Obviously much has changed over the past 18 years but other than the annoyance of trying to get in and out of the complex caused by the Sprinter station next door, the majority of changes have been positive. I will start with the positives: *The 2 bedroom units come with a washer and dryer. This is a huge perk. *The management and maintenance staff are top notch and repairs are done correctly. *The management, including the complex manager Natasha, go out of their way to try and accommodate tenants requests (ie, scheduling repairs, etc, when we would be home) *The gated entrance provides security and definitely cut down on the noise at night *The units are constantly refreshed and kept up to date *There are events throughout the year by management to bring everyone together as a community *We ended up living in three different units within the 18 years and Natasha (who has been there throughout a lot of that time) has always been incredibly fair regarding any expenses. Now the negatives: *Traffic getting in and out of the complex onto Santa Fe due to the Sprinter station can be frustrating. *There is a back gate but it is kept locked (probably due to the lack of a key card system) so the only entrance/exit is through Santa Fe. *Parking is a serious issue. We were assigned one spot and we paid a reasonable fee to lease a second reserved spot which totally worked for us but there is absolutely no visitor parking if you enjoy entertaining. Overall, we enjoyed our time living there and we have very little doubt we would still be living there if we hadn't relocated. Considering all that you get for the rent that they charge, it is definitely a bargain.

I have a list of questions ready and she patiently and thoroughly answered each one. The only issue we found had nothing to do with her but that the property isnt smoke free. If it were smoke free we'd applied immediately because having touring with her I was ready to make this our home for years and years to come. We at least narrowed down our search a lot. This is a top contender. Even with it being a bit far from work, we still hope to call this place home. We only have a couple more places to look, but I'm not sure how they can beat Evelyn's presentation of this property and apartment. Plus they have community events throughout the year! How fun! In addition, there is a truly difficult issue that has remained unresolved for many years, and this issue stems from some of the residents living in this building. There is one very unpleasant and unhygienic issue here. Some residents do not clean up after their dogs, especially in the dog park, which is heavily littered with dog waste. Every time we bring our dog here, we have to clean up at least 7-10 piles of feces to prevent our dog from stepping in it and bringing it home, even though I always clean their paws after going outside. This situation has made me no longer want to visit the dog park, as it is dirty and foul-smelling, and most importantly, I constantly have to clean up after others. This dog park is no longer a place for dogs to run and play, but has instead become a dumping ground for dog waste. I hope the building owner can take steps to ensure that residents take responsibility for cleaning up after their dogs, so the dog park can remain clean and enjoyable. This park was an important reason why we decided to move here eight years ago. However, since moving in, I have often found myself cleaning up dog waste left by other people, both on the lawn in front of our home and in the dog park. The other residents are respectful and friendly from my encounters. There's a lot of kids that live here that like to run around on scooters and e-bikes on the weekends-they can be a little noisy but it doesn't bother me. The property manager, Gigi, has been so helpful and kind with any questions I've asked. Lots of open parking and no sketchy weirdos loitering around. I have never seen the dumpsters overflowing- the trash is collected multiple times a week. I do find a spider in the unit every so often but it's definitely not a pest problem. Cesar was great, professional and knowledgeable…read more Heads up: Gate stays open all day but late at night it closes. Night traffic is insanely loud. Drag racing all hours but all night long it's the loudest. Apt complex is small but lots of up and down hills, so plan to drive your laundry to the building. Also online says 24-7, that's not true, it's 9-10 or possibly 8-10 only. Most walk ways and roads are sloped and not even so caution if you are walking the complex. Only one tiny park and past age 5 I'm pretty sure kids wouldn't enjoy it. But toddlers might enjoy it. It's super tricky to leave because of traffic and going south you'll need to go north and do a u turn. Getting past these things it seems a decent place to rent. Cesar left us with a good impression, polite, showed us around. I was looking for ground level apt, laundry in apt or near apt, and a pool and this place had one apt like that available. (None have washer dryer hookups but laundry was near this apt that was available). So we applied. $150 to apply. Non refundable. Thankfully we were first in line for this apt. Be prepared for it to take minimum of two weeks to go through the process. We passed all the requirements and he appreciated we have 750+ and 783, etc. You only need a 620 to be approved. We have perfect rental history. Never late on any payments ever. We met the income requirement. We were approved but it must then go through corporate. So we waited longer. Then we are told we weren't approved because corporate doesn't think we are a good match for their community. We've never heard of anything like this. We asked for further clarification and we were told the same statement. We were told to call a number to talk with corporate. We called and it goes straight to a recording and it's an odd echo bathroom sounding recording that did not sound professional at all, but it was corporate. We left our info and no call back. To date no response and no one will answer. It's out of Cesar's hands. He was confident we'd be moving in. We are more than qualified. I've been told places do this to pocket all the applications. We were first in line and met all the criteria. I thought that was a good thing to be first in line. Another family was in line for the apt, so if this is the case that's sadly common in California, then they got to pocket our $150 and move on to them. Some places have 40 applicants and first 30 get denied, they pocket all those fees paid and accept the others. It's sad that this is happening. And reality is, we qualified, was told we qualify and was still rejected and our $150 was pocketed by the apt complex and they moved on to the next family. On the bright side, Now that we've heard stories of the traffic and loud racing every single night there (go at night and witness it. It's so loud and trucks and cars race all night to the early am hours) and not having heat in bathrooms etc. Only having it in bedroom. And the other hiccups, stinks to of lost $150 to corporate greed but glad to have avoided these other things.

