Was craving burgers and my boyfriend had been coming here for years. This place did not disappoint. It's connected to another restaurant. They had a variety of items on the menu, but my craving was a burger. I did the lettuce wrap elk burger and it was delicious! Meat was cooked to perfection. We ordered a lot of dishes. My friend said the meatball pasta wasn't a no go. I enjoyed the fish and chips as it was crispy and moist. Loved the other appetizers (charcuterie, apple & beets, oysters, and ceviche). Our first visit to Portland and our first meal in Portland. Man did we get lucky! This place has an awesome menu. We had the chicken fried chicken and the lamb meatloaf. Both dishes were excellent! The meatloaf was soft and moist sitting on delicious hummus and accompanied by a tasty bed of orzo salad with greens and olives. The chicken was cooked perfect and came with a very tasty gravy and accompanied by a side of greens cooked with onions and bacon and also came with a side of Mac n cheese. Man, I used to adore this spot and would come at least one weekend a month. Over the last few years, the service has gone downhill. I have worked customer service, and I understand how soul crushing it can be. The dead-eyed waitress was having such a bad night and clearly did not want to be taking my order so badly that she made me uncomfortable and like I was doing something wrong by existing at her table. I ordered the chicken bacon salad, and it came out...with no chicken. I told someone bossing a table nearby, and they were concerned and offered me three or four options to fix it, and it was overwhelming, man. I was hungry and just wanted to eat dinner, not answer 20 questions. After they fixed my meal, I never saw anyone who worked there again. No one came back to see if everything was okay. So we wanted to go to the observatory but due to seating could not so were told to go here (basically the same place, same menu) but it's behind the observatory and due bc of the rona we had to walk around the building. Anyway the food was delish. A simple place for some paté and a lamb goat cheese burger. The burger was cooked to order (medium) and was juicy. Sweet potato fries were fresh cut, crispy, not soggy. Service was excellent as well both servers were on point and worked together very well. The kale salad was also very good and the small portion was more than sufficient. FYI:The other side of The Observatory. While The Observatory has a hip bistro feel to it, Over and Out has a hip yet chill sports vibe with a pool table and a few TVs. Their menu is the same as The Observatory, it's just a different planet "in the back" where Over and Out is.The food here is consistently good, over several years. Lamb burgers are amazing, but of course they have regular hamburgers that are splendid. The Veggie burger is one of the best I've had, but try yourself to judge. The Happy Hour is fabulous, and EVERY DAY for a brief 3pm-5pm time slot. The Happy Hour food menu is great: From Tomato Bisque, small salad, great wings, Parmesan fries,tacos,sliders, and mussels. There's something on this menu if you're hungry, as the portion sizes are good. The Happy Hour well drinks are a good value. There's also an intriguing cocktail menu. Enough about Happy Hour. Please! After a negative experience at Roscoes with the service, we headed to Over and Out. The host asked us where we would like to sit and we decided on the bar. The bartender greeted us right away and was very pleasant! Refreshing to have good service in this city. We ordered our first round and some happy hour food right away. The HH fish tacos were absolutely amazing and a great value, the perfect balance of spice plus good fish. The Caesar salad was not very good, and I remember that from past visits. However the great service and the amazing cocktails more than made up for one food item that wasn't my style. I should have stuck to the cheese plate, best one in Portland. My wife and I planned on eating at The Observatory for our anniversary. However, when we got there, they were full inside and outside. We decided to go to Over and Out since they offer the same menu as The Observatory. Unfortunately, the outside seating was basically the McDonalds parking lot, so we decided to eat inside. We always like a good happy hour, so we ordered numerous items from their great looking happy hour menu. We ordered the Sesame-Sweet Chili Glazed Chicken Wings which were absolutely amazing. Perfectly cooked wings with a great glaze on top with a wonderful flavor. I would highly recommend these. The Garlic Parmesan Rosemary Fries, which were probably some of the best fries I've ever had. These were highly recommended by the waitress. The Chicken Pate, which tasted great. This came with the pate, crackers, bread, pickles, and pickled onion. The Blackened Fish Tacos. Unfortunately, this is probably the one item that fell a little short. The flavor was okay, but they certainly were not blackened and there was a lot of liquid. Looked like the fish came out of a steamer. Finally, we had their Warm Brownie for dessert, which tasted amazing! We had been here once before for happy hour and loved everything we had. It's nice to see a happy hour menu that changes. The service here was great. Everyone working there was really pleasant, even during the challenging COVID times. The fine folks from one of Montavilla's most popular restaurants have taken over the vacant space directly behind the Observatory and turned it in to... well... the bar version of The Observatory! They stoked out this space with a similar dark, yet cozy atmosphere, some sporty additions like the aforementioned TV's, pool and pinball, and brought on 8 new taps of tasty brews to pair with their full cocktail menu. So not only do those waiting for dinner at the ever popular "O" next door, but us locals have a new watering hole where we can post up and catch a game, grab a tasty cocktail, and grub on some of the best food around. These guys just opened today (March 1, 2011) and they are still serving just a limited menu in the bar (similar to the late night menu at Observatory) which includes the burger, the veggie burger, and the pulled-pork sandwich, along with apps and salad, but word has it that at some point they'll be offering the whole menu over there. The Observatory in a bar setting. That is basically what you are getting when you come to the Over and Out. It's the backside to the other restaurant. Same kitchen, smaller menu and better prices. As long as you don't mind that it's more a bar than a restaurant. It's great for a date or a quicker meal than being put on the waiting list at Observatory. I have been here on two occasions now and I really enjoy the food. On my most recent time, I split a few appetizers with a friend and the food was just great. Fry bread with a tomato based sauce and a plate with hummus, veggies, olives, pita bread and hazelnuts were both excellent. I have eaten the burgers before and they are also one of the better burgers in town. This is a great spot in the Montavilla neighborhood as I'm sure many of you know. Worth it for a relaxing time, good food, good drinks, pool and pinball. I should get back here more often. read more

