I lived at 401 E Mercer St for one year, and I used to enjoy the apartment when I moved in. However, the good feelings didn't last long because I found out there were many hidden fees. I would say Northwest Apartments were the worst apartments I had ever lived in. Not only was the management horrible, but the way they charged you was disgusting! I am going to express my viewpoints based on three points, which are authentic experiences I had with this apartment. Please read my comments carefully if you'd like to lease a contract with them. 1. Hidden fees. The lease contract did not describe several hidden fees. As you can see from the evidence I uploaded, they charge you for Sewer, Solid Waste, Water, and a Billing fee. I have to pay an extra fee (roughly $100 per month) for the hidden costs. 2. Security The security was a concern. The first thing was their fire alarm system seemed unreliable. In December last year, there was a fire on the lower floor, and we were only aware of the fire once the firefighters shouted downstairs to ask residents to vacate. Due to the failure of the fire alarm system, we didn't get the alarm to vacate in advance. We would have been killed if the fire had not ceased in time. The second security concern was parking. My car and two others were vandalized in the lower garage. We asked the management to offer security measures, such as installing security cameras, to prevent this from happening again, but they refused to communicate with us and ignored our concerns. 3. Move-out charge They will charge you as much as they can. Ex-tenants hit two tiny nails on the wall, which I was not aware of when I moved in, and they charged me $600 for the two nails. They will inspect every little corner to find an excuse to charge you. I feel furious about the way they make money, and I would never rent an apartment with Northwest Apartments again in my life!!!

Washington state laws for the screening of prospective tenants

The communication was horrible. I applied for an apartment, made sure that I met all the rental criteria before paying the application fee. (Just fyi, it is Washington state law that landlords give potential tenants all the information they will be collecting on you during the screening and they have to disclose what will cause them to deny an application.) And application/screening fees these days are not cheap. I was completely caught off guard when my application was processed and I was flat out denied. I was pretty upset. I reached out to the general apartment contact in hopes they would provide me with clarification or context, but the woman that responded to my e-mail might as well have ignored me because she said the exact same thing that the screening report results said. But completely missed my question about what part of the section in the Seattle rental criteria that provides the various reasons an application will be denied. None of the what they listed applies to my situation at all. I went to the tenants union and they advised me to file a suit in small claims court as that would be a fairly quick option to recover the money I spent on the application fee plus some extra. I'm thinking that's what I'll do. I even offered these slumlords first, last, increased deposit.....these screening reports are all BS it's just a money grab

Fly in the elevator.

PLEASE READ THIS REVIEW BEFORE CONSIDERING ANY BUILDING MANAGED BY NORTHWEST APARTMENTS. Beautiful luxury apartments (Westgate Village), but worst management company ever (Northwest Apartments). They never take any responsibility for their neglect. Difficult to contact, delayed responses, and condescending leadership with superficial friendliness. Had been complaining about these flies for weeks if not several months ( image labeled 2 & 3). Third floor has smelled like trash for months (I get nauseated and have to hold my nose to get to elevator). We bought our own fly catcher to set up in the hallway (see first image, after one day). Work orders were canceled without communication of status (image 1A). Had to eventually reach out externally to previous affiliates to contact head of company (Text message in blue). Management responded the very next day (Image 5C my response in red). They blamed the residents, took no responsibility and covered for the maintenance manager. I'll stop talking as the images speak for themselves.

Human feces in the planter box outside my building. Posting it here in hopes it becomes a higher maintenance priority.

At the end of the day, you have to live somewhere, but do you really want to have a landlord that treats you like their personal ATM? I've rented from these scumbags for over a year. In that time, they: - Charged my ex $500 to move out early. - Charged me $153 for paying a $98 utility bill four days late. - Failed to keep the heat and hot water functional to the point that I had to take a cold shower on Christmas Day. - Failed to keep homeless people from inhabiting the utility room. - Failed to keep sidewalks free of ice during snowstorms. - Brushed me off when I notified them of a fire that occurred on the property. - Collectively shrugged when my bike was stolen from the garage. - Changed laundry providers with no notice despite our having to load funds on laundry cards.