We decided to drop by and immediately felt safe when we saw another young couple moving in, and a couple of children playing in the lawn areas of the complex. The assistant manager at the time was very friendly and showed us the apartment that was ready to move into, ready as is. New crown moulding, and cleaned carpet. We fell in love and got everything ready with the application and fees the next day. Moving day came in January, and the winter was pretty chilly for me since it was a single-pane window at the time (my boyfriend slept like a baby though. He likes the cold lol). 6 months later, and I'm still in love with this place. It's getting hotter, but shading the patio and managing air flow is helping since summer is coming and we don't have AC. I see other apartment have AC units in the window, so it's definitely an option if someone needs the temperature regulation. Management is always on top of notifying residents on changes via email and sometimes paper notices, in case there's issues that need immediate attention, like the recent double-pane window installations. Laundry room was recently upgraded to industry-power MAYTAG machines, and residents have been fairly good about keeping their distances due to Covid-19. Maintenance teams are always seen, always friendly. There's weekly, if not monthly, landscaping and/or maintenance to the amenities to keep the place looking fresh. Every apartment comes with 2 parking permits to park in the immediate parking area surrounding the apartments (no extra fee for the covered parking first come first serve), and then there's additional visitor parking marked on the east side and on the road. If you're looking for a completely quiet neighborhood, this ain't it. There's families everywhere with children playing every weekend, along with families and people in general holding family/friend gatherings, BBQs, parties, etc. at least once a month. Nothing unreasonable, but definitely not COMPLETE silence if someone is looking for that in a complex. There is loud revving sometimes in the wee hours of the night, most likely from racers on Oceanside Blvd, but doesn't really bother me since I'm usually asleep at that time. Only hear it when I'm up getting water or taking a whizz. Fireworks will also go off sometimes in the complex next door lol! It's pretty lively here, all things considered. A safe, family friendly neighborhood! The ducks and ducklings in the creek, ambient birds in the morning, the bridge strolls to my car, are the absolute sprinkles on top of everything. This place really set a standard for other apartment complexes in the area. Worth every penny for location, management, and ambience. :)

The only reason I moved into the Highlands is because Grazietta is also the property manager there and she always made me feel so comfortable and truly cared for. I knew that if I moved into the HIghlands that I would have a landlord who cared about the property I was renting, I would be given a unit that was clean and well managed, as well as a landlord who I could talk to and could address any concerns I may have. I have been living at the Highlands since august of 2015 and I couldn't be happier. I had to move in on the weekend and a member of the staff met me at 7am to view the unit and make sure that all my needs were met. All my maintenance concerns are addressed immediately and the staff always go above and beyond what is required. The property has a beautiful pool with a large BBQ and bathroom (cleanest pool bathroom I have ever seen) on the pool deck, a media room, gym and golf putting green available to renters. The complex as a whole is quiet and filled mostly with professionals and families which I appreciate since I am a graduate student and I really don't have the time or patience for loud neighbors or young college students partying until the early hours of the morning.

Absolutely Disgusting and Dangerous Living Conditions - Avoid at All Costs…read more If I could give zero stars, I would. Living here has been an absolute nightmare -- from dangerous health conditions to a complete lack of professionalism from management. Here's the reality: Safety concerns Mold and Unsafe Living Conditions We discovered mold in the unit, which is a serious health hazard, especially when ignored by management. Despite timely report, we've been met with blaming being put on us and stating that we caused it even though we just moved in and it was found due to a leaking AC. That yet again we were attempt to be blamed for. No apologies for the health issues it caused or even attempt to make situation right. Trash Everywhere / Parking Lot is a Dump The parking lot is disgusting. Overflowing trash bins, garbage littered across the grounds, and no enforcement of parking policies. Residents park wherever they want -- sidewalks, red zones, blocking garages -- and management does nothing. Meanwhile, we follow every rule and still can't get basic courtesy in return. Unresponsive and Incompetent Management We've called, emailed, texted, and even visited the office in person -- only to be ignored for days or even weeks. Voicemails go unanswered, and no one is ever around during posted office hours. When you do get a response, it's a copy-paste excuse, with no actual resolution or accountability. We were told an inspection was happening so we had to be home, instead they turned the water off and forgot to update us. Pest Infestations Ignored We reported a nest above our front door -- nothing was done. Just like everything else here, they blame "Wi-Fi issues" or "construction," but the truth is: they don't care. Selective Enforcement & Favoritism Certain tenants get special treatment (e.g., more parking passes than the limit), while the rest of us are put on waitlists or forced to pay extra for parking spot. This favoritism is clear and completely unfair. Noise Complaints = Useless We've submitted seven noise complaints about the neighbors next door -- nothing was done. They party constantly. Bass so loud it makes our walls shake and paintings move. We showed video proof, and management still dismissed us. We're business owners working from home, and this has disrupted client calls and our daily work. Instead of helping, they made it worse by telling those tenants exactly who reported them -- resulting in us being stared down and harassed in our own home. This has now become a personal safety concern, especially for my partner, who no longer feels safe in the parking lot. Lies and Broken Promises from Day One On move-in day, we were promised repairs that never happened. They even asked us to write a positive review on the spot -- that should have been the first red flag. Since then, we've been treated like we're the problem, when all we've asked for is basic communication and safety. Bottom line: This place is gross, mismanaged, and downright dangerous. If you value your health, safety, and sanity -- look elsewhere. Do not let their "tour day charm" fool you. What you'll get is silence, trash, mold, and a management team that gaslights you for complaining.

Tony is especially helpful when it comes to any requests i've had throughout my time living here. He's always responded quickly, been understanding, and had resolutions for anything that comes up. It's nice to know our needs as residents are taken seriously and Tony does a great job of that, I also think Fabian deserves a shout out as well as he is the best maintenance man and always gets the job done quickly and perfectly! I truly love this complex and it feels like home and i love the community. Great place to live all overall.
