I asked a local concrete repairman to assess it, and he told me it would require permits, a few days of digging and ultimately lifting the apron. It was not a cheap job. After looking online, I decided to give Concrete Chiropractor a call, expecting an expensive quote, given their well-known name. Kris got back to me promptly, asked me to send him some photos, and he quoted me online. The quote was less than half of the other guys. They came, and a few hours later were gone. The two inch sagging was gone, and the apron was flush with the curb. My car no longer scrapes against the concrete, and if you didn't know, you wouldn't be able to tell anything was repaired.