Nearly everything could improve, especially fairness with move out charges, to say the least, yet not too surprising

To be transparent, we are property owners, so this review is from the owner's point of view. Having said that, he's been proactive in making sure the rental house is in a good shape, including regular annual maintenance. This is to ensure tenants get what they pay for. One thing David really stands out is his responsiveness and timely communications. Tips: believe it or not, best way to contact him is via email. He'll call me as soon as he's available whenever I ask him to call me via email. His email responses are mostly cryptic and straight to the point, and some folks may take that differently. But for us, we like his cut-to-the-chase, no-nonsense style. Believe us, we have had a different property manager before, and he may seem courteous, but his responsiveness and professionalism are not even close to David's.

David doesn't ignore hard problems but will take care of them right away. These problems were ignored for years by my previous property manager (also full-priced 10% but not half as worth the price). This is all verifiable th This house is expensive.. so expensive I am embarrassed to say it here. It came with so many wonderful amenities.. until it turned out that it didn't. A huge modern TV in the basement! I guess that helps make the price worth it! Except the TV is from 2010, cant load any modern streaming services and is basically huge e-waste. (Don't feature it in the add for the house.. ). Its trivial, but our old 2015 TV was giving us some headaches due to its age, so seeing this in the add was like "ah! Perfect for us!" But. hilariously the huge TV doesn't work unless you hook it up to a laptop with an HDMI cable across the room. Don''t believe me? Look up Sharp Aquos Quattron. See if it hooks up to even Amazon Prime Video (spoiler alert, it doesn't). (Oh and it turns out Netflix stopped supporting this machine many years ago). The hoops we had to jump through to secure this house! Way too hard. Its almost as if they are justifying their service by putting people through the wringer.. we could have cared for this house ourselves and done just as good of a job if not better.. but they justify their enormous costs basically by making people go through SO MUCH effort. It's starting to feel like a grift/cash grab. That being said there are positives. Kathy is kind and responsive (was). The recruiter who we contacted was just wonderful. So it's not the people we deal with, it's the actual process, hoops and the rug pull we are currently feeling. We arrived after an arduous move, very long and serious to find our trash so full and heavy that the garbage men rejected it due to its weight.(400 pounds?). this is after my wife and I both pushed and pulled it up the hill to the street, injuring ourselves in the process. So now we are saddled with this super heavy trash and nowhere to take it and no where to put OUR trash.. We PAY for our trash services... so.. ? Find a house that is being rented by the owner and just do a good job caring for the home. You will save yourselves THOUSANDS of dollars, a myriad of hoops, headaches and effort. Plus they force you into a 24 month lease.. and now I know why.. because people would leave in droves. So that's some more good advice, if they force you to do a long term lease, that is a big red flag. Also, we have rented sight unseen in the past. No problem. Why? Because those owners were confident the house was fine. If they DONT allow sight unseen.. what does that tell you? Something is wrong.. or they are hiding flaws that they want you to walk by without noticing so they can sign their 80 page move in documents. More good advice, ask about sight unseen (even if you don't intend on doing that and see what the response is). They reach out 3 times to verify we set up utilities (a month after we already did that) almost as if to justify the existence of the utility manager.. but the internet, the one and only utility besides electric we need to work for our jobs.. that doesn't count, no assistance or advice there, just figure it out.. but if you pick the wrong services you are in for another headache. Just make sure you pick the same service that the house had before .. or you are in for more delays, headaches and stress. The home is quite lovely as is the yard but far from worth this cost (the cost includes pain, stress and anger) ... and there were some issues moving in, the drawers and cupboards were grimy and we had to clean it all with a scraper. Yuck. a couple bad electrical outlets (which we haven't even mentioned yet, one issues at a time, we are not trying to inundate them).. wiggly and loose thick glass shower and bathroom doors (all of which look brand new and never tested but sure do look nice. Pooling water on the floor after a shower creating a mold stain. We created tickets in the portal, but they are now showing closed and resolved! (They are NOT resolved). Its just for the money we pay, you would think the things that were part of the draw, (like the TV) would work and not just be more work for us.. heck for this money even be set up for us on our arrival! But no.. we are saddled with a big (70 inch) hunk of junk. If I owned this company I would make it right by purchasing us a TV that actually works with the modern streaming services (not some ancient xFinity Vudu nonsense). Last but not lease.. the faucet. We come home.. burnt from moving, start our first dishes and it squirts right in our faces! LOL.. its hilarious..until its not. except nobody seems interested in fixing it.. or if they are we are not in the loop. I jammed my thumb up into the faucet so now at least it sprays in other directions than directly at our bodies. Maybe waiting for parts? Maybe they should tell us that. . This post is from 2023 . but somehow just showing up now, you should hear about the MOVE OUT PROCESS. It was even worse.. AVOID THIS BUSINESS AT ALL COSTS.

