A hidden gem! My favorite view of the city so far! Walked down here by myself on a Sunday morning from Capitol Hill. This is right in the heart of the major tourist corridor and just off the mall. Also convenient to Federal Triangle Metro.
It was a little tough to find, as it's not well advertised. It's run by the National Park Service and FREE! Most of the building is occupied by the famous/infamous Trump International Hotel. If you're coming from Pennsylvania Avenue, the entrance is south towards the mall. The key thing to look for is a Starbucks seating area, as the door to the tower is just to the right of that.
Anyway, you walk in and there's a bag check. There's also a small gift shop (I didn't go in). You are directed down a long corridor with some historical information and maps, and then directed to go up a couple elevators. As you ascend, you get a peak inside the Trump Hotel, which was pretty cool.
Once you get to the top, there are great views of the city in all directions. You can get some great pictures of the Capitol and Washington Monument, especially.
Anyway, bottom line: this is free, and still something of a secret. When I went, despite it being a beautiful day during the high season, there was no line.
Tip: the only observation deck that I've been to that has a better view of the Capitol (specifically) is the Newseum, which is a very interesting place, but also costs a LOT more than free.