Very solid Montavilla option. This was to be the penultimate stop on the latest edition of the Montavilla Thrilla pub crawl. Due to seating limitations at the other stops, AB and I decided to skip to dessert and post up in O&O until the party came to us. We were able to snag a huge table, anticipating a horde of Yelpers would be showing up forthwith. It only took a little while longer for that to materialize, by then we had forfeited part of our table to another group who, let's be honest, were needier than we. We got it back once they left, any old how. Where was I...oh yes, Over And Out. Yeah, so we ordered way too much food but Little Lindy Lou, was it good! You simply must peep the pic of the cheese plate I tooked. It was a worldbeater. Burger and fries, also nice. I knocked back a number of bottled pilsners cuz that's how I do. Yeeps started trickling in and it was ON, son. We had a couple of non-adjoining tables and shuffled back and forth (to and fro?). Very roomy place with available tables even at prime time on Friday night. The waitstaff were way friendly and attentive to our nearly insatiable needs. I got no beefs with this here place. Wow! I don't know what to say here that other reviewers didn't already say. My hubby and I already loved the Observatory food, their Oregano Fry Bread and their Veggie Burger that other reviewers have mentioned as well! But my husband was head-over-heels in love with the fact that we could belly-up to the bar, zone out and watch the Blazer Game, not have to wait for a table at all, and still have the same quality food and drinks!!! They also have pinball and pool ball tables which is another selling point as well. I predict in the future that when we decide to go there, we will be going to Over and Out more, and less of the Observatory. But, that is just due to personal preference. read more

Is it Oberservatory? If I was feeling really astute I would go back and change my Observatory review...but maybe I won't. I had always been meaning to come back to Observatory because my food experience there was less than spectacular. One Friday evening my friend and I came to check this place out. I was surprised how easily we found a table at this hour considering how hard it was to find somewhere to park. It might have to do with how hard the place was to find. It is literally in the back of the building where observatory is. Like back by the McDonalds parking lot. Perhaps that's why it wasn't so crowded and perhaps it added a certain Je ne sais quoi. I was instructed that Observatory had good burgers. Since these two have the same menu basically I went for the lamb burger. It is paired with a ton of goat cheese and roasted peppers. Very simple, but very good. It almost didn't taste like lamb it was so mild, pairing with the goat cheese was money. My friend got the Asian chicken salad and raved about it. So much so that I didn't even get a bite. The drink list is very creative and the drinks were, as I would describe, Mighty! There are so many good places in this area, but I wouldn't hesitate to come back here for a burger. Very friendly and helpful server too. read more

