The seniors here can be very vocal in complaining to management about anything, including noise levels that a city dweller wouldn't even notice. It has gotten better since two frequent complainers have moved. I would say they "harassed" the management over the barest amount of noise. One problem is the acoustics of this small project. Talking in the pool area or on a balcony is easily heard in a neighbor's apartment. Also, the porch of the upstairs apartments is right at the bedroom window of the downstairs apartments.
