I did, in fact, fill out a detailed tracer sheet with pictures attached, I emailed it to Jenny on May 11th 2021 as well as mailed everything in back to your office. I have email receipts for proof, where can I email the proof to? Jenny then completely went off the grid and would avoid my emails and phone calls, completely unprofessional from a company. As for not going to claims court, you never responded to me on what is the correct legal information that should go on the claim at small claims court, which you messaged me about, and I never received a response from you. They suck as a management company. They refuse to deal with the tenant at 840 1/2 W Sepulveda St. She is loud, plays her music loud & honks the horn on her Turquoise Nissan Pathfinder at all hours of the day & night, slams her bar doors, plays the TV from her apartment even louder, and the awful raw sewage stench that coming from it is gross. Yes....complaints have been made, the police have been called, and NOTHING....no response from this management company. Lived in one if their apartment complexes for almost 2 years. When it came time to move out, we had our inspection and were told we'd get most of our deposit back since the apartment was in great shape. We were also told it just needed some touch up paint and cleaning. We received our deposit on day 21 after moving out. We were charged $805 for "touch up" paint. I spoke to someone named Cynthia who instructed me to email my request for a deposit tracer and was told I'd get it in a few days since they're "short handed." I followed up with Cynthia multiple times by email. And when I tried calling, Cynthia put me on hold repeatedly, sometimes cutting me off in mid-sentence. It still took them almost a month to send it. Based on this experience, we will not be staying at a Penmar Property again. read more

"Bob", tried contacting me months after I posted my first review. lol "trying to fix the problem"...what for? it was a little too late since I had already found something to rent. And never did I keep messaging them arguing why we got rejected. We didn't even get rejected. I mean we didn't even get an answer back from Angela as I stated in my first review. So now they're liars. I simply stopped trying to rent from them since I checked their negative reviews on yelp and elsewhere on the Internet. I mean I'm not the only one giving them a bad review after all. so for Bob to come here and say that i know why i got rejected is hilarious. I hope this helps people out there so they can see what kind of people they are. And yes Bob always defends his employees. Not professional at all! This was definitely a tough apartment to get! Penmar Management is meticulous in their requirements, and called each and every one of our employers and references. Serious business indeed. We worked with Angela, and found her to be professional and friendly. My best advice, however, would be to apply first. That's pretty much it. We submitted the application first, and ended up securing the apartment that way. Then our background was checked after. I did encounter a very rude man who viewed the apartment at the same time as me, and I say shame shame! Love the online payment that is automatically deducted on the first of the month. If choosing zero stars was an option, I would have chosen that instead. 1) This management company is extremely meticulous with the application process; one would think you're applying to join a secret government agency when it's just an apartment. 2) Once having moved in, there was virtually no way of getting them to fix anything around the house. We had a broken fire place that was never used because somehow that became "tenant's responsibility" to replace/fix even though it was broken before I even moved in. They told me if anything needed repair work around the house it would basically be my responsibility. Forget about regular wear and tear because they don't understand that concept. 3) Despite being one of the cleanest people in this world, I mean it, I mean I made all of my guests take their shoes off in an effort to maintain the carpet clean throughout my 2+ years there, Penmar stole more than half of my security deposit. I am in the process of going to small claims court because it's just really not fair. 4) Parking at the Lawndale apartment was horrible but they didn't warn me! Everyday was so stressful thinking about where I would park my car. I hope this helps anyone considering doing business with a bunch of crooks. read more

