The elevator at devon's property at ten forty nine.Southgate isn't functioning. It stopped yesterday morning early and has not yet been repaired after twenty four hours. There has been no communication, no notice, no explanation, no nothing. There are seniors trapped on the third and fourth floors. It is a fire hazard and very dangerous, and the service has been shockingly bad from devon. read more

I currently live at the apartments on Mt.Newton Cross Road in Saanichton which is ran by Devon Properties these apartment walls are very thin so if you have a private conversation with other family members other neighbours can hear and listen in if they choose not too which is a normal thing to do but if they don't that means there is something wrong with them mentally I have neighbours above on second floor that listen to me in the bathroom and repeat our private conversation to another unit beside them as this consistently happens as the manager won't evict them there is two units that have been harassing us Unit 212 and unit 214 they have mental issues and follow me around when i am in another room in our own unit as well as write down how i bathe and when i am changing cloths the male and female listen in. As they have plastered their face on our bedroom window as we are on first floor this repeats itself everyday. I would not recommend living in these units even though that they look nice the walls are very thin and you never know who your neighbors are, like us we have been here for 4 months and have endured harassment by the upstairs units and nothing is done this goes on everyday as another unit also knows about this. Manager says it's my day off. So NO i would not recommend these buildings to live in. read more

The shower cartridge needs to be replaced as it constantly goes from ice cold to scalding hot. This is a safety issue. They tested the shower and agreed this needed fixing, I was told that this was not an issue because they had to do a similar job in another suite. After two weeks I asked when this was going to be done and was told in two weeks. It has now been several weeks past that point and have been told that Devon has more pressing issues and may not be fixing this for quite some time. We can't break the lease without a penalty but are seriously considering this. There are also ants infesting the apartment. No screens on the windows so we get flies, and even though this is supposed to be a nonsmoking building, there are smokers. They have grandfathered in the smokers and there is always smoke floating up towards our apartment. We are in Vancouver at Pacific Cove. read more

I feel safe now to report egregious behavior on the behalf of Stephen and Kelly Morgan at Seaport Apartments - 200 Dallas Road, Victoria BC. I moved out from Seaport last month, last day of my rental was April 30. I have moved to Alberta. My apartment unit was 211, and I rented there from December 2017. For almost three years Stephen and Kelly made my life a living hell at Seaport. They deliberately moved a family in above me, and with the instruction to stomp on the ceiling to drive me out. They then compiled a docket of my complaints, and working with the management company Devon Properties, they accused me of insanity and sent me a letter of ultimatum that I move out or shut up. My feeling was that since my occupancy was of such a long duration, that they did not like me and wanted to increase the rent and or move one of their relatives into my apartment as it was close to their own in the building (right above). I resorted to wearing industrial construction ear protectors to not be driven insane. My complaints were met with 'they have children' defense. This persisted for almost the entire duration of their management starting when they occupied apartment management three years ago. The prior apartment managers were much loved by all, Greg and Dianne Lowe. I am writing not so much on my behalf, but on the behalf of the remaining tenants they are tormenting at Seaport Apartments - which I observed and heard testimonials frequently. I managed to escape finally. One month before moving out, and with their understanding I was moving out - they moved their stompers out from the apartment above mine. My feeling is that was to cover their tracks in case I decided to record the abuse electronically. It would behoove an investigation as to the managerial practices and the ongoing treatment of the renters at Seaport. read more

I previously rated Devon properties as very good. I now revoke the rating and must report disappointment at their response to damage to one of our vehicles. First I would like to say that no Notice was posted to inform the residents of Market Green that the parking lot was going to be pressure washed. The day following this we noticed that scratches were evident on a brand new car. It appears from the damage that the pressure washer sprayed rocks onto the car door and scratches resulted. We submitted a complaint and the pressure washing company said that it wasn't their fault and of course Devin as the representative for the landlord said they were not responsible. I am waiting to hear back from Devon as to which company did the work so that we can take them to small claims court. It's a hassle but so be it. read more

