My wife and I recently toured Harbor Oaks because we were seriously considering leasing a two-bedroom apartment there. We were excited about the layout, the location, and what seemed like a family-friendly environment until we walked the grounds. While looking around we noticed several dogs running loose in different areas without any owners in sight. One dog in particular stood out a large muscular breed that appeared very aggressive. It was barking loudly, lunging toward people, and had no leash or supervision. My kids were right beside me, and I had to quickly pick them up and move away. My heart was racing the entire time. As a dad, my number one priority is keeping my family safe, especially my little ones who are still so small and curious about everything around them. I understand that pets are allowed, and that's fine, but loose, aggressive dogs in common areas create a serious safety risk. I kept imagining what could happen if one of my children wandered too close or if a dog got startled. We just can't take that chance. After talking it over with my wife, we decided with heavy heart that we cannot move into the community. We were really hoping this would be our new home. But the safety of our kids must come first. The residential office has came along way since when we first moved in here. Any issue that we ha were acted on hastily by management and was quickly resolve. The also have been willing to help you by working with you in a hardship situation. Do not live here if you can avoid it. We moved in about a month ago and have had non stop issues since moving in. High prices for very low value. Our apartment did not have a window or smoke detectors...they put plywood over the window until we threatened the fire dept to come then they replaced it.... our apartment REAKED of cig smell when we moved in they didn't apologize or anything about that. Our kitchen light is falling out of the ceiling. Just found out now that our apartment is riddled with black mold. They won't do anything for you. Parking here is also a nightmare if you have a guest who accidentally parks somewhere incorrect they will get towed and have to pay $650 to get their car back after it being in the lot for 10 min... They are rude and do not care about anything but money it's ridiculous. read more

The location is nice but the owners are penny pinching and cheap. Nothing gets fixed timely (not maintenance's fault, see details bellow). Management cuts corners every opportunity they get. They have needed to hire more maintenance folks for years! They do not adequately pay their maintenance staff, overwork them and eventually chase off every good maintenance worker that I've met here in the last 4 years. My dryer broke 12 days ago, I've put two maintenance orders in and still have not heard anything. I called the office and got blown off by someone who obviously didn't give a crap. The current maintenance guys are pretty good but have too much to do, it's impossible to keep up. Management keeps current residents waiting for weeks and months (literally) for repairs but are sure to get an apartment ready to rent out to the next tenants real quick. read more

Please listen. You can do better than this place, no matter what your situation is. Everything is cheap quality, high priced. And that's just the start. If you come on weekends, you will find garbage, furniture, beer cans, trash, and drug paraphernalia everywhere. Then management quickly cleans it up Monday morning before new visitors can see. This is also usually a nightly issue as well. Then you have people trying to get in your doors and windows and night. I've spoken to other tenants who have had the same issue. Graffiti on the outside of the buildings. Rocks thrown through windows. Once you sign the kease, the management shows their true colors. Rude and uncaring. And cheap quality. As mentioned above. My son dropped his sippy cup into the bathroom sink, and it crumbled a hole in the sink. From. A. Sippy. Cup. Management responded incredibly rude, called me a liar, and made me pay to replace it. My church offered to buy the sink and replace it for free, and management quickly stated that it was not allowed, and they would charge more for any damage. And to top it off? Maintenance told me not to use the sink until further notice, as the pipes were incredibly corroded and unusable. And they didn't have the parts. Once I moved out, they kept my deposit. And on top of it. Charged a moving our fee. No pool, as they don't want to put in the effort to upkeep it. read more

