I am writing to report serious concerns about the treatment of inmates at the Tom Bowles Detention Center in Eagle Pass, Texas (Maverick County). Based on my experience while detained there, I believe there were abuses of authority and conditions that violated basic humane standards.
During my time in custody, officers allegedly used excessive force. I witnessed inmates being sprayed with chemical agents over minor verbal conflicts and force being used when inmates interacted with the food port of their cell doors. The temperature in the unit was also kept dangerously cold for extended periods.
After a fire in the pod, all inmates were placed on a severely reduced food ration for two weeks. I remained on this "minimum calorie" diet for three weeks because I used profanity toward Sgt. Guerria. During this time, my weight dropped from about 145 pounds to 118 pounds.
I also heard staff state that "the Mexicans run this jail," creating an unprofessional and discriminatory environment. I respectfully request that these allegations and the conditions at this facility be reviewed by the appropriate oversight authorities. read more
