False Promotions and Billing Issues When I first moved in, I was promised a $350 rent credit as part of a promotion. I was told it would be applied to my second month's rent (October). Instead, I was charged the full amount. After raising the issue with Diana, the manager, I was told to set up an account on a third-party site to receive "points" that could supposedly be redeemed. The process was confusing, never worked, and ultimately, no credit was applied. Despite repeated follow-ups, the issue has still not been resolved. Instead, I received multiple eviction notices for the same $350, even though they admitted it was a mistake. 2. Privacy and Maintenance Concerns The maintenance team does not respect residents' privacy or ESA accommodations. They knock lightly twice and then enter immediately, giving little to no time for tenants or pets to react. On multiple occasions, my roommate was startled when men walked into our apartment unannounced--even into her bedroom. The only "notice" provided is a slip posted on the door with a wide 9 a.m.-5 p.m. time window, which they insist is sufficient. When asked to give more specific warnings, they refused. Repairs are often incomplete, and damages (like leaks that ruined bathroom essentials) were never reimbursed. 3. Poor Apartment and Property Conditions We paid for an upgraded unit, but what we got was far from it. Upon move-in, there were stains on the floors and walls, torn furniture, squeaky bed frames, broken blinds, and doors that didn't close properly--all of which we documented. Now, The Grove is threatening us with $400 in damage charges for issues that were clearly preexisting. On top of this, reaching management to dispute these charges has been nearly impossible. Calls go unanswered, get redirected to dead lines, or I'm told Diana is "not usually there." The property itself is also poorly maintained. Despite paying fees for upkeep, the grass is dead, trash is left around, breezeways are filthy, and spills or debris (like oats dumped on the stairs) have been left for months without cleaning. 4. Overall Experience To sum it up: Promotions are misleading and billing errors are unresolved. Privacy is disregarded by the maintenance team. Units are in poor condition despite being labeled "upgraded." Management is unresponsive and difficult to reach. The exterior property is neglected and dirty. The Grove feels less like a community and more like a business determined to squeeze money from tenants while ignoring their basic concerns. I cannot recommend living here.

If you do, I STRONGLY ADVISE you communicate with them VIA email, save every one of them, and SAVE all receipts and notices. This place is a health risk, and I will gladly list why. There is a constant battle with black mold in the complex, to the point that this past year my significant other and I moved out due to the health risk, increased by a leak that they wouldn't let maintenance investigate without having actively flowing water. I would happily post the email correspondence screenshots with Ryan Geschke regarding the entire situation, but due to his additions to the email making it confidential, I have no desire to risk the lawsuit. I will say however that each concern was bluntly rebuffed, and the image on his google profile matches his professionalism. During the process of preparing to move out, there was no notice to anyone in the complex of roofing being done via email or posted notice, causing everyone to be cautious of roofing nails (fantastic since I have a service animal and other residents had pets) and struggling to get into the apartment at all. If that isn't enough, try checking local Facebook groups for people who have lived or are still living at their units.

I've never been so disturbed in my life. Also, parking here has been horrible. People park all over the place; in front of garages, on curbs, in front of the dumpsters, etc. There aren't enough parking spots for each unit to even have ONE parking spot, let alone 2. Also, after returning from school today, my roommates and I found a letter that states they will tow any vehicle parked outside of the designated parking spaces! The letter also states, after months of dealing with this issue, that they have decided to lease the parking lot of a park next door, to try and give enough parking spaces for their tenants. I can just see people walking in the snow and rain, having to cross through mud. Mind you, you have to cross through a gate to even get to this park. Spokane, the city right next to Cheney, has one of the highest car theft rates in the country. This park is NOT a place I would want to park my car. If you park in the park next door, you likely won't be able to even see your vehicle. For $1100 - $1200 in rent per month, this is unacceptable. Their letter further states that you can only receive a parking pass if you are ON THE LEASE, and that if you do not have a parking pass, you will be towed. This means that you cannot have overnight guests, parents, friends, family, etc - if they have a vehicle. I'm not sure about anyone else, but there is no way my roommates and I will be staying here another year. When our contract ends we are out of here.