We found the property online and followed their application instructions (drive around the neighborhood, fill out application form online, contact Penmar). Angela quickly responded and I was able to visit the house the next day. This company is thorough and quick to respond. They checked all previous landlords and employers, which is a sign of a professional company. Once approved, Angela met us at the house and actually walked us through the lease agreement in every sentence. Again, a good sign. Just like a rental car, we were able to walk through the property and make note of anything that was already worn, scratched, stained, etc. That's fantastic so we don't have to dispute anything down the road. Even the monthly payment is easy and available online, which is great since checks in the mail are obsolete and sketchy. The property is amazing, and Penmar has been great. I lived in one of their apartments for 4 years. Everything was great- until it wasn't. This review will be a long one, but it can be summed up simply. If you were my mother, uncle, brother, mailman, hairdresser, or anyone else I even remotely cared about, I would tell you to RUN (not walk) away from Penmar Management. This includes potential tenants as well as owners. If you need more convincing, here's my story: On May 1, 2018, I received a $500 rent increase notice (which is a 28% increase monthly). This is a lifestyle altering amount of money. Even for a hard working single woman with a master's degree. I wrote them a letter explaining this and trying to convince them that this is too much for me all at one time. I was told (by Leticia Ramos, office manager) "if you can no longer afford to live in this neighborhood you are welcome to put your 30 day notice in." I loved my apartment and I really wanted to stay so I grappled with the idea of getting a side gig to make it work. So I put a few upgrade/maintenance requests in writing to justify such a large rent increase. Among those were: replace the 1950s-pink bathroom tile, replace the carpeted floors throughout with hardwood, replace the 1950s oven that required a thermometer to determine the cook temperature, replace the linoleum kitchen floors that were not properly installed, replace the stucco ceiling, and paint/replace the wood cabinets. Ms. Ramos stated that she would be willing to look at making upgrades (in the bathroom only) once the exterior stairs were repaired. I reminded Ms. Ramos that the exterior stairs had been damaged for almost a year, therefore, it was difficult to believe that the upgrades to my apartment would be done in a timely manner. Ms. Ramos then stated that if they were to list the apartment to a new tenant they would charge them $2400 so I should be grateful my rent increase is $100 less than that. I asked her if they would be able to list the apartment in the current condition for that amount and she said "of course not." So why would I have to pay the increased amount? On August 1, 2018 I moved out of the apartment. They deducted $361 from my security deposit for two sets of bedroom blinds (simple, vinyl blinds with a cord) to be replaced with faux wood cordless blinds. Additionally, they deducted $935 from my security deposit to replace a glass stove top with a small crack. The stove top worked perfectly and was still beautiful. I assume they wanted to upgrade that as well so that they could charge the new tenant $2400. Neither of these charges included a receipt of any kind or an estimate from a contractor. I reminded Leticia Ramos that California Civil Code Section 1950.5(g)(2) requires receipts for any deductions over $125 within 21 days of vacating the property. Over various phone calls (on 8/14, 8/15, 8/16, 8/21, 8/22, and 8/23) I was repeatedly told that I would never receive a receipt for the deductions made, but they were looking into my deductions. On August 24, 2018, I received an email notifying me that I would receive an additional refund of $361.73 with no explanation or admission of mistake/wrongdoing. To this day I have yet to receive any receipt or contractor estimate for the additional amount deducted ($935!). Oh and if you're still reading this you've probably done your due diligence and read through the other reviews. Many of the positive reviews below are from the complex I lived in "Hermosa Shores." All of which reference "Brian" as the amazing property manager that took good care of everyone and made it such a positive experience. Brian is amazing. In fact, he was the best property manager I've ever dealt with. Unfortunately, this February (2018) Penmar unexpectedly fired him without explanation and the complex has been without an onsite manager since. Once again California law requires there to be an onsite manager for buildings with 16 or more units. But at this point I think Penmar believes they are above the law because you're not breaking the rules until you get caught. read more

