Because my home is less than 10 years old, the quote seemed unreasonable, so I obtained a second opinion from another licensed electrician. I was informed that the underground service conductor issue was the responsibility of Xcel Energy, not the homeowner. I contacted Xcel Energy directly, and they inspected the issue and completed the necessary work within two days at no cost to me.
