*Update: 2/10/2016 Gas/electric bill: Heat insulation is very poor, so to keep my monthly bill down, I kept the temperature set low and used space heaters. My bill averaged $120/month for December and January. According to my nyseg bill statement, the previous tenant paid around $300/month during the winter. I'm guessing that's around how much you would pay if you set the temperature around 70 degrees. Maintenance is still very prompt. You can expect to have someone come the next day after your request, sometimes even same day. When it rains or snows, the area above my washer sometimes leaks water. *** I've only lived here for a month-- here are my thoughts so far (I will update again later). The apartment: I'm in the Dorchester, the smallest two bedroom unit. Overall, they are pretty nicely remodeled, although you can tell some places, like the closets and the doors, that they were just painted over, not new. Sound insulation between units seem very good. My neighbors have a young child and I rarely hear anything. I haven't received an electric/heat bill yet, so I can't comment on that. Management: I put in two maintenance request when I moved in because I found that the bathroom sink wasn't draining properly and that the drying machine doesn't work. The sink was fixed promptly (i put in a request on Friday and it was fixed the following Monday). I have yet to have a working drying machine. It's not a big deal, but I hope they replace/fix it soon. The location: I really love the location of this apartment. It's close to Binghamton downtown, yet situated in a beautiful park. I take the bus to work everyday and find it convenient. Most tenants have cars and there are plenty of parking places. read more

Update 8/30/14 Got my security deposit back from Legacy Bay in the mail today. Almost the full amount - they gave an itemized breakdown of what they deducted. They only deducted $35 from the entire security deposit because they had to fill, sand, and paint a few holes in the wall from adhesive wall hooks that I used all over the place that pulled off the paint from the wall. This is completely fair, and I expected them to make a small deduction from the security deposit. I also received the deposit back less than a month after I moved out - very prompt!!! This concludes my experience with Legacy Bay, and I highly recommend them to anyone looking for a new home. I was very happy with my experience living there, and do not believe that I could have done better, short of purchasing a home (which is what I did! yay!). read more

This is by far the worst complex I have ever lived in. In the 1 year I lived there I had spiders, cockroaches, and wasps in my apartment. Getting management to do anything about it was not easy. The rent is extremely overpriced. They will tell you your heat/electric will be approximately $100/mo. Mine exceeded $400 most months and I was quite conservative about usage. If you pay rent via autopay, you must cautiously watch your statements. They would charge me double some months and it takes a very long time to get them to return the money to you. When I would request the money back I was treated as if it was my fault and I was causing them a hassle. There is a locked gym that you have to be careful in. I got harassed by an individual at the gym one night. Of course when expressing my concerns, nothing was done. My apartment got broken into and the property manager claims that I must have done it and there was never a break in. Although, the police report supports the fact that my apartment was broken into. If you put in a maintenance request, be prepared to call numerous times and wait a week before anyone comes out. During the winter months I had thick patches of ice blocking my doorways from it dripping down the side of the building. It was very dangerous and management would not resolve this. I had a visitor fall and still nothing was done. I met with the regional manager to present my concerns in a professional manner and she was extremely rude and not receptive to listening to me. She belittled all of my concerns and acted as if I was at fault for all of them. She is aggressive and disrespectful. She does not care about the quality or satisfaction of the residents. It makes me sick to think my rent payments supported someone like this. I would not recommend anyone taking a chance on these apartments. I know Binghamton does not have a ton to offer, but it is seriously worth the effort to find a different place. The same company owns Summit Chase in Endicott, so I would stay far away from these too. read more

These townhouses have been updated, which is nice to find in older buildings. The appliances are cheap but functional (which is expected in a place with so many units at this price range). We rented the two bedroom (it's basically four different levels). They really need to do something about the insulation in the units though, because the kitchen was ALWAYS freezing! In the winter we had to run a space heater because you could never keep it warm. In the summer the top floor, which is a bedroom, is ALWAYS hot and it seems as if the air condition barely helps in this room.... yet the kitchen is still cold. The office staff needs to be a bit more friendly. The times I have gone in they have not seemed friendly and it doesn't feel like an inviting place. Even on the phone the attitude is cold. I called a few times for maintenance concerns. Half were dealt with in a timely manner while a few other times I was told that they would fix the issue and no one ever came to fix it. The actual maintenance staff was excellent and helpful when I met with them. I would recommend this to anyone who is looking for a temporary place to live (as in one year because they don't do 6 month contracts nor can you break a lease without filling out paperwork and paying at the beginning). I felt safe living there and overall it was a decent place to live until we found a more permanent place. read more

