So Penn Waste is off to a good start again this year NOT!!! So my trash pick-up was missed on Wednesday January 28,2026 the excuse was the road could have been impassable or maybe a snow bank was blocking my trash can. I live on a Penn Dot Road in Lower Windsor Township and the road was free of snow and ice. I ask for a credit on my bill since I already paid for service. They always did this before, no not this time. The manager started it's a double pickup, not my fault you missed my pickup. Don't bother calling Penn Waste customer service. Their contract is with your local township, borough, or city. Call them and complain. Penn Waste has by far the lowest rating of the trash services in York county and they don't care. They keep getting the contracts because they're friendly with the officials awarding the contracts, and those officials aren't getting enough complaints from their residents to make it their problem. Make it those officials' problem with your complaints. They will drop trash in the street and leave it, they will skip your collection for little or no reason, not reschedule it, and still expect you to pay in full, they will break your cans, they will throw your cans in the middle of your yard/driveway/wherever, and they will skip large collection days randomly. Look at all of the complaints here, on yelp, google, and everywhere else. Its all the same and nothing is done about it. Most, if not all, of these things are violations of their contracts. They're just going to keep getting renewals though until the officials get tired of the complaints from their residents. They just raised rates 50% in North Hopewell TWP at least, if not elsewhere and they're still just as bad as ever. Their customer service reps are all rude and won't help. They really do not care. Take it to the local officials who can make them do what they're supposed to, or maybe we can get one of the better services in the county to start taking over their contracts and get rid of these people. read more

I need to stop their service. This can only be done by phone. I called three times. Each time the machine answers that you are 5 or 4 on the line, a minute later it says that you are 3, after another minute the number is reduced to 1. You expect that now someone will answer you, but instead you are transferred to an answering machine. In short, they are specially lying to you about the chance to talk to a person. To start, they do not collect recycling separately. We work from home, so we see out the window every week when they throw all of our trash and recycling into the same truck. Same with the neighbors. The other truck drives by later in the day. We watched them take our trash can, throw it in their truck and drive away. They won't respond when you try to contact them. We constantly schedule bulk items. They never ever get picked up . We constantly half to call. When we do call the girls in the office are rude! They tell us yes its getting picked up today. Which is on a friday always they sometimes come on a saturday. Now we have had a large bulk item sitting atvthe end of our driveway and its 6 pm on a saturday . Lydia S. I am writing this review to give kudos to Sheila Rife. On November 8th I called Penn Waste because I accidentally over paid and I wanted a refund. The lady (not Sheila) who answered the call responded "Are you sure you want a refund, your payment is due again soon?" "You have to wait until your payment posting." I told the lady I wanted the refund. She did not sound happy. She then said "You will have to wait 4 to 6 weeks until you get a refund. I waited 6 weeks and called about the refund. I spoke to another lady (not Sheila) who said "your refund should be there any day." It never arrived. I called again and I spoke to another lady (not Sheila) who said "this usually takes 6-8 weeks. I told her I was told previously 4 to 6 weeks. She then said "let me look into this and I will call you back." I never received a call back. I called again and that is when an angel named "Sheila Rife" came to the rescue. She was very nice on the phone. I explained everything that happened and she said let me look into this and I will call you back. She called me back and told me that the refund payment was incorrectly processed and she called the corporate head quarters to get the refund check sent to me. She gave me all the information I needed and I received the check in about 3 days. Sheila was efficient and so kind! She went out of her way to find out what happened to my refund check. She did the research and resolved the problem. Sheila did a fantastic job! She went over and beyond her job to help a customer! Sheila Rife is an asset to Penn Waste Company! Repeated failure to provide their basic services. Going on one month and my Christmas tree is still outside for pick up, despite being put to the curb at the designated time. Calls and messages every week with "customer service" guaranteeing it will be picked up the next week, then the next, then maybe next week. Called yet again today to be told a "work order" was placed and that "on one had any big items picked up" scheduled or not. I know other cities have it worse, with garbage piling up and waste "management" companies doing nothing about it... but considering they continue to raise the cost for piss poor service, it's just a joke. read more

