What happened was, I requested a simple handoff to the supervising personnel at the private mailroom. The attached proof of delivery form says this is acceptable. However, they claimed documents cannot be served this way, insisted that the form was wrong and that the advice from the Superior Court self-help desk was wrong. And then, they insisted on a stakeout with a fee of $275 and up. Perhaps the business does not fully understand all the options for serving papers.