Renting from Devon properties has led to nothing but disappointment and frustration. What is most upsetting about dealing with this company is their lack of integrity and nonchalant attitude towards providing a safe and healthy living space. In our experience renting from Devon we found that the management team lacked the organization and communication skills to effectively meet our basic needs. When after four months of raising concerns over non-locking doors in our unit and a serious mouse issue that was not effectively dealt with we requested to break our one year lease . In this whole process we were financially penalized for breaking the lease, and not one person from the management team apologized for the appalling living conditions we had to experience through renting from them. I am concerned and baffled that Devon manages so many properties in Victoria, but I guess that explains the widespread mouse, silverfish and inflated rent problems we have in this city. I would not recommend Devon Properties to anyone I know. read more

Strand are the most ruthless company I have ever dealt with. They employ Devon Properties at the Victoria who are also terrible people. On my move out date the harassed me and my movers while watching the whole time. I had to return with the police the following day and they refused to meet for the inspection. They filed a claim against me for damages and cleaning when the apartment was spotless and no damage which I have proof of. They are refusing to return my deposit and trying scare me into paying more. I have arrears which they have refused to take payment for but instead fixed with two different collection agencys to try to collect twice on the arrears while matter is still in court. Every email is filed with lies and vagueness on their part to avoid taking any blame. While living there I had no parking spot which I paid for. I had numerous repairs left unfixed, the apartment was dirty when I went to move in and they told me it was my problem and I was welcome to find another place. Their Properties are poorly managed there's definitely money laundering and scamming happening, and they have been dishonest since day one. read more

Devon properties: -Does not provide screens for doors or windows. There's no ventilation, so be prepared to foot the bill for screens. -Does not get qualified personnel to do repairs. Instead, has "handy men" or the building managers themselves handle repairs. Everything is done on the cheap and half-assed. They would rather fix something improperly 100 times than pay $5 more to have it done right the first time. -Does not care about tenants right to quiet. They have disregarded mine and others' complaints about the never-ending leaf blowing, hedge trimming, vacuuming, etc, etc... always at the crack of dawn. Apparently they think only government workers with regular hours live in crappy Devon buildings. Steer clear of these buildings, even if you're desperate. read more

It's clear to me that Devon Properties is not run by people who concern themselves with the safety and welfare of its tenants. I lived in a devon building for no more than 2 months because the quality of the building (which had millipedes and a leak inside the wall as well as sold half the common space to a commercial business) was terrible. Not only that, but the lack of concern for anyone who complained was only multiplied by the insensitivity or the company concerning the tenants needs. We had to move out because the millipede issue was too disgusting to remain in place but even though we complained to the RTB our complaint was thrown out and our application fee did not get returned because we moved out before the hearing. We couldnt live there any longer with so many issues but clearly that means we cant make a formal complaint anymore. Either way, if you're thinking of renting a Devon property (which you would because they bought up a majority of the apartment buildings locally so they have the shitty condo/crappy apartment industry cornered) DONT DO IT! ITS A TRAP!!!! read more

