The vehicle had a missing dipstick tube, a real safety issue their own mechanic waved off with "just don't insert it too far." A propane leak forced me to shut off the system mid-trip, which meant no refrigeration for my sister-in-law's insulin and three unplanned nights in hotels. I thought that would have been the hard part but turns out that was the easier part of our trip. When my dad returned the vehicle, the woman working the counter refused to even look at the paperwork, told him "that's not my problem," when he described the issues and wouldn't give me her name. When he started taking photos of the RV to document the return, she ran out, shouted profanity, and shoved HIM, then called 911 and told the dispatcher he was intoxicated and threatening her. None of that was true. Two Downey PD officers responded, and did not cite, arrest, or asked him to leave. In fact, they asked if he wanted to file a charge of assault. I later learned she is the actual owner of this Xpress Auto Rental location, not just an employee, which makes the behavior even harder to excuse, since there's no manager above her to hold this accountable. My dad is in his 70s and it was really hard to witness this business owner screaming, pushing and falsely claiming untrue things. Cruise America corporate reviewed my complaint and refunded the full amount we were owed, which tells you they took this seriously. I waited to review until the complaint was settled but if you are considering renting here, know that this is who you'll be dealing with, and does someone like that really deserve your money.

Severely overcharged a nonprofit and unwilling to make it right…read more Our nonprofit band booster organization rented a truck from the Anaheim location at 1625 S State College Blvd., for a school event to transport student equipment. The base rental cost was about $250, which was reasonable. However, after returning the truck, we were charged an additional $178 for fuel, which is where the problem lies. We drove the truck 58 miles total. Based on standard fuel efficiency, this should have used approximately 4-5 gallons of fuel. Instead, Penske charged us for 21.5 gallons at $8.10 per gallon, an amount completely disproportionate to the actual usage. When we questioned the charge, we were told the truck had a 115-gallon fuel tank, and because the fuel gauge showed a difference of 3/16 of a tank, they billed us accordingly, regardless of the fact that the mileage driven mathematically does not support that level of fuel consumption. This would equate to an absurd 2.7 miles per gallon, which is not realistic for normal driving conditions and minimal cargo. Despite explaining the math, the mileage, and the situation (and despite being a nonprofit organization working to support students) Penske was completely inflexible and unwilling to adjust the charge or offer any goodwill resolution. While the explanation technically "made the math work," it ignored common sense, real-world fuel usage, and basic customer service, especially toward a nonprofit simply trying to get kids' equipment to and from an event. This experience left a very sour taste. We will be extremely cautious about renting from Penske again and strongly advise other nonprofits and schools to fill the tank exactly to the original level or risk excessive and unreasonable fuel charges. Very disappointing.
