From the perspective of a foreigner - I think this is a great place to get a feel for the buenos aires away from Palermo/recoleta. Almagro has changed since I came in 2001 - it's quiet and residential and very pretty to walk around people watch.
El Fuelle - which is the fan part of the accordion is a very traditional cafe. I can't speak for the food but just the experience - like you see in any argentine flick - they have people sitting at the big windows, everyone is in their talking laughing, discussing politics - no wifi, but people talking. We were the only foreigners in there and not sure if the waitress spoke any English. We has a coffee (for which they give a sugar cube) and a little cookie.