Best Fish and Chips I've had in a very long time. Last best Fish I've had was in Everett, WA off Possetion Sound about 11 years ago, but they closed some years back. Both the fish and chips were delectable. The fish was one large pice, thick and had a wonderful tender bite, while the Panko crust was crisp and crunchy. The "chips" or fries if you rather, had a light batter coating and were crunchy, yet fluffy in the middle. Delish! The only issue that came up was when our salad arrived, we ordered the Cesar, which came with trimmed, but whole,romaine lettuce leave, sprinkles with the toppings. Fist off, am I supposed to cut the salad up bite by bite or do I cut up all the leaves and then toss it? Oh well, we figured it out and it was alright. Other than having to chop my own lettuce, the service was great and the food was above my expectations. We will return, but may not get the Salad. read more

Stopped by this place for the first time a couple weeks ago while waiting to see a movie at The Academy. Nice pool tables, bunch of pinball machines, tvs, and my personal favorite Buck Hunter. Great happy hour prices (fry bread $2), $3 micros ($1 tall cans for those that like pbr or high life) daily drink specials are usually pretty awesome as well. I was out riding my bike all day and they had a perfect refreshing stoli apple drink as the special. The Tom Kah is an amazing drink for those of you that prefer to drink your desert. Perfect blend of sweet and hot. Food of course is fantastic, i do wish they had some more entree options, but for a bar it's tough to beat. Originally me and my girlfriend decided to go to Observatory for their charcuterie board around 830 but the waitlist was insane. We decided to head over to Over and Out which adjoins Observatory and scoped out some bar seats which only took about 10 minutes. Great decision on our part because the wait on the other side would have been about 45 min to an hour. These two places share the same kitchen so the menus are basically the same which is great. We were able to get our charcuterie board and the elk burger which were both delicious. You can also get signature cocktails you would at Observatory and they have daily drink specials. It was Friday so I had the Dickle and Pickle for $4! What a deal! A healthy glass of Dickle whiskey and a shot of their house pickle juice to cleanse the palate. read more

I can't believe I have yet to write a review on this wonderful place. I love it here! Hidden right behind The Observatory, this bar/restaurant is easily one of my top fav. local establishments. Much praise to the waiting staff who are always attentive, always friendly, and never fail to serve tasty bites and drinks that are straight fire (strong, yet oh so delicious)! The vibe here is comfortable, and is a great place to chill out and catch a game or two without the big-loud bar environment. Over & Out is equipped with 2 pool tables, a few pinball machines, and a fully stocked bar with ready to order tasty drinks (my personal favorite is the Manhattan). I've been to Observatory but it's been a few years and Montavilla has some of my favorite spots, so I was happy when a group outing decided to check this place out. Back in the day I loved their fry bread and hoped it hadn't been done away with while I wasn't looking in the shameful years of my absence. The hostess let us know there'd be a wait for a Sat night dinner but encouraged us to pop into the back and have a drink there while we waited. We happened to time it right to a) see the Blazers game end and b) find an open booth that would seat our group! I had two drinks that night, and they were both sensational. I had a bit of analysis paralysis with the cocktail menu, which is just the way I like my cocktail menus. I had a drink with strawberry puree and peppercorns (Capricorn) and one that was an old fashioned with tart cherry infused bourbon and fresh pineapple (Fresh Fashioned). I really, really, really wanted to try the milk, honey and rose cocktail (Rose Milk and Honey) but I've been slowly phasing down the dairy. But both of them were excellent and I can't say I'll never get around to trying that ethereal, confection of a cocktail. The cocktail menu hit it out of the park for me. I had a simple chicken salad to eat which was overwhelmingly huge, I kept losing bits of greens off the plate (I had it with a fried egg atop it, the next morning for a lazy bloody mary brunch)... and then we decided to split a piece of the carrot cake. In the bathroom, people offered sage and contemplative advice about politics, life and time. My advice: Get the carrot cake! read more

It's the observatory food, but in a sports bar-ish setting on the opposite (back) side of the building. It has a ton of open seating, and the restaurant is fixed with several big TV's all around, a pool table in the middle, and a big full bar. I actually prefer Over And Out to the Observatory because of the setting. But that might be because I like to watch the Trail Blazer games and if we go out to eat on a game night, it's usually right in the middle of the game, but at Over and Out, it's on at least one TV! read more