Don't move into this apartment or you'll regret it. The management is rude and awful. They are doing a major renovation on the exterior and making so much noise. The renovation project will take place in the next 5 years and you'll never know which building they'll do next. Initially, they'll tell you it only takes 2-3 weeks, but end up more than 2 months. We have an infant who kept waking up due to the construction noise (everyday for over 2 months!). When we called and complained about the noise, all they said is nothing they can do and we just have to deal with it. So many residents were complaining at the same time and they did not care. They did not even try to offer us some compensation. They did not allow us to move early because of that either, not even offered a sublease option. Also, residents have been complaining about the mold in the apartment and all they do is cover up the issue instead of fixing it. The insulation is cheaply made; our living room is freezing in the winter. If we knew from the first place, we won't even consider moving into this apartment. If I were you, I'll stay away from this place before it's too late. read more

Apartment Features - Space/ Layout: 8/10 - The 2 bedroom Dorchester apartment has 4 levels (two split stories) 1st level - kitchen, 2nd level living room, 3rd level bath and master bedroom, 4th level washer/dryer and 2nd bedroom. You will be climbing a lot of steps in your time here. 2. Heating 3/10 - These apartments have 0 insulation. I should rate a zero but the furnace is new and natural gas. The windows and patio doors are extremely drafty and need replacing asap. Natural Gas heating costs run about $100/month (not including electric) in the deep winter at 68 degrees and the apartment constantly feels cold when it shuts off. I didn't dare put it about 70 degrees. Only one thermostat (zone) is located in the living room. The kitchen (below the living room) is usually about 5-10 degrees cooler than what you set the thermostat at. 1 thermostat per level is badly needed. In the winter time, expect 5 foot long icicles hanging of your roof due to the poor insulation and ice buildup by your porch. 3. Cooling 8/10 - New central ac units are installed and work well. Just be careful to not turn the temp too low or you bill will skyrocket. 4. Appliances 9/10 - Appliances are generally new and work well. Full size washer / Dryer, garbage disposal and dishwasher are a plus. 5. Noise 5/10 - If your unit is "attached in line" with your neighbor you will hear their tv and them talking when the heat/ac is off. Expect to hear any and all loud noises they make and it will drive you nuts if they have kids. If your neighbors unit is staggered from yours you will probably only hear them walking up and down the stairs and maybe their tv if it is loud. It is the luck of the draw if you get a good neighbor. 6. Updates 6/10 - Most apartments have been updated with carpet and paint. Windows/doors badly need to be replaced. 7. Garbage 8/10 - Dumpsters are readily scattered about the complex and not a far walk from your door. They are emptied regularly around 8 am twice a week. The truck will probably wake you up when he comes. Only 3 recycling containers are located on the premises and you will likely have to drive to one of them. 8. Pets - Its $500/ year non refundable if you want to have a dog- has to be less than 25 lbs. Only worth it if you love dogs. 9. General Maintenance 3/10 - My experience with maintenance had been less than stellar. Maintenance staff does not care how they treat your apartment when they are there (They usually leave a "dirt trail"). They come in as they please and will not contact you to setup a time to meet to fix things when you request a work order and they leave a placard on your door. You just have to be very trusting - always keep valuables locked up and out of sight. 10. Summer Maintenance 9/10 - The grounds are well taken care of, both in terms of grass cutting and leaf cleanup. They do not accent the buildings with mulch or anything fancy just grass or old flowers that keep coming up. 11. Winter Maintenance 8/10 - For the small staff they have and number of buildings I would say it is plowed and salted fairly well. You do have to shovel from your porch to sidewalk. 12. Road Maintenance 6/10 - There are a lot of pot holes in the Parking lots that they do occasionally fill. There is always enough spots to park. The city of Binghamton maintains Ely Park Blvd and do a very crappy job plowing and salting in the winter. The road is in bad shape overall. 13. Gym - Haven't used the gym so I cannot rate however it appears many BU students that live at the complex use it but it does appear small. 14. Leasing Staff 7/10 - Lets be honest the staff is primarily there to make money for the complex and keeping expenses to a minimum. So only Issues/complaints that are easy and more importantly cheap to fix (minor breaks, cosmetic issues) or big issues that they are required to fix (broken furnace, water heater) will be fixed sooner than later. Things they will absolutely not fix - drafty windows/door, bathroom fan, insulation - too "expensive" for Stafford Management to properly replace. 15. Recommendations/Easy Fixes - Buy Window and Patio door Insulation Kits - will save you on the cold air drafts & $$$, Don't put Heat above 70 or a/c below 72. Walk thru apartment before you sign the lease. Unfortunately you will have to put down 1st months rent deposit early. Ask what apt you will be in before you do so. Don't think you will get out of professionally cleaning the carpets when you leave or try to leave early and not pay the full 12 months. Take pictures when you first do the first walk thru 16. Final Thought 6/10 - Two issues - Heating is tough and leasing staff is just there to fill the resident quota not to make your apartment better. If you like a country setting and space and need to find an apartment soon you will like this place just use it as a short term option - less than 2 years (Expensive if only one person). Save up and buy a house if you plan to stay in the area. read more

