Located atop one of the hotels, this rooftop bar and restaurant has some of the best views of the river and drawbridge! Simply take the elevator up from the hotel lobby to the 4th floor! Service was alright during our recent visit, although the server seemed to not be enjoying the heat too much! We ordered up a round of drinks, which were pretty solid! Moscow mule didn't come in a copper cup, which is always a bit disappointing. Also, the menu is a bit too elevated for the setting...should be more approachable with less spendy options! I enjoyed visiting here for a few drinks and the appetizer walleye and wild rice cakes. I enjoyed my Tuscan pear drink but my boyfriend Manhattan had too much syrup in it so we said something. It was mentioned that the bitters had been forgotten. The walleye cakes were delicious and the tartar sauce ontop appeared and tasted homemade! The view was amazing. Good rooftop spot with a nice view in downtown Stillwater. The hummus plate was delicious and large enough for 3-4 people. Drinks and food seemed overpriced, but it was a good spot for a drink/app and a view. Service was quick on a busy night. There's paid parking around the building, but free parking if you are willing to walk ~0.5 mile. read more

The ambiance is a 10 with a great view of the water and the lift bridge. The menu is pretty small. They have sandwiches, but they are open faced and they only come with a salad. We didn't see a side of fries on the menu. The prices are high, seemingly paying for scenery not the taste of the food or the service. What a beautiful fall day today in October around 3:30 pm on a Thursday... Your sandwich board sidewalk signs we viewed today in Stillwater brought my adult daughter and I in to the Water Street Inn and to right to your rooftop patio restaurant. Exactly what we were looking for! Christa was super friendly and positive even though we could tell she was a bit stressed and the restaurant was getting pretty slammed on such a beautiful day. We had no problem waiting a bit here and there but over all a wonderful tasty experience. Totally Loved the Carbonera. I would absolutely go back just for this. Not super over the top flavor or spice- just smooth and silky all the way. It appears Charlies Restaurant and Irish Pub on the main floor in the Hotel is both inside and outside and might possibly be an ok option for when the weather turns and the rooftop is closed. read more

Excellent. I do not know what's up with the reviews but my wife and I had a very pleasant waitress and an excellent Margherita flatbread. It was good enough to return for drinks and appetizers with friends later that evening. We orders the steak fries and they are highly recommended. Also, this place has the best view of the river front. read more

The meatballs were small and hard the red sauce was average. Not as described. The goat dip was good. Creamy and cheesy. The chicken Alfredo has chewy chicken pieces and wasn't very Alfredoy. It was our first time coming to Stillwater and this restaurant, originally, we were going to go to Marx but it was full. While looking around for another Italian restaurant we drove towards the sound of ABBA and water and found Papa's Rooftop. We thought it would be perfect, we love ABBA and water. Especially with our coming out of state. We were seated pretty quickly, but not served or even noticed for 20 minutes. We had to get the attention of staff to even get our menus and drinks. It took about another 15ish minute to even order. The food was okay, not enough flavor. The goat cheese dip was probably the best. But the linguine was watery and bland. And worst of all, the pizza looks like someone took a slice out before serving (which was even more apparent when organizing the slices prior to eating) *pictured. In summary, although the setting and ambiance were beautiful, the service and food were not worth it. read more

Fool me once, that's on you. Fool me twice, that's on me. I'm happy to report that yet again, I have made the same mistake twice. Not often do I do this in the restaurant visits. I was excitable and had hope. A rare thing these days during our dictatorship. I attempted Papa's for the second time. After a 40 minute wait that was supposed to be closer to 25, we were seated on the roof. And there we sat. For another 15 minutes. So we left. The last time I visited we had a rude waitress and slow service. I cut her a break because our group was a bit tipsy already and potentially loud. After round two of a total waste of time and more disappointment than my last tinder match, I won't be back. The menu is limited and lacks any sex or appetite appeal. Dine elsewhere read more

I normally just chalk a bad experience up as a one off but his past Friday was terrible in every regard except for the view. The process for holding a table was clunky and when the automated system told us our table was ready we were greeted awkwardly and had to wait around cod about 15 minutes in a crowded area and eventually pointed out an available table and were seated. We then had to wait 5-10 mins for menus and another 20 before water, much less our cocktails arrived. We placed a dinner order which the server lost and saw two tables be served with us while we waited over and hour for a few pizzas with 2 small children's. From there we had to ask for silverware, napkins, grab our own 2nd drink from the bar and eventually our own takeout boxes since it was nearly 3 hours from start to finish. My final please was to ask the server to "help" is for how horrible the experience was and all he did was knocked off a few bucks. I'm not looking for a free meal but expected more. I'm still surprised about how every element of our dinner was somehow bad. So disappointed.... read more

Do not go here. Great view. Terrible experience. We checked in with hostess and she said it would be 10 minutes. An hour later, no table. Look at all the open tables in front of us! What a joke. We even told them that one of our party had time limitations due to upcoming flight. Other people asked us how long we had waited and these folks were in the same situation. They were told it would be 15 minutes and 45 minutes later they were still waiting as well. We all had ordered drinks. Went back to host and he said 'we are short staffed.' I said that I would have appreciated a heads up. I guess when you see so many open tables and you are waiting for a table for an hour, you should get the hint that something is wrong. Papa's Rooftop has a new chef and a new, simpler menu. So ignore the poor reviews of past years. I'm pleased to say it's excellent. We enjoyed a gorgeous evening looking overlooking the St. Croix. We ordered some tasty appetizers - steak bites, brussels sprouts, plus a flatbread. One of our party had an open faced sandwiches covered with melted gruyere, which was also very good. Pretty small menu but the few items they offer are pretty good. Nice views and nice aesthetic once the sun went down.

Friday 4th of July weekend, we started our adventurous day in Stillwater on the rooftop. We were seated at a table without an umbrella, which on this extremely sunny hot day was unfortunate. We asked for an umbrella and were told they were all in use. How do you build a rooftop bar and not have enough umbrella's???? We moved to a table with one before our drinks arrived and proceeded to tell our waitress and she walked away from me with the comment talk to the hostess. I am pleased to say our drinks did find us and the goat cheese appetizer was delicious! i understand with Covid people are a little under staffed and over worked but they could have been just a tad friendlier. read more

This was my first time coming to Papas on the Rooftop. It was such a great space. Every table has a nice view, even if you aren't by the railing. You can see the river, the bridges, the boats. The goat cheese appetizer was amazing and the margarita pizza was delicious! Although the St. Croix Spritz drink did not taste anything like the description....it was made with lots of alcohol and worth the price. . The pizza chef came out to talk with the guests and the 2 hosts Ryo and Gretchen were very interactive and fun with the guests. Overall it is a great place to enjoy a summer evening. I ate there on a beautiful fall afternoon. We were there just as they opened for the day and everything was perfect. We were very impressed with the safety that began with limiting the number of people in the elevator. Tyler, our server, was great as well as all of the food that was ordered. You would think this place had it's ducks in a row judging by how nice it looks from the outside but you would be wrong. After waiting for 40 minutes for a table I was sat at a very nice table on the rooftop. And that is where the niceness ended. The hostess didn't know how to use the IPad or how to decide where to seat me. Then I sat at a table for 15 minutes (no exaggeration) without being acknowledged or even being brought water. My advice is to skip this place. We wanted to enjoy a rooftop bar overlooking the St. Croix. The view is great, but the customer service was terrible. The drinks are also overpriced and were just "ok". What really got me was how rude the staff was. Plus, once they delivered our drinks, they never followed up with us to see how we were doing. And with that, we asked for our check and got the hell out of there. Not a do over place and will not be going back. Stay away. read more