We have rented…read morefrom Terry for over 17 years (9 in a house and 8 in an apt) Rents are very competitive compared to others. Your not always going to get a place with all of the bells and whistles but for the most part the properties are clean and comfortable. Terry will bend over backwards to help in any way he can. The house we lived in for 9 years had it's roof collapse from heavy snow and Terry put my family up at the Cheney Holiday Inn at his expense, including giving us some money to provide dinner later. He then set us up in a nice apartment that was $20 a month less rent and almost as big as the house was. When we had troubles with the owner of the house Terry went to bat for us and got us back our last months rent and deposit (as the owner was going to raise the rent and wasn't willing to give back our money even though he was basically kicking us out). A couple of years back some water pipes burst flooding the kitchen and living room and Terry moved us up into another apt in the same building at no extra cost to us and after a month when everything was fixed up Terry's building super, Mike, helped us move everything back in to our apt. Speaking of Mike. He is a very good building/property super. He is very attentive to what needs to be done and is regular maintenance work on and around the building to keep it looking good. I can't say enough good things about Specialty Management Agency.

NAI Black took over the property a couple of months into my lease, so I was a little worried about that at the beginning. It was a total non-issue; the new managers on site Jeff and Nancy are awesome! They did a great job of keeping up the property and promptly responding to any issues that arose. I lived in a building with 1-bedrooms and it was a very quiet area. As a student, it was nice not having to worry about being kept up by people partying on the weekends which is a problem in college towns. All tenants get an assigned parking spot and management is good about enforcing parking rules. I only had an issue one time in my nine months of living there with someone parking in my spot. At one point I did not have a parking pass on my car and I received a note from management the following morning, which was nice to know that if someone else had been in my spot management was already on top of it. The apartments are older, but they are in just fine condition. They do a good job of ensuring everything is clean and in working order before move-in. After hearing horror stories of other landlords trying to keep as much of a tenants deposit as possible, I was worried I would not get my deposit back. After moving back I received all but $25 dollars of my deposit back for a mandatory cleaning fee. I was honestly shocked. The managers are honest people, unlike some places in town that are known to try to take advantage of naive students. The only reason I chose not to renew my lease was because I wanted an apartment with W/D in the unit. WillowWood is a great, reasonably priced place to live and I would highly recommend this place to anyone considering living there!

Our immediate neighbors are quiet and speak in normal volumes and we can hear them clearly. ``The complex was built in 1978 and the wear/tear/stains are obvious ``The water has come out discolored and silted several times (we've only lived here a month) and smells like a swimming pool ``The parking lot is never cleared of ice and snow, and is so narrow that if residents (or lazy degenerates who know management will not take action on their use of others parking) don't park just about on top of the barriers nobody can get through. ``Management is dismissive, rude and doesn't pick up their office phone. We found out our neighbor had a sexual predator living with them. he was guilty of luring an underage girl who was not mentally capable of making a decision. The property reeked of cat urine, as did the so called common area in the basement. The gym was far from a gym, they claimed to have excellent maintenance. They did not. one morning the maint person came in at 8 am while we were sleeping upstairs and started installing a requested air conditioner. I was injured on the property and am still suffering pain from slipping on ice and they told me to submit info and medical bills. I did it and they refused to pay a cent and now I am filing suit in small claims court. The swimming pool was open in summer and there were no chairs around the pool, the cement was filthy, the pool often had many people who were stoned and foul mouthed and some did not even live in the complex. Our refrigerator died and they told us that it would be days before they could replace it and we lost food. they would not pay for that. On one occasion fires were set in the parking lot, the place was often filled with people smoking in common areas right around children. Dogs would urinate on the grounds in areas kids played I have not even listed 1/10th of the problems that existed at the complex. Scary, unhealthy, not safe, not clean...

I think that management could have been better, Jo was really hard to get a hold of at times for rent, and there was a time we paid rent late, but that was because we were all out of town We tried to contact management to let them know that, and we had let her know early on, and she had said it would be fine and we still were charged a late fee... :/ Management could be more friendly and personable. Okay place to live, it is walking distance to Safeway and I would recommend it, but if there was someplace better you were interested in, I would go for that one instead.

