I would give it a perfect rating, except the complex owner will not invest in much needed repairs, replacements or upgrades. That is the other great aspect with the manager. She finds a way to work miracles around that place and treats everyone as her own family. It is the most inviting atmosphere in any apartment complex I have found in or around Dubuque. Penn Place is the perfect first place to start in Dubuque. Two things the complex desperately needs is playground equipment and some picnic tables.
