the stove upgraded to flat top. The sink is not two sided which I knew about when leasing but it's like, why? The closets haven't been updated with the new standard white wire shelving. There's trash on the floor in the master bedroom. The patio is filthy with rotted railings. The front door apt number has rusted nails sticking out. Multiple cracks in the ugly popcorn ceiling. There's no microwave and no linen closet. The toilets were dirty and there's dust in the corner of the ceilings. It smells bad like cigarette smoke. These apartments are extremely overpriced. It's disappointing and I'm glad we're only leasing here until our new home is built. Already counting down the days. Please invest in making this a better place for your tenants. The return on that investment will be huge.

For one it takes forever for maintenance people to get here to fix something emergency or not, there cabinets for the kitchens look nothing like what they do in the photos, there's no light fixtures in apartment except at dining room, kitchen, and bathroom. If you want or need more light you will have to buy lamps for every room. There cabinets look like total shit, and when we opened a cabinet it broke in half and they came in and just super glued it to fix it, and this happened a few times. There dishwashers suck, don't clean anything, have to wash the dishes a few times to get cleaned and no it wasn't full.

I have been here since 2019. Any problems I had were handled immediately. The only problem I have is my neighbors. I pay to have reserved parking and the ppl around here can't read and park in my space, but that's not White Oak's fault. They actually handle issues like this as fast as anything else. I would recommend living here to anyone. The bedrooms are huge, and the closest is spacious. You get more bang for your buck. Plus they are always having activities for the tenants and kids. Very nice. The STAFF...love them. All of them past and present. They go beyond the call of duty to make sure you are good. The only way I will leave here is if I decide to buy a house. Other than that. I'm not going anywhere.

Reporting these to the leasing office does not work. 2. non urgent maintience requests take months to resolve. 3. trash services was not as promised. I had to write email to the leasing house to get trash removed. leasing office is hardly to reach. phone calls never go through. I have to manage my work schedule to go to the office. 4. I was late on my vacant notice. guess what? two months rent too simple, huh? despite they found new tenant immediately, they still charged two month rent, which I have no problem with. However, in additional to the two month rent, they charged extra nearly 1000$ random fees, like a month to month fees, storage fees, water, pest, trash, etc. despite the apartment is empty immediately after my lease ended, and no living activities there. They still charge everything as usual. While I was communicating with my attorney, they keep on treating and even threating to add additional late fee. 5. The floors/stairs are full of food/trash stains. animal waste can be seen every day in random places. this management is not about to provide better service, but to squeeze out every penny from you.

The hallways and stairwells are constantly covered in dog pee and poop, and the entire building reeks of urine 24/7. Management clearly doesn't enforce any kind of cleaning or pet policies, so if you enjoy walking through filth every day, this is the place for you. Parking? Forget about it. There are nowhere near enough spaces, so be prepared to park a mile away from your actual apartment. It's beyond frustrating to come home after a long day and have to hike just to get inside. Security? Nonexistent. The doors to the buildings are supposed to be secure, but that's a joke--if you pull hard enough, they just open. Literally anyone can walk in, which is a huge safety issue. I don't feel safe living here at all. And don't even get me started on the noise. The walls are paper-thin. I can hear my neighbors like they're in the same room as me. Every conversation, every loud TV show, every argument--clear as day. I've had to start wearing AirPods every night just to get some sleep. I've only been here a few months, and I'm already counting down the days until my lease is up. Save yourself the stress and find somewhere else to live. You are not a tenant to her, You are an apartment #. -Gated community but gates are down 75% of the time for entrance and exit -Maintence is comprised of 1-3 people who have changed hands so many times that they undertrained and over worked -Expect your entire deposit to be gone no matter how proper you are with your cleaning/damages. (Charged us $350.00 for $100.00 worth of work (Quoted) that we figured would be cheaper having the apartment do it. WRONG CHOICE) -Outdated Kitchen counters/cabinets/Floors. It shows 10+ years dated with the most newest equipment in these apartments being a Google thermostat. -People are moving out of this community for a reason (5 people moved out from my one building the last 6 months I was there and no one else moved in) -Modern pricing with dated equipment and looks. You are paying for quality from 2013-2016 but paying 2023 prices. I gave it a 2/5 because although there are a lot of negatives, The community were always nice and never disruptive. Police were not around often and it never felt unsafe. It's very dated and is managed the best it can but there are beautiful property's and similar pricing for way more quality within 5-10 miles of Garden Springs. Live here if it puts you very close to work, family or something essential. But Chester has more to offer than Garden Springs.

The rooms are…read moresmall, the walls are super thin (I could hear my ghetto neighbor having sex) and you can hear your neighbors conversations. I complained and nothing was ever done about it. Let's not talk about the staff! They are absolutely some of the rudest group of women I have ever met! A few of my neighbors, the decent ones, hated dealing with them. They don't care about your well being. I have been trying to get them to correct a problem that has been preventing me from getting another home for over a year now. Something they should have taken care of 30 days after the situation hasn't been handled. It's been a year and four months now and I still have to stay on top of them and get the run around!! The maintenance is lazy and they half do things and they have the nerve to go through your trash if it's out by the dumpster that's always over flowing, and charge you $25. In the summer time kids are riding around on motor cycles making tons of noise. Cats are all over the place and the turn over rate is high!! I'm so serious it's not worth the price, take the time to find another location. A peace of mind is so much better than a dollar.