The process of approval was long and required background checks on previous employers, landlords, references going back years. Once that was finished Angela was quick to process paperwork. The property was in good shape on the surface and looked to have been cleaned. Except the carpet was very used and in need of a change. On move-in, I thought we had mold under the bathroom sink, so I emailed Angela pics and she was quick to have Robert get in touch with me. Within 24 hrs he was there and cleaned it out. He also pulled out some nails that were sticking out around the corner from old cables running down the stairs. Update: After a year and a few months, my family and I moved out for a new job I accepted. Robert came and did a walkthrough, documenting everything. He gave us a short list of fixes (which we did) and were told we'd get majority of deposit back, no problem. Then weeks after move-out, we receive an absurd "estimate of repairs" reaching $2699.38, which is majority of our deposit. The estimate is clearly inflated costs and or issues that were reported and never repaired correctly. We are currently now in the process of small claims. Luckily we documented well. They must have some bad tenant experiences before because some of their practices are unheard-of and very intrusive. For e.g. they told me that I might not get approved because I have moved a lot! They told this even before running my credit and background check. I have 750+ credit and I have applied at other reputed places and their process was quicker / less intrusive; and got approved in each of them. Penmar agent - Angela told me that she will call my each and every past employer & leasing office / landlords. They also have asked me for a copy of my social security card - this is too intrusive and some might say, even illegal to ask. For someone new to the state, it's natural that they will move to different places, before settling in a place that they like. If you don't mind the initial headache of their intrusive application process and also how they treat you then I think you should be fine. For me, this was not fine and I have lived in lot of communities before so I know what's the regular application process is. I am very glad I did not give them the application fee and opted to not go ahead with my application. Edit - It's an old review but I still want to make sure one thing is clear. To tell why Mr. Bob that I'm correct but you're wrong. You guys want to believe what you want to believe without doing any research. And this shows in your reply to me. Do you even know how many times I moved? I don't think you do as neither you or Angela asked me that question. And don't try to deflect the focus of this review from the points I mentioned about all the malpractices that your company is doing. (asking for social security number especially) read more

I've had a great experience with Penmar Management. I found an apartment online I fell in love with and Leticia R. was able to meet me that day with a smiling face to show me around. I immediately filled out an application and Leticia was able to walk me through signing the lease VERY easily. I appreciate all the time she took to make sure she answered all my questions and she was very accommodating to my schedule. 2 Stars instead of 1 because Angela was on time and polite. Was going to leave a detailed review but I will sum it up quickly. Don't tell an applicant to submit a credit app because more than just the credit score will be considered so give it a go. It's 50 for you and 25 for your spouse. Crazy thing is the service they use to run the credit checks don't charge per credit check. They pay one low flat monthly fee to do this. If you look at the other reviews on here that seems to be a big complaint. With Credit Karma and all the free ways to check credit now what the hell is the point in charging someone that much? But we did it based on her telling us that they would consider more than just our score. Combined we earn 175K per year. Have been working at our jobs each over 12 years. Our rental history is stellar. That all being said Angela emailed us back pretty quickly after submitting the app, going to the store to get a money order then taking it down to their office........(It's 2017! Your online app does not let you pay for the credit check and again) and she told us we were declined because of our credit score not being 600. I just looked it up and it's damn close. Bottom line is, don't apply unless everything about your backround is spot on with no issues. Otherwise you are waisting your time and money regardless of what they tell you. read more

