I lived at the Element from 2017 until 2021. Northland Investment Group purchased & took over management in 2017. The building is attractive, well-designed, of solid construction & in a great location, but under Northland's management it has been mismanaged & neglected, resulting in my review & 2-star rating. Each unit has floor-to-ceiling windows & the views are amazing. The concierge desk is staffed by a separate company & our interactions with them were positive. The maintenance team is quick & efficient to address routine issues inside of the units. I love the location in the Downtown River Arts District. Our unit was a spacious 2-bedroom, 2 1/2 bath with a large balcony & ample closet space. Noise between units was minimal due to the concrete construction. Management's communication with residents is poor. Notifications of issues such as elevators malfunctioning, inoperable amenities, AC or water issues, problems with the trash compactor, etc. were inconsistent at best. The building is equipped for electronic signage, but it is not used. Emails sent to management staff often did not elicit a response. A letter I mailed to both local & corporate offices with questions we had prior to renewing our lease also went unanswered by either office. Proactive communication was rare & trying to follow-up on outstanding items was frustrating. The amenities are inconsistently maintained & largely unavailable. The TV & sound system in the theater have not worked for at least 2 years. The business center has a printer that was usually out of toner or paper & the wireless keyboards for the computers did not have batteries. The pool table is mostly unusable due to the cues missing tips. The outdoor fireplace does not work & hasn't for years. The grills were replaced after numerous complaints, but the replacement grills are also broken. In the fitness center the TVs on treadmills don't work, but it is otherwise okay. Note that if you live on the 10th floor, there is a lot of noise from the gym due to people dropping weights or letting the weights stacks slam. The building is access controlled, but some fob readers are broken or not programmed correctly. The clubroom is outdated with broken furniture & old TVs. The pool & hot tub are maintained well & enjoyed by residents, although there have been several issues that resulted in temporary closure of the hot tub. Also, rules implied by signage around the pool regarding eating, drinking, smoking, hours of availability & glass in/around the pool were not enforced. The community Wi-Fi provided by Spectrum works as expected. One does not have to look hard to see obvious signs of neglect in regard to building maintenance. The carpet in common areas is in much need of replacement. There were frequent issues with water even before the recent high-profile incident. Walls are dirty & need to be painted. The stairwells are filthy. The elevator lobbies on each floor are dirty. Permanent signage throughout the building is missing or falling off. Repairs to the garage gates, elevators, security cameras, etc. tend to drag on beyond a reasonable time period. While the floor-to-ceiling windows are a great feature, they were only washed once in 4+ years. The dryer vents were cleaned only once. The smoke detectors & fire extinguisher in our unit were never inspected. The plants in the pool area & urban garden area are not well-cared for. The entire loading area reeks of trash which permeates into the lobby & hallway. When we first moved in before Northland took over, the prior management provided a handbook outlining standards of conduct, rules, hours of availability, quiet hours, etc. If such documentation exists under Northland, I have never seen it. Rules that are in place, such as the non-smoking policy, are not enforced as evidenced by cigarettes in the stairwells, on balconies, in the parking garage & the frequent smell of smoke or weed in the common areas. Changes to rules, such as those dictated by the pandemic were often relayed using handwritten 8 1/2" x 11" temporary signs taped up in common areas. Even though we no longer live in the building, I share this review with hopes the issues can be addressed. We still live in the River Arts District & hope to see the property better managed.

Pumping water out of elevator shaft during main break

DON'T LIVE HERE! This building is a nightmare. The water issues are serious, frequently recurring, and the bare minimum is being done to address them. In the time I've lived here the water main has burst twice! The first time we were without water for five days. The building gave us a measley $200 off our rent for the month. The second time the water mains burst, we were locked out of the building for ten days after being evacuated at 5:30am. Power was shut off during that time so we had to throw away all the food in our refrigerator. After returning to the building, everything is disgusting. Elevator walls are peeling away from water damage. Amenities are closed (No gym, no pool, no grills, no theater room or clubhouse) and there has been no rent reduction or attempt to compensate residents. Communication during the entire incident was minimal. 300+ apartments of families not knowing if their homes and belongings were destroyed is just unacceptable. Our water pressure is still bad. Outside of water main issues, the garage has had leaking from the pool level the entire time I've lived here. Had to have washing machine replaced twice due to leaking. Air conditioner gets clogged and stops working every six months. Trash chute frequently clogged and instead of organizing a timed pickup on each floor the management sends passive aggressive emails blaming all residents for the actions of one unit. My garage barcode randomly stopped working for two weeks. Gym equipment remains broken for months on end, same with the hot tubs and grills. I have no issue with the front desk or maintenance teams, but the people in the office are useless. Requests for updates on lease renewals go unanswered. I have emailed the office so many times with no reply. Even going to the office in person, the only one who can help with most issues, Debbie, is not there or busy. Though units are wired in each room for internet you are limited to using the Spectrum community solutions wifi, which has client isolation and throttled speeds during peak hours. Oh! And there's a train the rolls through at random hours of the night that blasts the horn at every intersection and sounds like it's in the apartment with you. Overall, this place is trashed and poorly run. Management is slapping Band-Aids on bullet wounds and extracting luxury rents for substandard living conditions without remorse.