On a stretch of street that practically gives away real estate to humble neighborhood almost-dives (as well as a couple real dives), Over and Out is the fancy cosmopolitan cousin of the rough and tumble but nice family. Which I guess would make a place like Vintage the overly genteel elder aunt that doesn't really come to gatherings and no one ever hears from, since nobody I know ever drinks at Vintage anymore. But if you get past the connection to The Observatory and the sometimes absurd prices of cocktail beverages, you'll find that Over and Out hasn't completely outgrown its proximity to the plebeian thoroughfare known as 82nd Avenue. First and foremost, it's a sports bar. Or if not an all-inclusive sports bar, it's a decent place to pull up a seat and watch a game, or stay on your feet to shoot some pool while watching a game, or lean against a pinball table with intermittent interruptions from the game. There's not a ton of space, but if you're lucky enough to get a seat at the bar, you get a prime view of whatever is on the telly. Plus, you get to take advantage of the wide bar top, which holds plenty of room for your drinks and vittles from The Observatory. Turns out the fry bread tastes amazing anywhere you eat it. And if none of those factors appeal to you, you can always lodge a complaint on the chalkboard walls of the restrooms. The messages I happened to read were far too peppy. While in Portland and looking for a place that served good food and drinks AND had sports on TV, an associate and I went to the Over And Out, which is the bar behind The Observatory, which we walked through to get to the Over And Out. There's so many great places to eat and drink in Portland but thanks to Yelp, we settled on this one! There's nothing wrong with this place! Nice big bar, lots of tables, a few large screen TV's (which they were graceful enough to allow my associate and I to watch the Kings hockey game), and a bunch of vintage pinball machines! It's like a Chucky Cheese for adults! The menu had lots of interesting choices. My associate had the Tuna trio, which had three different types of Tuna sashimi and various sauces, along with a Beet salad, which he loved! I had the Ceviche (Rock fish) to start, which had a nice spicy kick to it. For my entree, I had the Pulled Pork Sandwich, with the chile bbq sauce, which had the most kick to it, but it was delicious! Piled high on a great bun, there was a pile of delicious cole slaw on top. Of course like most dishes in Portland, it came with Sweet Potato fries, which were perfect! It's a "sports bar" without that gross sports bar feel, just a couple of TVs without being oppressive. The always lovely Observatory staff has expanded to bring you the same great food as the restaurant (minus the actual dinner entrees) and the same delectable drinks. Now that the word is out that The Observatory is the place to be, and my once quiet little hideaway is now usually teeming with thirsty travelers by 5pm, I'm thrilled to know that there is another fabulous space to either wait for a table or maybe just land for the night. Sweet little place...The goods: pool tables, pinball machines, ample seating and a pretty fun cocktail menu. I had the Sparkling Elderberry Punch and it was perfect, kind of reminded me of Sangria, just a skosh. Not not so goods: My friend and I sat outside...this is not the place to go for outdoor seating. There are about 4 tables lining the walkway, up against the back of the building, looking out into the back parking lot....and that isn't even the most awkward part...the outside area is as close to the McDonalds parking lot as you can get. You can hear every drive-thru order and it almost feels as if you shouldn't be listening. And I am fairly certain most people...don't want a patio full of people listening to their disastrous McDonalds food choices. lol. Overall, place was great. The few times I have been so far the bar has been scarcely populated making for a comfortable place to enjoy the company of a few friends and linger for awhile. One day while waiting for a table at the observatory I ventured down a hallway. I had been down this hallway before, but never turned the corner, this day I turned the corner and kept walking. It was a good corner to turn, I discovered there was a bar around that corner, a great bar with great drinks, great people and pool tables. The next time I took people to the Observatory I was the smart one who could tell my friends about this hidden bar. As we sat in the bar, my friend got a call. The call ended and he said he was going to meet his brother at a place called Over And Out, it was supposed to be walking distance. Shortly after his brother walked in, and we discovered that we were currently sitting in this mystery bar called Over And Out. That was a lot of words I used to simply tell you that Over and Out is the bar behind the Observatory. Many of the menu items available at the Observatory are available at Over and Out. The food is great, the drinks are great, the prices are great, it is just all around great. The drawbacks? A lot of people know of its greatness, so the chances of getting a seat are not as great. read more