Devon Properties purchased the building I was living in at the time (250 Oswego). They took away access to garbage chutes, and immediately brought in construction workers who worked from 7am-7pm Monday-Friday, and sometimes appeared on weekends. When I asked my landlord about this, she said that's legally permissible and showed no empathy for the 0 hours of sleep i'd been getting (I work nights with vulnerable populations/ social work). This was when COVID-19 became serious, yet construction continued in the building. No masks, gloves or protective equipment were being worn by the workers. When I told my landlord about this, she said they were wearing protective equipment, even though she was not living in the building and was hardly ever around. I proposed breaking my lease, something I have NEVER had to do before, as I was paranoid that the constant in and out of workers through the building could get me sick. As I previously mentioned, I work with vulnerable populations (immuno-compromised), and was not willing to risk infecting any of my clients. After explaining this to her, once again, no empathy and a response of, 'well it'll be $700 to break your lease because you're breaking a contract'. I could go on about this, but the lack of empathy DP shows in the name of quickly renovating and jacking up the prices of their rental units is gross, and quite slum-lordy. They put residents health at risk, and not to mention renovating this building and tearing out walls is sure to create an asbestos problem. Now to them breaking the law... I gave a months notice and I found a new place where my new landlord empathized deeply with my situation, and allowed me to move in free of charge half way through the month (before my lease was up with DP). This gave me 15 more days to move out, and when I went back to my apartment before the month was up to grab some final boxes, DP had started construction on my unit. They had illegally entered by unit while I was still contracted to it, and had began renovations (WHILE MY STUFF WAS STILL IN THERE). A few weeks after this, my landlord contacted me asking me to do a 'walk through' with her to see if i'd be eligible to get my damage deposit back, I told her I wouldn't be doing this as there was no way to tell the state of my apartment when I left it as construction workers had entered the unit. She told me she didn't know this was the case (which I doubt, but even if that is true, that's incredibly unprofessional). She told me she'd return my damage deposit, and I type this 3 months later having not ever received it. ICING IN THE CAKE: a man got arrested in my building, (google 6-hour stand off in james by apartment), after terrorizing myself and other residents for 6 whole hours.. Devon Properties asked for police statements after the incident, but did nothing to prevent further incident from taking place, and left many residents feeling unsafe in the building as the man stayed for a few weeks. The day I was moving out, a construction worker asked me why I was moving out and if it was because of the construction. I told him, yes, it was because of the construction, but also the trauma I had experienced from the stand-off and living in fear in my personal space for so long... he told me 'Ya that crazy dude? he tried to attack me December 21st'... This was the day before the stand off took place, and the construction worker had reported it to devon properties yet they had not made their residents aware someone dangerous was living in the building, and look what happened. Devon Properties does not care about the safety, well-being, or comfort of their residents. They care about money and money and money. I am warning you, do not rent with DP! read more

If I could give this rental company a 0 I would. Hands down the worst company I have ever rented from in the almost 6 years I have been renting (been with 3 different apartment rental companies, and 4 different landlords outside of that). Their rental prices are incredibly high given the conditions of the units (not well maintained, outdated, windows not sealed properly, mould in the walls, mould in the windows, mould in the balcony doors, and the mould is rotting the wood fixtures, dated appliances that do not work properly, allow people to smoke in buildings when they are non smoking, and they blast the A/C in the hallway 24/7... the list could go on). Along with the unreasonably high rent they do not include heat in that price, as well as you have to pay for any other amenities on top of that. If you ever have an issue with your unit, it will not get fixed, in fact they may even tell you that it is your own fault and that they are not required to do anything about it. Even the rental management wont do anything about it. You can provide them with photo evidence that there is a serious health issue due to the condition of the unit, and again neither will do anything despite multiple attempts to get the issue resolved... I would steer clear of ever renting with Devon Properties if possible, or if you are considering renting from them (seeing as they are the rental management for almost all of Victoria's apartment rentals) have the unit inspected and take photos of the unit prior to signing any lease or agreeing to move into a building managed by Devon Properties. read more

I moved into the Royal Arms apartment on Yates street in Victoria, and I have had bad experience after bad experience with the building manager. The property management company, Devon Properties Ltd, has been understanding and has apologised on behalf of the building manager, which I am grateful for. But I cannot stand the current manager. He has entered my suite twice without my permission, and he has not apologised. We have had a few arguments regarding my privacy and I have heard him arguing with other tenants; he is just all around very rude and disrespectful. He doesn't take complaints seriously, and will just walk away in the middle of a conversation when I am trying to confront him with an issue. We have been having problems since day one, and I am breaking my lease after 5 months because I cannot stand him any longer. The property management company has been understanding, but I am not being compensated at all for my frustrations and it is going to cost me $500 to get out of my lease early. I should have gone with my gut and not bothered moving in in the first place. I'd recommend living in another building managed by Devon Properties, but certainly not the Royal Arms apartment! read more