Live here for over seven years. Something must of change within the last year to year in a half. Just started my VA loan to get out of here. Swimming pool is green and unsafe to swim in. Asked the office and they don't have any answer. They taking await amenities with no answer . But it's pool season. We only have 3-4 months a year with the pool Trash by the trash compactor is not picked in from Friday to Monday. So, we have a mountain of trash every weekend. Can you imagine the unsanitary conditions over the weekend? Don't get me start talking about slow response from maintenance. I usually. , have to email the office about a week later to get my work order done. Don't even asked the office for help when you have a death in family and your short rent by $157. And you email them the situation and asked for two days to pay. They will not, they will charge you a late fee.. Yes my rent is always on time. Curb appeal. just skip this place. when the have die flowers in front of the office , moss on the cubs by the office and green pool next to the office. Then you know how the reason looks. Let me explain to you why you should never live here. I lived here from April 2017 (I think) to July 2019 in two different units. When I first moved in, I lived in the "updated" 1 bedroom. At first, I loved living here. The female property manager they at the time was amazing. I could come to her with ANY issue I was having and she would go above and beyond to try to solve my issue. Unfortunately, they sent her to another property and the team they had afterwards was extremely lacking. You couldn't get ahold of them. In the updated 1 bedroom there was a poor quality vinyl flooring and lazily painted cabinets in the kitchen. The only carpeting was in the bedroom, which is acceptable in my opinion. My main issue in my first apartment was mostly with the flooring. This stuff was so poor quality that when I moved my couch it had sunk into the floor and tore the vinyl. My couch just had regular feet, no sharp edges or anything but the simple movement of furniture was enough to tear it. I also had the worst ant infestation I've ever seen in my life. When I moved in, my rent with the fees for WSG was ~1100. Which, seemed reasonable. After a year, they offered a new contract with a rent that was $150 more than I was paying at the time. Which, in my opinion would not be worth it ESPECIALLY since at the time a 2 bedroom apartment in the same complex was $1250. At the time my husband convinced my to move to the 3 bedroom with a roommate who was a friend. The moving process was the worst. I was barely moving across the complex. The office KNEW I was moving from one apartment to the next, but made things more difficult for me. On the day we were supposed to get the keys for our 3 bedroom they told us the apartment wasn't ready yet, which would have been fine IF they hadn't put a time limit on getting out of my old apartment. We had until midnight to be out of the 1 bedroom, but didn't even receive the keys for the 3 bedroom until well after noon. Even when we were given the keys, they hadn't finished hardly anything. When I moved in my master bedroom closet door was not on the track, I didn't have a towel rack, and the carpets were still damp. The person who handed me the keys said he would be back in a week with the parts he needed for the towel rack and the bedroom closet. Spoiler alert: after a year I still hadn't seen him come back. After moving out of the 1 bedroom, the served me with a 3 day pay or vacate less than a week after I had paid rent for the month. I moved out in August and this notice was given in October. I went to the office immediately to find out that I owed $900 for my previous apartment. Apparently that cheap vinyl flooring cost $600! The 3 bedroom was not an updated unit. I was paying $1450 for rent, and ~100 for WSG. 1. My dishwasher flooded. Temporarily fixed once. 2. The timer on my dryer just, stopped. If the door on my dryer was closed the dryer was on. Period. It could be turned in the off position, but door closed equaled drying. Again, this wouldn't be an issue if there weren't times where I had to do laundry before work so drying while I slept. I would take out the BLACK AND CRUNCHY lint out of the lint trap and just be thankful it wasn't lit on fire. Never fixed. 3. My washer CONSTANTLY smelled like mold and mildew. I would leave the door open, ran one of those cleaning tabs, scrubbed the rubber seal, but it was still always nasty and left a light mold smell on all my clothes. 4. The FIRST time I went to vacuum my hallway carpet, it came up at almost all the edges. When I moved out, my apartment was cleaner than when I had moved in. My family helped me make the apartment better. My mom repaired any and all holes, even repatching the one by the fridge. She did an amazing job as it was seamless, then she touched up all the paint. My sister used her rug doctor to wash ALL the carpets. We swept, mopped, and cleaned any and all surfaces in this place. When I moved out; I received a notice and a bill on the same day. The notice, was to tell me that the bill I had RECEIVED THE SAME DAY was already in collections. The "bill" was for $600 (which was on TOP of the $300 down-payment I had paid when I moved in). In Washington state, you are required to provide an itemized list of charges, but the received a paper stating in large handwritten letters "carpet damaged beyond repair" $600. I sent a letter requesting the itemized list, but in nearly 2 years have not received it. read more

Awesome place to live! Very safe and clean community. The staff is helpful especially James, the maintenance guy. He cares about all the tenants and fixes everything as fast as possible. He even watches out for the kids and their toys when they are playing outside. I've lived here for 3 years and am very happy with my experience for me and my family. As a resident of Harbor Oaks its been a pleasant experience. My neighbors are amazing and always friendly. You couldn't ask for a better location minutes away from many store locations. I lived here for about three years. Maintenance got so much better when James became the maintenance man. James is one of the only people who actually do what the tell you they are going to do. If you go up to him with an issue he gets right on it where if you submit it on the website it takes months. The management has changed multiple times since I've been there they still are not the best and hardly ever answer the phone but they do reply to your email within 4 hours. If you go there with an issue they kinda brush you off. The last week I lived here someone broke into my car and attempted to break into my home and they didn't do anything. The apartments really needs light in the back it would help with making people pick up poop and keep it from being so dark so thrives are not sneaking around at night. The roofs were just redone this year and they are starting to remodel the apartments so they are trying to make it nicer. read more