DO NOT GO THERE. When I come in start of 2012, after two month, I see mices in my kitchen. I complain to the staff and the only thing they have done is to put poison in the kitchen and the boiler room. When the maintenance guy open the boiler room I was there, there were multiple holes due to rework which communicate with the crawl space. The boiler room was a mess with mice drops and urine every where, they never came to clean it (Apparently, they never heard about disease bring by mices) ??? They said they would come to put something on the hole but they never came back. After during the summer, I got an invasion of ants, spiders, centipedes. The most problematic were the centipede (I find about 10 or 20 all over the house each day with babies sometimes). This house have been badly reworked, they only mask the problems with something looking nice and new. After when winter come, I start the heat and there was a very bad smell coming from the boiler room (normal with the mess maid by the mices). I complain four times and at the end they said, waht do you want us to do ? So I broke the contract, I paid the thre remaning month, I loose my security deposit but now I have been 6 month in another papartment with absolutely no problem and I live again (As I have nosophobia (fear of disease), the mices part was a really painfull experiences for me). read more

The Management at Legacy Bay treated my elderly parents (both in their early 70's) like garbage. They gave my parents about a month and a half notice that they were not going to renew their lease this year after having paid rent early/on time every month, no loud noises, kept to themselves. When they inquired as to why not only were they treated with no respect by being lied to and then yelled at for asking and being told to stop asking as well as being dismissed like they were nothing, and were given lame made up stories about why. One lame excuse was that she wasn't following their directions about her plants: which I'm sorry made the place look really pretty rather than a plain lawn with ugly shrubs. They asked my mother to move her flowers out of the way, which she did. There were some tomato plants planted in the back along the back tall windows of their apartment, the maintenance staff tore them out of the ground and left them on the grass for my mother to see. Im sorry but wouldn't the appropriate thing be to remove them, fill in the holes with grass and remove the plants. The lawn looked horrible afterward so I am not sure what the point was in doing that. it was almost like a threat in a way, sort of like "if you plant anything back here again see what will happen?" this to a 72 year old woman! She is retired, this is her hobby. And wasn't ripping them out of the ground "punishment" enough? now they have to displace them too. They never mentioned anything about the flowers in 2012 when they moved in, nor in 2013. Only during the summer of 2014 did it become an issue. The maintenance staff said they were told to do that by management. Despite all of this my parents did not complain about the billion ants they had crawling through the apartment. nor did they complain during the entire time they were there since Oct 2012. Last summer they started digging up the lawn right next to the entrance of their apartment. The gutters were not working correctly and whenever it rained the side lawn turned to pure mud and would seep onto the walkway right in front of the steps to the front door. The job was not finished and it stayed that way during the winter only when the snow melted just a little and froze at night there would be a huge sheet of ice right on their walkway. THEY NEVER Complained because they are people who keep to themselves for the most part, were quite and were NEVER late for rent payments but yet the management was more than just rude to them, they were dismissive, and were acting out right unprofessional and in an unethical manner. Not only does their unethical behavior represent legacy bay apts but it illustrates their values and beliefs as well. It just depicts the uncertainty of instability of the environment and I would not trust feeling as if it was a secure place to live. You never know when they will just up and not want you to live there anymore and kick you out giving no reason at all and not caring what happens to you or your family, wanting to destroy a retired woman's flowers because why exactly? to threaten her? at 72 year old woman who is a retired pediatrician, who wouldn't harm a fly. It truly disgusts me of their unprofessional behavior and unethical business practices which they condone! read more
