This was suspicious to me because a) the feeder lines had just been replaced, and b) they did no diagnosis. No even a voltmeter was deployed. My neighbor is a retired licensed electrician. He came over and said why not just replace the breaker first and see if that is the problem, which we did. Lo and behold, the breaker was clearly the issue. Problem solved for $57. Be careful.
