DO NOT RECOMMEND. AVOID AT ALL COSTS…read more THESE PEOPLE ARE A JOKE, LIARS, AND CROOKS. They claim to clean the rental units before tenants move in. During the move in we found mold, mice droppings, and grease all over the rental unit. We ended up cleaning the place ourselves because we were told that it was our problem to remediate, being we were the current residents. Upon move out, we did not receive a full refund on our security deposit, even after leaving the rental unit spotless. They will take any opportunity to nickel and dime you. Bottomline, they take no responsibility for the condition of the unit. They only care about making extra $$$ off tenants upon termination of the lease regardless of the property's condition. The people working this office have no clue about how to be property managers.

Any work that is finally done by Sam Murley and his wrecking crew is very bad and way over charged. Cheap materials and less than professional labor. Avoid at all costs unless you are a glutton for punishment. They are a "hit and run" company who rips off people and then moves on the the next victim. They will "push" their personal properties first when it comes to showing a rental to prospects and promise landlords great tenants with high rent but really they will tell anyone anything to make a buck. I will never use them again and am trying to spread the word so other honest, innocent people may read this and avoid a serious headache. I guess some people get desperate and trust them only to find that eventually, they get ripped off too. Sad!

For example, I talked with the owner before signing a lease - they said my plan to move out early and leave the place to my roommate was fine so long as my roommate stayed/paid the remainder of the lease. I moved out. I have observed my roommates experience and they have often said "where is your roommate" and "he needed to sign" -- but while I was in town and able to do all of this, I was never asked to do any of this. When they knew my plans all along! They need to designate one account manager to a # of residents so that one line of communication can guide the relationships, otherwise they just have many different people all knowing nothing about the people who are paying them and no way to meet their commitments or expectations.

Before moving in we requested new blinds for the sliding door because the ones in the apartment were defective. These were never replaced. The garage door broke after two weeks of living there and it took the maintenance man a month to fix it, only because we called multiple times. The brand new toilet clogged all the time, and guess what? Although we harassed these people, the issue was NEVER resolved. Another big problem with this place is that they sometimes waited two weeks to cut the lawn, so imagine the weeds. Also, this is one of the few places in Dubuque where dogs are allowed, so everyone had one. The only problem with this was that people did not pick up after their pets. So the place always looked dirty with the long grass and weeds, and the piles of dog waste. Don't waste your $950, utilities NOT included.

They stayed on top of maintenance and work requests that I submitted pretty well. However, during our moveout inspection I felt there was unfair treatment of how they assessed our security deposit return. They withheld the total amount and said they could've charged us more on top of our deposit for property turnover. They held us accountable for unforeseen charges and other things that a tenant should not be held responsible for due to wear and tear over time. I asked for an itemized list of these discrepancies, and Patty Grady, who is their property management Maintenance Coordinator made excuses as to why she could not produce pictures, receipts, or invoice billing that calculated these charges. We tried to maintain the property as best as possible with yes a few nicks and scratches, however their lack of assistance and laziness (especially from Patty Grady) is unacceptable. They need to review how they treat paying tenants who even after they're no longer a tenant. I even reached out to the the owner of the property and after comparison to their way of how things are done, it was clear Ruhl & Ruhl lies about how they assess their deposit. She (Patty) told me she sends a report to the property owner and that he will determine how that deposit is handled. He told me via email that he has no play in that and trusts property management to do their job with an honest assessment to handle these things. So this clear to see Property Managment lied to me about that. They're not very customer friendly and even towards us as an active duty military family who has lived in various housing over 20+ years and dealt with landlords & property management. This has been the worse we ever worked with. I strongly recommend if you are looking to rent in the quad cities, never go to them for rental property. They are not honest with their work and will use any excuse to hold something against you feel like. They should be banned from the Rock Island Arsenal housing office for use as rental referrals out in town.

A current listing at 727 19th St in Rock Island, IL is priced and pending at $150K. While the home clearly needs to be repainted, the home is larger than typical at 2400 sq ft, has central air, a fenced double lot, a fairly new and stylish 3 car garage, and the photos inside look fairly good. A similar but slightly larger home in Broadway with asbestos siding on a smaller lot with a nicer kitchen is listed at $236K, now pending. A recent comparable for a slightly larger homes that appears to be in similar condition with no garage on a smaller lot sold for $190K. Another comparable in better condition with no garage sold for $215K. Unless there is major structural damage to the home at 727 19th St, it leaves one with the impression that the listing agent underpriced the home by at least $40 or $50K.