Overall great experience as a new tenant moving to one if their properties. Although their extensive background checks and verification can seem extreme, its good to know that they care anout finding the right tenants to occupy their residences. I was under a very tight timeline and Angela went above and beyond to accomodate me, working with me every step of the way. She was a pleasure to work with and always kept me up to date on the status of my application, making the property ready for move in, etc. She made an otherwise stressfull process smooth and easy. DO NOT do business with Penmar Management or Bob Green. They are the worst property management company. Only an idiot would not be able to manage small properties. They essentially had less than a 2% rental increase in the last three years, for properties which are NOT rent control, which is ridiculous. They have paid bills late, inclusive of a mortgage, and expenses were high as a result of their poor management. The straw that broke the camels back is that they leased one of my units to someone who destroyed a brand new property and even had a verbal agreement allowing them to make installment payments for security. Be careful with Penmar do NOT trust Bob Green. Bob Green left me a voicemail message threatening to post bad things against me on yelp. He is insane and he is a thief. I have reported him and you should be careful. Now he is trying to clean up his books and records which are horrible and shows that there is a complete lack of financial controls and compliance which should be punishable in the court of law due to what appears to be a commingling of funds. Very, very dangerous company. As far as a review which was positive four years ago, back in 2013 on this company. Taking a vacant building which was the case back then to occupied at below market rents, is not difficult, so I was happy. But filling them with anyone who can walk and chew gum at the same time while getting paid a flat fee regardless of quality of the tenant is the problem. when a property manager charges a flat fee they have no incentive to do anything, they can care less how much money an owner losses or vacancies, or expenses, as they get paid regardless. Think about it for a moment, they are no different then the government. Have you been to the post office or DMV, that is what you get with penmar. They con you with an income guarantee for 90 days or some ridiculous time period. but that is easy to do when you lease up to anyone at below market rental rates and then never increase the rent year over year, who would move or not pay rent under those conditions. Today I am smarter and wiser and only do business with partners whom value and incentives are aligned with mine. Meaning they don't get paid until I do. This is how it works, everyone's incentives must be aligned otherwise it's NOT a good partnership and will result in laziness on the one which is getting paid (Penmar) regardless of how much money they lose (owner) because they don't care. Why should they as its welfare at its finest. i tried to work with them for a few years but when they started paying my mortgages late, which would have hurt my credit, refused to get rid of the problematic tenants they found, then wouldnt market a vacant until i finished the make-ready versus marketing saying coming soon like any other competent person, that is when i said enough is enough. After nearly a year of this abuse and then blaming me as I am the cause of their incompetence, that is when I had to stop using the and replace them with competent management. By that time it was gross disrespect which is equivalent to spitting in my face. I gave them sufficient rope and had to cut it off before they sucked me until i was dry, dead and unable to resusitate the patient (my properties), which i paid them to protect but they nearly killed. Then to call me out of the blue on 3/3/17 to ask me to change my post from last year or else as if to threaten me was another example of gross disrespect. I had completely chalked it up as over and done with but to threaten me again was insane. Then I remembered Bob telling me he was an ex sheriff and then I realized his tenure was during the era of police Chief Daryl Gates and LA County Sheriff Baca who both breed violence, police brutality against minorities, and corruption, so he obviously has those same traits today as he did back then in law enforcement and you can't teach an old dog new tricks. read more

When my mother died and left me with her apartments, I was overwhelmed. I needed a property manager and I made the mistake of looking for one that did it the cheapest. My first attempts resulted in me getting property managers that were looking out for their own interests rather than mind. Finally a friend told me about Penmar Management with their life time guarantee that tenants will pay their rents on time. It is hard to believe that they will pay with their own money if tenants don't, but I have it in writing. In the two years they have now been managing for me, I see how they do it. Their trick is to get me the best possible tenants, ones that always pay on time and don't cause problems. They can find this kind of tenant quickly because of their outstanding marketing. They don't take any crap from tenants that mess up the place or pay late; they get them out quickly. (These are the cry babies that plaster them with bad reviews) The bad tenants are quickly replaced with quality tenants causing my property to attract even more good tenants. RENTED MY FAMILY A HOUSE WITH DEADLY BLACK MOLD!! Penmar is a Dishonorable Heartless company. Would not reccomend to my worst enemy. I rented a house with my boyfriend last year (5866 John ave, long beach 90805). I won't get into all the terrible illegal things they did to us (stopping by late at night several times demanding to come in to take pictures and inspect without calling first or giving us the legal 24 hour notice). None of that matters compared to what happened to me in the end. The house I rented from them had toxic black mold in the heating/air conditioning vents and other areas of the house. My completely healthy 26 year old body started to deteriorate before my eyes. I ended up getting so ill while living there that I almost died. I was in and out of the hospital and after extensive testing and labs the doctors found I had a very serious fungal infection "Aspergillosis" in my lungs, sinuses and esophagus. I was put on very expensive meds. I lost my career I could barely walk I was so weak. I did not have health insurance, I racked up $20,000 of medical debt to try and save my life. I contacted them while living there (this call would be the only call they would accept from me) and told them we were moving out immediately due to the mold problem, that I had gotten very ill while living there and that the owner needed to be notified immediately. Someone from the company came by to do the final inspection and he said "Yes it smelled strongly of mildew in the house and he was worried". But nothing was done about it, the owner was never notified, Penmar never accepted my calls. I wrote them a formal letter they never wrote back. They would not even speak to me or my boyfriend after the inspection except sending us a letter telling us they were taking our full deposit money for damages that never existed. I kept an immaculate home this was quite shocking news. They included items like weatherstripping around the front door needing to be replaced from normal wear and tear of opening and closing the door, so they took that money out of the deposit. They didn't even try to come up with things to justify keeping the rest of the deposit, they just kept all the money. We tried to call everyday to talk to someone, anyone, that this must be a mistake. No one would call back. When we went to penmar in person they would not speak to us or come out of their offices in the back, they sent the receptionist out to tell us to write a letter. Then she sent us away. I wrote letters they never responded. I continued to call, no answer, sent straight to voicemail. Phone calls never returned. After we moved out Penmar moved a new family in there within the next week. I unfourtunatly did not have the money to hire an attorney because I could no longer work due to my health and was too weak at the time to go through a lawsuit. This company disappears on you if you need to get ahold of them or if something goes wrong. They will not disclose imperative information from the renter to the owner of the home. They will take your full deposit and not have to justify it. You can't rebut it or have a conversation or ask questions about it. My recommendation would be to stay far away from this company. read more