The pros and cons: _____Pros:_____ * The property manager, Alex, is really very nice, friendly, and helpful. It's always a pleasure to deal with him and he seems to be pretty responsive to maintenance needs. I've seen other reviews complaining about the rudeness of the property manager and I can only assume that there has been a change in management, because I've never had a problem with Alex. * The apartments are within an easy (10 minute or less) walk of the bus line into downtown Cheney and EWU and about the same walk to Safeway, Great Clips, Starbucks, Taco Bell, and Pizza Hut. These apartments are well-situated for someone planning on coming to Cheney without a car. * The units come equipped with a full-sized washer and dryer and a dishwasher. * There seems to be sufficient parking. I have yet to come home and not be able to park close to my building. * There is plenty of closet and storage space in the unit. _____Cons_____ * The buildings are very cheaply built. While the cabinets in my unit are new, they are made of the cheapest materials you can find and are poorly laid out. Even a little thing, like the lack of a drawer wide enough to hold a silverware organizer, shows the lack of forethought given to the building. * Because of the cheap construction, noise is a constant problem. My upstairs neighbors like to stay up until 2 or 3 AM and watch TV, talk loudly, laugh, drink, have sex, etc., which is a problem when I have to be up at 6 to go to work. You can also hear everyone else's dishwashers, washer/dryers, and bathroom ceiling fans running. * The carpets are old and matted down. I've lived in apartments all over the US, and this is the first time I've ever moved in to an apartment that didn't have new carpeting. The carpets were professionally cleaned, but are obviously old and not pleasant to walk on in bare feet. * The appliances in the apartment are the cheapest available (I've never even heard of the brand) and do a mediocre job. * The tap water smells like sulfur. I have no idea why, but it seems to affect the entire complex, not just my unit. When drawing water from the tap, you have to let it run for a few seconds to clear out the sulfur smell and taste. * There are not enough dumpsters in the complex, so they quickly overflow and I'm greeted by the sight of garbage spilling out and piling up on the ground around the unit. This isn't just during those times when students are moving into or out of the units; it's a year-round problem. * The parking lot is not well lit towards the back of the property. While it has yet to happen, I fully anticipate my car being broken into at some point during my stay here. * The air conditioning is simply a window unit that has been set into the wall. It is loud, inefficient, and not really up to the task of cooling the unit unless I let it run all day. _____Conclusion_____ I wish I could recommend these apartments more highly, but sadly, I can't. At the premium prices they are charging (not unusual in a college town, but significantly higher than other housing in the area), I would expect better accommodations. This apartment complex is a sloppy joke. A huge majority of the tenants (as well as the kid running it) are convinced they don't have to respect anyone else around them, and for this reason, living here was one huge headache after the last. You'll love this property if: You don't work or get up early for school in the mornings, because punk kids will stay up all night yelling and drinking on their balconies and the parking lot. You enjoy picking up other people's trash or walking over fast food wrappers and beer cans, because again, the people who live there have no regard for anyone and will leave their garbage EVERYWHERE. I walked past garbage everyday all over the grounds by my unit. You enjoy late night visits from the cops, because this happened more than once while I was living there, again, because of partying and fighting. On one specific night, three cop cruisers had to be called to control a crowd of frat and sorority members that had moved from someones living room into the parking lot. I was kept up all the time because so many people around us had parties and would get belligerently drunk. They'd stand on their balconies and yell or fight CONSTANTLY. As if that isn't bad enough, on one night, people partying in the parking lot decided they wanted to sit down, but that the grass just wasn't good enough. I watched as three people actually sat on the hood of my car and another tenant, setting off both our alarms in the process. These people are so disrespectful, I was honestly afraid to even walk out and address it. A neighbor below tried doing this at 4am one morning, and she was met with yells and insults like she was dealing with angry teenagers with no respect. You enjoy rude managers! They're the best, and this one is especially good at it! STAY AWAY!!! The apartment complex itself was not made well in the first place, but living with pigeons above your ceiling for three months was really a little too much for me to live with. Not to mention POTHOLES all over that they put off actually fixing until I moved out at the end of July. In fact, after it rained one night and they were full of water, I accidentally drove over one so deep my tire sank into it and I had to have it replaced. When I brought the pothole issue to the manager's attention, I was told it wasn't his job and that it's our responsibility as tenants to fill out work orders for problems in the parking lot. I wasn't complaining about a broken dishwasher for goodness sake. Perhaps I should have filled out a work order for a fence that was broken for almost the entire year that I lived there. Unbelievable. The manager was beyond rude. You can find much cheaper housing all over Cheney and Spokane. You will seriously regret living here the moment you move your stuff in. Side note, I won't make statements about their business practices, because I'm sure the manager and his boss watch these pages carefully, but I have some serious questions about some of the things I witnessed there. For example, when I moved in, I was told the carpets in the living room of our unit were in terrible shape and probably needed to be replaced due to damage done by the previous tenant. However, when I moved in, the carpet was the same one the manager had talked about. I wonder how much the previous tenant was charged to replace those carpets, when they obviously didn't do so. Catch my drift? Better to be safe than sorry, just stay away from Boulder Apartments.
