Face it, not everyone understands technology - but there is a lot of traditional businesses which need modernization (i.e. reaching out to customers on the "interwebz") or maybe you've got a killer idea and know how to make money with it.
You could say engage someone in a third world country (who doesn't speak your language), explain to them what you want and then get something totally different because they didn't understand you or for "cultural" reasons they didn't want to "reason" with you.
You could also find someone locally which either involves selling your house and praying that your "venture" gets the returns back (or gets bought out by _________ for A BILLION DOLLARS), or you could find then convince someone who has the passion/drive as you do and will work for free (which is as easy as finding a needle in a haystack).
Or you could just talk to these guys and get them to build it for you while you concentrate on just selling your product to the masses, while getting some "free" office space from them too. The catch? Give them part ownership of your company (you'll probably do that anyway if you find a technical co-founder - but this time you not only get a technical co-founder you get a local digital agency working for you)