I lived at my property for 4 years, and never had any issues with paperwork, rent, etc. I worked with Julie throughout the application process and she was extremely helpful and responsive. Had one minor plumbing issue last year while I was out of town, called Penmar, and they worked directly with on-site management to take care of it before I returned home. I would have happily stayed longer, but I had to relocate for work. I worked with Robert to arrange an initial inspection and a final move-out. He arrived on-time for both appointments and was very courteous. The whole process was painless and I received my deposit (minus cleaning charges, which were very reasonable) within a few weeks of my final move-out. read more

I have now lived in my apt in the South Bay for over a year and never had any issues with the management and paying for rent electronically is awesome. Maybe someday we will be able to pay via-cc with a lower transaction fee, but for now, I'm good to have it pulled from my bank at $0 cost. I'm so glad Penmar takes the time to do a thorough background check for new tenants. We want awesome neighbors! I especially love that my building manager Brian lives downstairs in my building and is always super helpful and reachable. Whenever I've had any issues, he always gets back to me super fast..and if there's anything in the building that all tenants need to be aware of, he sends out a group text/email. It's very thoughtful and nice to know that you have a manager that you can trust and not be home for any or everything that needs to be done for the building *THANKS BRIAN*! read more

This again shows how deceitful she is, she contacts me for the first time ever after taking my money. Then have the audacity to send a cryptic email with no message attach. She then said I could leave the application with her, she then made a copy of the money order and stamp the copy. I should've realize then there was a problem. The agent calls me at around 1:00 PM asking if I was paying on anything, I told her no, she then says she can't get access to my Fico score. I'm thinking WOW for *$50.00* you shouldn't be having any problems (rip off). She then said she had another way of obtaining the information. That was 11 days ago, they have since rented out the place, which I find very strange considering she told me I was the first to see the apartment. I returned my application the next day that morning so I thought I had a chance. I guess I was wrong. She hasn't called, emailed or even send me a letter that I was no longer an applicant or even approved for the place. I was ripped off, $50.00 is a lot for a credit check and for her to just take my money really upsets me. This place needs to be investigated and no longer allowed to be opened. Their fee is twice as high as other property management companies, but I was willing to over look it because they had a place in the city I wanted stay in. People beaware and if possible stay clear of this management company. I've since applied for an apartment with another company and was approved the sameday. Must know, They do HARD Line CREDIT CHECK, I have credit score 830, history 100% , monthly income 5 times of monthly rent, provided all info to them pay check, bank statements, will take your application fee Cashier check only , then everyday they asked for new requirements. I have a proof they asked me for 3 years tax papers to rent a 1600 apartment 25041 Oak st, (still available from past 3 months). Trump supporter Racist Mr. Green said "we feel we are FBI". Looked like I was dealing with TRUMP. Just because my Employer didn't reply in 6 hours they said we have to move on. I provided most recent checks , my Avis Id but still they said NO. Then got them verification but they had to move on, No wonder his Condo was available from last 3 months. I got approved for 2950 rental house with Pinnicle but not for 1600 with Robert Trump. If you are from middle east Muhammad, Najeebullah, Ali any those names, don't waste your money and time dealing with them. Be careful providing your information they mights screw you. I dont normally write but i have to share this to help others, I think if someone elae had done this, I wouldn't have dealt with them.