I absolutely adore the concierge staff, they are always so kind and treat everyone respectfully. Trying to find parking is a royal pain. They need to buy back some of those spots they sold to the business. The views here are absolutely stellar, especially at sunset or during storms. If your a night shift worker like myself you might have trouble getting a good quality sleep. There are many great local businesses to enjoy as well as an abundance of Uber or Lyft drivers around. Residents are all super hot and most pretty chill. The carpet definitely needs updating. And not everyone likes this open room concept, put doors on the bedrooms.

I absolutely love this place! I've been living here for about 6 months now and have been pleased with my experience since moving in. I have a one bedroom corner unit with amazing views especially during storms, sunrises, and sunsets. The staff has been very pleasant. These apartments are in a great location with so much to do in the area. I couldn't be more pleased with my decision to move here.

Disgusting flies everywhere

This place is disgustingly unkept. How are there so many flies living here with no lease! What is the extermination fee for when there's always bugs in the hallways? This place is a pig's sty.

Where to start: I have been having an issue with people smoking inside their rooms near my…read moreapartment for over 3 months and no one has done anything about it. There must be drug dealers in the building or something. It is almost daily at this point. I have filed complaints, told the front desk, contacted corporate, no one does anything but close the tickets I file and pretend nothing has happened. If you like your apartment, clothes, and furniture smelling like smoke that is what you will experience here almost every day. There is no concern about residents except to make sure they get paid. My apartment flooded last year during the hurricane and I had to fight to keep a dehumidifier in my room to prevent mold. The windows opened during the hurricane (not even a direct hit) and when the contractor came he told me they have had multiple problems with the rooms and that it would probably happen again. The hallways have marks on them and the place is obviously degrading over time. This place has nice luxury features such as a nice pool, gym, and rooftop, but the rooms are built with the cheapest materials known to man and the lack of attention from the management company is a huge problem and why I don't recommend living here to anyone.

But I was shocked that very close to move date, I was informed that the apartment I wanted went up $500.00 from what they suggested the price would be once available. I know that apartment prices can fluctuate but I have never seen it jump that much. It really felt that they knew I wanted that specific apartment and decided to gauge me on the price. I decided to walk away and move to another place as the square footage of the apartments at Mosaic are somewhat smaller compared to other newer apartments available, especially for the newly inflated price they decided to quote me. I now look online and the apartment is being offered way below the price I was quoted. It has left me with feelings of the office administration being suspect. No apartment jumps $500.00 and then lists the next day for a lot less. The most egregious issue was they would not even return my initial deposit. How suspect and petty is this. A million-dollar organization deciding to beat an applicant out of a deposit after they go back on what they told me. Although I enjoyed working with Griffin, I find others there to be suspect on their process, suspect on their return contact and more than suspect on their pricing. As soon as I have a moment, I will reach out to the actual ownership of the apartment building to get a better understanding of the tomfoolery afloat at Mosaic and update this review. Kevin L.

The apt was clean and exactly as described. It is small but perfect for one or two people. It is located in a safe area and we walked everywhere to explore-! Only a few blocks from the DI village for coffee or a bite to eat and we even walked to the end of the island to see the airport and explore the beach. Neighbors were quiet and the apt was furnished with everything we needed. Oh - and the bed was extremely comfortable- which is always important! Dan was very responsive to any questions we had and we are glad we found the Island Suites to check out the Tampa area!

After check in I was greeted with a letter welcoming me there and it felt great knowing they care that much about customer service. The units have everything you need in an ideal location in Davis Islands close to bars and restaurants and the water. I can honestly say that Dan went way above from a customer service perspective the entire time I was there. Any time I asked him if anything he would address it right away. His company stands above every corporate housing company I have ever used for one reason...him. The guy goes out of his way to make sure you are comfortable the entire time. I am just minutes from all major highways, Ybor, Downtown SoHo; I can even get to Clearwater and St. Pete in no time. I am fortunate enough to have a view of the city and the river from my balcony. There are no shortage of things to do. Retail is growing below. There are restaurants, spas, urgent care, etc open right below. Across the street is Armature Works, one of Tampa's gems. If you are looking for a place to call home. I highly recommend checking out The Pearl. The office staff are always available to assist with any questions/concerns. Parking lot is a death trap. Stairwells are never cleaned…read moreand the elevator situation is ridiculous. How can a large scale operation not have a freight elevator. The tiny passenger elevator does not fit a sofa or a mattress. Moving in out is very challenging. Rent was was too high for the apartment conditions. Make sure you take photos and document every little thing when you move in or ELSE they will nickel and dime you for every little item. They charged my $475 for a cleaning fee after I scrubbed the whole unit and more $$ for damages that I did not make. The only positive is the location for walking. Otherwise the maintenance is suspect, the cleanliness and management responses are weak. Look elsewhere.