At the time when I lived there, there was grocery store on the next block and a tiny connivence store around the corner. At times the neighborhood would get rowdy, but it definitely wasn't all night or every day. Never had management take my money or my belongings. I didn't have any bugs, because I kept my apartment spotless. My only complaint was that people kept pulling the fire alarm which was a bother, but that had more to do with people who threw parties where everyone was drunk. Now that it's been remodeled, I'd love to see what it looks like now.

DO NOT MOVE HERE!!!! Lowell Apartments or any owned by this "company"…read more THIS BUILDING IS A SCAM!!! Don't let the nice location and old charm sway you. They WILL take all your money, sanity, and belongings and make you feel crazy for wanting a clean and safe apartment. It would be your worst decision to move here. PLEASE TAKE MY WORD FOR IT!!! I am only giving 1 star because I have to and because the location and old charm are nice. However I was staying here for barely a month when I got BED BUGS!!! I have been going back and forth with them for months on that issue and other hot water and cleaning issues but gotten nowhere and now have to move out. I'll have to hope that the items I bring to my next spot are not infested and will lose items as well. I was hoping this place was going to work out as it seemed to have so much promise but allowing people to live in uninhabitable units and still asking them for rent is ridiculous. I can't wait to leave! UPDATE 1/11/22: I have left and lost many things but am so happy to be free. They treated me with such disrespect just for wanting a livable home. I have also now heard that there are issues with heat in the building and tenants are being encouraged to buy their own heaters and blankets. There also is still the issue of no hot water. Residents were told the issue would take longer than 24 hours to fix and it's not the first time people have had no access to hot water. STAY AWAY FROM THIS PLACE Update March 2022: I moved out in December 2021 and in the spring I was checking my credit and found out that this place was trying to charge me $4500!!! I was never notified of this in any form (letter, call, email, text, in person) and there is no reason I should pay it. UPDATE 5/3/25: I have been disputing this charge with my credit companies for 2 years. But an article by the WSJ called 'Landlords Have a New Hardball Tactic: Tanking Your Credit Score' lets you know EXACTLY what Lowell is doing. They are trying to tank my score with a fake charge that I do not owe! I was literally told by the property manager that he was going to get an eviction notice for me if I did not leave (because I didn't want to live with BED BUGS, NO HEAT, NO HOT WATER, NO FRIDGE, and SLUDGE IN MY SINK!) So of course I packed up everything that I could and left!! Now have to live with that charge on my credit and hope it doesn't affect me. Also have to live without the many items I had to leave behind in that apartment because I could not clean all the bed bugs off of them. Lost family heirlooms and treasured antique furniture I had resorted myself. Please if I can only give one pice of advice for the rest of my life it would be to NEVER MOVE HERE!!!!