We are required to pay for Penn Waste trash through York Township so even when they don't pick up we still have to pay! What kind of business operates like this! They missed our pickup on January 4th and we called. Said they'd definitely pick up next week on the 7th and it snowed so they moved our trash pickup now to Friday - which will be 3 weeks worth of trash. We can't fit it in our can and in other instances where this has happened (and it's quite frequently) we leave a bag outside the can and they leave it there. And we rarely put out anything for large trash pickup so you'd think they could at least take the bag! I wish we didn't have to have them because I'd buy a trash compactor and make monthly trips to the dump - it would be cheaper. read more

Our area has trash pickup scheduled on Fridays. When there are holidays, we're pushed to Saturdays. When there's bad weather, we're just out of luck. Every other area gets their trash removed, but we just get ignored. This has happened time and again. How about picking ours up on Monday? Ignore those who have Monday regular pickup. Week after week the collectors leave my bins in the street. Week after week I call and nothings happens. My bins are blowing around in the street getting hit by cars and being broken. There's trash spilled on the street and in my lawn. The bins are thrown in my on-street parking spot and I have to park my kids in traffic to get out and move the bins. They break my bins and don't replace them, even when they're completely at fault. This company doesn't care. All I ask is that they place the bins back where I put them, and not break them. I don't think that's too much to ask. They bill me incorrectly, they can't get my account fixed up properly, and every time I call they screw up something else with my billing. It's costing me time and money, and the service isn't worth either. At this point it'd rather drop off the trash each week myself. I write this on the occasion of canceling our service at our rural cabin, which took a half hour or so on hold while the calls ahead of me slowly counted down from 18 to 0 (our earlier voice mails went unanswered). Penn Waste actually has not been terrible all the time, and it's probably not entirely their fault that they have been terrible lately. It's a mystery to me how our sparsely populated rural community can possibly support more than one waste collection company. Rural southeastern PA is the poster child for why trash collection should be handled by the municipality, not the individual homeowner, but sadly Pennsyltucky just doesn't work that way. One outcome is that Penn Waste has frequently failed to collect trash due to "staff shortages," although I haven't noticed any reduction in our bill when this happens. We're going to try another company for a while and see if they are slightly less terrible. read more

For the past three months, our scheduled trash pick-up has been sporadic at best. We have gone over three weeks between pick-ups. After not having our trash picked up in over three weeks, we cancelled our service. Penn Waste came out and took the trash bags out of their trash cans and took the cans while leaving the trash bags behind. Trash that should have been picked up by Penn Waste to begin with. So just moved to the area in August of 2019 so we are not completely adapted to how things run in this area. Back in Austin, our trash bill was lumped in with water and sewer. Anyhow, two days ago, there is a ring at our door. It appeared to be a police officer or sheriff so I was pretty scared for a moment. Turns out that he was there because our trash bill had not been paid? WHAT?!?! First of all, who does that? Secondly, not a call or a letter. And, NO there was no letter. Penn Waste claimed they sent two bills and one email. They also told me that we were set up for auto pay. Read me the account number and everything. Said that some thing just went wrong. We save all our bills and we only had one arrive in late August and we already had it set up for autopay so we figured it was all good. There was a hundred dollar extra charge for the services of the officer. I asked the clerk to remove that charge and she said they cannot. I must go before the magistrate to have it removed. This is a racket, through and through. Seriously, no call, not even maybe a note on our trashcan or maybe just stop service before sending an officer with a hundred dollar price tag. Hell, even a certified letter would be better than sending an officer. Add THAT charge to someone's bill before an officer and hundred price tag. read more

There seems to be a big communication problem between the office/admin and the actual pick up drivers. In Dover Twp they are supposed to pick up bundled yard waste once a month and they constantly miss it.
