DO NOT RECOMMEND! I signed a contract with Kelvin Arflin of…read moreKelvin's Affordable Pools, LLC on 5/6/23 to construct a residential inground 16x32 vinyl liner pool. The agreed upon contract price for construction was $64,920. I paid the initial deposit of $25,000 via check and informed Kelvin the remaining balance would be financed through a third party staged funding lender, Lyon Financial. Kelvin agreed and subsequently registered for an account with Lyon Financial. According to the contract, the deposit was to be used for purchasing the liner kit, heater, salt system, LED light, and half of the retaining wall. Permits were issued on 9/11/23. From September through October, he and his crew worked sporadically on the project on an inconsistent basis with little to no communication or updates of progress. After receiving a total of $44,960 in payments, despite only having completed minimal work and with no equipment delivered, he then requested additional payment. The third party lender refused to pay him any more money, citing the stages he agreed to, and the fact there was not enough work completed to justify the release of any additional funds. Despite repeated phone calls, text messages, and e-mails, Kelvin failed to respond in a substantive manner during the majority of November 2023. On December 2, 2023 Kelvin stated he "cannot move forward until the balance is paid", despite this contradicting the terms of our contract. For the majority of the month of December I was continuously unable to reach him or his office manager via phone, text, or e-mail. I did not hear from him again until almost a month later, and was only able to do so by reaching out through a third party. It was only then that I was made aware by his former office manager (also his daughter) on 1/16/2024 that he had experienced medical issues and he told me he was "definitely going to be down a bit". After that time, he failed to complete any additional work, failed to communicate with me or respond to any attempts of communication, changed his address and his phone number and took down his company Facebook page. His former officer manager later reached out by phone and informed me that he had moved out of his home, changed his phone number, and was "avoiding the situation". She also informed me of another customer who was also taken advantage of. In total, I paid $44,960 for services and have received no equipment whatsoever, and only excavation and the installation of pool walls has been completed. I estimate the work that was completed to be approximately $15,625, and when considering services paid for but not rendered, as well as equipment not delivered, I believe Kelvin Arflin of Kelvin's Affordable Pools, LLC has stolen approximately $29,335 worth from me. I sent multiple e-mails, text messages and a demand and right to repair letter via certified mail to Mr. Arflin (as well as the registered agent of the company), to which he has not yet responded.
