I later found out in 2023 by a City of Morro Bay Code enforcement officer that Efrain Escalante, failed to pull a city permit and did not build the stairs to code, and even placed some of it on city property. I was ordered to have the stairs tore out and hauled away, and yet Mr. Escalante is refusing to pay me back for money's lost and paid to him, even though he has now been found to be in violation of one or more Violations of the California Business and Professions Code by the California Contractors State License Board on 2/05/2024 in answer to a complaint I filed.