The vandalism has gotten so bad that I have dents and scratches all over my car which to me shouldn't have happened to begin with.. Police are in here almost every night for either noise complaints or people shooting guns off when they are mad. The grounds are kept fairly clean and they usually respond to service calls .Patio areas are in dire need of repair and proper power washing.The steps on my building are rickety and in need of repair. Ants and spiders are a constant problem in every building it seems.. My experience with maintenance and management left me questioning why they were in their positions. During Hurricane Irene in 2011 my apartment windows leaked causing severe water damage and resulting in black mold growing in my apartment. I contacted the office and maintenance repeatedly and was told for over eight months that it would be fixed..My husband and my daughter both got sick from severe mold allergies resulting in breathing problems.When I finally reached my breaking point I went to the office and demanded that they fix it in the next few days or I would be taking legal action.They fixed it but did a quick hurried job and the office manager informed me that the black mold wasn't dangerous and couldn't have caused any health problems. Needless to say I am done dealing with inconsiderate people who act like my complaints have no warrant to them. In conclusion I would suggest not living here if you have any concerns about the above mentioned problems.

I moved from another community in chester and i love the fact that i only have to pay electricity. Hands down this is the best community i have lived at in cheser. I will keep spreading the word.

The turnover rate at the leasing/ front office administration and maintenance office is ridiculous. Attitude The front office receptionist person is very disrespectful and completely unprofessional. Her phone etiquette which is tone, delivery, and communication style (or lack thereof) is unreal. When asked simple question about my apartment and maintenance issue she quickly became frazzled and displayed mannerisms which could be interpreted as stereotypical. It is going on a year and a half, and this is probably the 3rd or 4th receptionist at the office. Although it rude and unprofessional I oddly understand why this receptionist is like this because there are so many issues at the complex, I probably wouldn't know how to conduct myself either listening to complaints all day. I also had the pleasure of dealing with Dave the newest maintenance guy for Festival Park. Once again turnover is extremely high and they keep no records of anything which you will see clear example of shortly. I spoke to maintenance Dave 5/17/2022 and he couldn't answer any of my maintenance issues (head scratch) and he also became rude, defensive and hung up. Maintenance Dave closed out my work order and said everything is ok. He literally told stated, "I'm getting frustrated" and I replied back, me and my children are also frustrated we had to sleep in an 80 degree apartment. I'm frustrated I have $300-$400+ electric bills due to broken equipment. Maintenance Issue I have been dealing with HVAC issues since I moved into the complex. The cooling system was never efficient and Fall 2021 it finally gave out. They have attempted to repair from Dec. 2021- present (May 2022) and I have had no such luck. Very important information to know. · Single dad 50/50 custody with my small children every other week · I'm in my apartment two and a half weeks out the month (Every other week) due to work (Check Hotel receipt picture). · I have $300- $400 electric bill even though I'm only here every other week (Check Dominion Bill picture) · My HVAC has been broken for 6+ months (Check thermostat picture) Record Keeping With the high turnover rate and poor record keeping they have no good and clear documentation and record keeping. Due to poor record keeping, February 1, 2022 they emptied my garage unit because they couldn't trace who they leased it out to even though I have been paying on it since I moved in a year and a half ago. Yep, that's right, they went through my personal belongings and started emptying my unit. They came across an extension cord with my name on it and looked through the system and realized they have a resident who is paying for that unit. I came back in town to my garage unit a mess. (Check the picture of the letter) Final Thoughts I am still awaiting to get my HVAC unit rectify, and my Dominion bills paid for before it ruins my credit. Currently there is a $900+ balance. I would not recommend moving here. Apartments are not efficient, rude personnel, Not professional, Not equipped to handle maintenance issues and THE BUILDING SHAKES WHEN A TRAIN GOES BY. Very scary feeling especially after the building collapse in Florida.

The toilet itself didn't overflow, it was the pipes underneath the staircase. We called maintenance Friday as soon as it happened, and the guy came out but said there would be the cleanup crew coming In the morning, and we had already cleaned much of the sh*y and urine using our towels, our cleaning supplies, and even our clothes, as there was standing water with feces and urine. There wasn't much he did other than indirectly offer to speak to management about getting us a room for the night. By that time it was after 8pm and he assured us someone would be here first thing in the morning. We didn't WANT to stay on Friday night, however, because they were still waiting on a plumber , and couldn't guarantee if this would or would not happen again, we were afraid to leave and no one be here to stop another overflow. Apparently, according to this woman in the office, they refuse to help us now, because according to her, we refused help Friday night. What a crock of bull crap! We didn't refuse! We simply tried as tenants to make the right decision for everyone in an already stressful, disgusting evening. So 9:30am Saturday the clean up crew comes in and cleans up and leaves huge industrial size blowers in our living room and said we will be back next week and left. They did a great job, unlike management, so I want to make that clear. This is on management not the clean up crew! Yesterday at 4pm, the pipes overflowed again!!!!! I called the office, and the idiot at the desk says "oh call back the office, so you can leave a message for maintenance, and I won't answer the phone". Wtf As of today 10/10/21 no one has come by, I have left 4 voice messages for maintenance, including TWO online maintenance requests WITH PICTURES, and the feces and urine is still on our floors at 12:15pm !!!!!! I sure hope management is having a GREAT fun filled, none shit filled weekend unlike us. In other words, unless you want to be treated like sh*t even though they have the audacity to charge you $1500 a month to live in filth, do NOT sign a lease here. This is far from over, and more calls will be made this week (everyone who I need to speak to is off on the weekends) to the appropriate people to report this management company for providing unclean, unsafe, and unsanitary living conditions. The pictures are of the condition of the unit now. As you can see, nothing has been done. No calls are being answered, and none of my calls have been answered since 5:11pm YESTERDAY , and that was the maintenance guy telling me he'd call me back in 10 minutes!!!
